TOWN OF JACKSONPORT BOARD MEETING
Tuesday, September 28, 2004 at the Firestation

The meeting was called to order at 7:00 p.m. by Chairman Alvin Birnschein. Present: Chairman Alvin Birnschein, Supervisors George Bagnall and Jeanne Majeski, Clerk Eileen Phetteplace, and Treasurer Carol Oram.

Motion (George/Jeanne/Passed) to accept the minutes of the regular meeting of July 27, 2004 as distributed.
Motion (Jeanne/George/Passed) to accept the minutes of the regular meeting of August 24, 2004 as distributed.

Treasurers Report: Treasurer Carol Oram reported as of August 31, 2004, a balance of $259,107.25. The Town received a check from Door County for the Tax Settlement of $92,187.60. Motion (George/Jeanne/Passed) to accept the treasurer's report.

Meeting open to Public Comment:

John Witteborg submitted a petition signed by 17 Jacksonport Town Residents. The petition is worded as follows: "The
undersigned residents of Logerquist Rd. in the Town of Jacksonport request That the town of Jacksonport 1. impose
and post a speed limit of 45 miles per hour on Logerquist Rd. from state Hwy 57 to the town line at O'Brien Rd. 2.
Place weight restrictions to limit construction and dump truck through traffic 3. Post pedestrian traffic signs near
both ends of the road."

John Witteborg asked that we include the petition on next months agenda.

Brad Bley reported on the progress of the remodeling of the Town Hall. The Jacksonport Women's Club is donating a double oven, the Jacksonport Advancement Corporation is donating a range. Eric Wickstrom and Brad Bley have requested $2,500 from The Advancement Corporation for outside improvements. A sign, landscape improvements, etc. The floor will be waxed after all the work is completed.

The flag is at half-staff because an Ephraim firefighter, Assistant Chief Bill Weborg died in the line of duty. He died of
a heart attack after responding to a call.

County Board report not available because they have not met since our last meeting.

Onyx Recycling Service Agreement - 5 year agreement to continue servicing the Town of Jacksonport. Motion (Jeanne/Alvin/Passed) to accept the agreement as presented.

Brush cutting on Clark Lake Drive - Two estimates received: Dave's Tree Service at $1,595. Affordable Plus Tree Service (a verbal quote of $700). George suggests a time limit be placed for the work to be completed. Motion (George/Jeanne/Passed) to give the work to Affordable Plus Tree Service if they can complete the work by October 20th.

Money for Bike Routes - The request is made by the Door County Chamber of Commerce Trails Committee. Motion
(Jeanne/George/Passed) to look at it when they work on the Town Budget. Table until that time.

Holding Tank Fees - Motion (George/Jeanne/Passed)to drop until it becomes a problem.

Money for Humane Society - The request is made by the Door County Humane Society. Motion (Alvin/Jeanne/Passed) to look at it when they work on the Town Budget. Table until that time.

Set Budget Workday and Budget Hearing Dates - October 21, 2004 set for Budget Workday (later revised to October 20, 2004) at 7:00 P.M. at the Clerks house. November 18, 2004 set for Budget Hearing date, at 7:00 P.M. at the Town Hall/Fire Station. Clerk to Post Notice for both meetings.

State of Wisconsin, Local Government Property Insurance Fund - Motion (Alvin/George/Passed) to change the deductibles to $2,500 for both the Building, Contents and Property in the Open and Automobile Physical Damage Policies.

Door County Planning Department -
a. Petition for Zoning Amendment - Text - Proposed Amendments to Section 4.08 (5) L as follows [One accessory structure
shall be permitted for each manufactured home site and shall not exceed 576 square feet in area. When the homeowner owns the site, an accessory structure garage may be attached to the home.] (Applicant: John Holmes / Michael Parent) Motion (Alvin/Jeanne/Passed) to approve the petition.
Clerk will so advise the Door County Planning Department.
b. Petition for Zoning Amendment - Text - Proposed Amendments to Section 4.08(8) [1. Delete Section 4.08(8)(a) Procedures. 2.
Create Section 4.08(8)(a) Definition, to read, "Any room within a multiple occupancy development (MOD) occupancy unit that is not a kitchen, living room, dining
room, bathroom, or utility room shall be counted as a bedroom. If the building plan for an occupancy unit depicts no bedrooms, the occupancy unit shall be considered to contain one bedroom.] (Applicant: Resource Planning Committee) Motion(George/Jeanne/Passed) to support the petition.
Clerk will so advise the Door County Planning Department.
c. Petition for Grant of Variance - Construct a single family home and deck located 65' from the ordinary high water
mark at 7139 Old Bauer Dam Road (Applicant: David Meyer) Motion (George/Jeanne/Passed) to approve the petition. Clerk will so advise the Door County Planning Department.

Road agreements with Egg Harbor (1992) and Sevastopol
Clark Lake Advancement Association, Clark Lake Advisory Council

Invoices were submitted for approval.

Motion (AL/GEORGE/PASSED) to adjourn the meeting. The meeting adjourned at 9:45 P.M.
