September 27, 2011 Town Board Meeting

TOWN OF JACKSONPORT BOARD MEETING
Tuesday, September 27, 2011 at 7:00 p.m. at the Town Hall

Chairman Alvin Birnschein called the meeting to order at 7:02 p.m.

Pledge of Allegiance was led by Alvin Birnschein.

Chairman Alvin Birnschein, Supervisor Randy Halstead, Treasurer Carol Oram, and Clerk Elissa Taylor were present. Supervisor Tom Wilson was absent.

Motion(Alvin/Randy/Passed) to accept the agenda for the September 27, 2011 Town Board meeting.

Motion(Randy/Alvin/Passed) to accept the minutes of the Town Board meeting of August 23, 2011 as presented.

Treasurer’s Report:” I have received a payment from DC Custom Drilling & Blasting Inc. in the amount of $300.00 on Sept.9, bring their total bill due to $4,194.33. We also received a check from Door County Tourism Zone for $6002.32 for July collections and August late fees. The State of Wisconsin DNR sent a check for $20,003.43 for MFL withdrawal tax.
The annual treasurers and clerks tax meeting will be Oct. 18th at 7:00 PM. at the County Board Room.
At the November’s meeting I will need to know what the board would like put into the town letter that goes out with the tax bills. Dog license will be one of these items. Due to the retirement of the counties purchasing/printing agent and the position not be filled the county will no longer be able to offer the service of printing tax bill inserts. The municipalities will need to print their own and have them to Real Property Listing in a timely manner. They require that the inserts not be run through a copy machine and be printed on 24# paper.”

Motion(Alvin/Randy/Passed) to approve payment of accounts

Town Insurance: Discussions regarding adequate coverage for the Fire Department equipment and coverage are tabled until Tom Wilson’s return at the October board meeting.

Motion(Alvin/Randy/Passed) to adopt Resolution No. 3-2011 “Adoption of Employee Grievance Procedure” as mandated by Wisconsin Statute s.66.0509.

Motion(Alvin/Randy/Passed) to set a Budget work date for October 20, 2011 and a Budget hearing date for November 17, 2011. Both meetings will begin at 7:00 PM at the Town Hall.

Roads Update: All road construction projects for 2011 are complete. On a side note, mile markers were painted on town roads without the Town’s permission for the Door County Century Bike Ride on September 11, 2011. Alvin Birnschein contacted the County Highway Commissioner to complain and was told that no other complaints were received. The Board made a Motion (Randy/Alvin/Passed) to draft a letter to the ride organizers informing them that the Town of Jacksonport considers the markers to be vandalism and that there will be consequences if there is a repeat in 2012.

2012 Road Projects: Alvin Birnschein will be attending an informational seminar on October 5th to learn about possible TRIP and LRIP funding available to assist with road projects for 2012. At this time, the Board is contemplating a major reconstruction of Clarks Lake Court.

Illegal Dumping on the Pit Road Property: Larry DeMeuse will pick up and remove large items left illegally on the property. A “NO DUMPING” sign will be ordered.

Parks Committee Report

The Mission statement of the Jacksonport Parks Committee is “to preserve, enhance, and promote the recreational and scenic resources of Jacksonport for the
enjoyment of current and future residents and visitors.”
A group of private Jacksonport citizens under the direction of the Jacksonport Town Board developed a Town Land Use plan which was adopted by the board in 2007.
One of the goals (Goal 7) in the land use plan was to “expand and improve parks and other recreational facilities in the town”. The Jacksonport Parks Committee under directions from the Jacksonport Town Board has developed a 5 year action plan for the 3 parks in the core area of Jacksonport. The parks committee has developed a list of projects and ideas to enhance and improve the parks .
You received an email from the Jacksonport Parks Committee which is a copy of the DCCB Grant pre-application for the Town of Jacksonport. It follows the required format set forth by the DCCB Corridor Management Plan. You also received an email of the drawings and schematics of the 3 structures the parks committee has proposed to enhance Lakeside Park-a restroom, gazebo, and scenic overlook. The parks committee has received cost estimates for 2 of the 3 structures-the gazebo and the scenic overlook.
The estimated cost of the gazebo is $19,883.00 and the estimated cost of the scenic overlook is $9,289.00. These estimates include all excavation, concrete slab, all required materials, all required labor, engineering, and some electrical for the gazebo.
We are still waiting to receive cost estimates for the restroom and the landscaped pathways from the ball field parking lot, through the Erskine Rest Area, and through Lakeside Park to the scenic overlook and the beach.
It is important to remember that if this Grant application is approved by the DCCB Corridor Management Plan Committee that 80% of the costs will be covered and the Town of Jacksonport would be responsible for the remaining 20%. Of the 20%, some funds have already been pledged by several local civic groups. The Jacksonport Women’s Club has pledged $10,000 toward park projects and the Jacksonport Area Business Association has pledged $3000. Other local civic groups may also allocate funds for this project. I spoke with Mike Madden who is on the board of the Raibrook Foundation and he suggested we apply for a grant from them. The parks committee will be researching other grant opportunities as well. The Parks Committee will be looking into a fund drive to help raise additional funds to off-set the financial commitment from the Town of Jacksonport. We have the potential to improve our parks and the services we offer in them to both local residents and visitors and have at least 80% of the costs covered by outside sources.
The Parks Committee at its next meeting will continue this process by developing a project budget and a project timeline as required on the pre-grant application.



Community Marketing Funds Committee

1. Representing the Jacksonport Community Marketing Funds Committee, I will be attending the budget work session and again request the town board allocate funds generated from the room tax revenue to help off-set the cost of the printing and distribution of the 2012 Town of Jacksonport brochure.

2. Using room tax revenue generated by visitors to Jacksonport to partially fund the printing and distribution of the Jacksonport Area brochure is an appropriate and beneficial use of room tax monies collected and produces a circular effect where because of the Jacksonport area brochure and website, more people are aware of Jacksonport and opt to stay overnight or longer at local motels and cottages, which generates increased room tax revenue for the town, and thus provides additional revenue for the town and for promoting the Jacksonport area. This is a win-win situation for Jacksonport in terms of increasing room tax revenues with little or no effort required by the town other than allocating funding from this program. Visitors fund this program and no money is required from local residents. A similar format is being utilized by the other towns and villages in Door County as well.

3. Last year with a $3600 investment from these room tax monies collected, the town saw over $19,000 dollars in revenue generated for the town which is over a 500% return on the investment.
