TOWN OF JACKSONPORT BOARD MEETING
Tuesday, September 23, 2008 at 7 p.m. at the Town Hall
Chairman George Bagnall called the meeting to order at 7:00 p.m.
Pledge of Allegiance was lead by Alvin Scharrig.
Present: Chairman George Bagnall, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram. Supervisor Aaron LeClair was absent.
Agenda. Motion (Jeanne/George/Passed) to accept the agenda for the September 23, 2008 meeting as presented.
Motion (George/Jeanne/Passed) to accept the minutes of the Town Board meeting of August 26, 2008 as presented.
Treasurer Report: Bank balance end of August $138,476.85 in checking. This money includes the second installment of taxes paid to the county. August payments to schools, state and county have been paid. -Treasurer, Carol Oram Motion (Jeanne/George/Passed) to accept the treasurer’s report as presented.
Motion (George/Jeanne/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. No comments.
County Board report presented by Nancy Bemmann.
The Jacksonport Parks committee recommends cleaning the town storm sewers annually. They will also look for other grant opportunities, to possibly act on the recommendations made by the Merit Report & Maintenance Plan prepared by Miller Engineers & Scientists. Motion (George/Jeanne/Passed) to table the discussion regarding “Beach Storm Water Management, Lakeside Beach in Jacksonport” and bring it back in the spring 2009 or when additional information becomes available.
George and Terry Simon met with Bob Bultman and ten interested citizens to learn about dealing with different invasive plant species. The recommendation is to try to recruit people and or groups to work together to help solve this problem.
The Clark Lake Advancement Association (CLAA) – request for a no-motor ordinance for Logan Creek and the north end of Clark Lake was discussed. Robert Geitner presented copies of the following reports:
1. Clark Lake Watershed, Door County Wisconsin Sensitive Area Report, November 2006, authors: Darrin Hoverson and Nancy Turyk.
2. 2006 Summary and Comparison of Clark Lake – Door County Aquatic Macrophyte Community Surveys, November 2006, Darrin Hoverson and Nancy Turyk, University of Wisconsin – Stevens Point, Center for Watershed Science and Education.
2. Delineation of Area Contributing to Clark Lake’s Water – Door County, WI, November 2006, Paul McGinley and Darrin Hoverson.
4. Letter from the law office of Troy C Dalebroux, LLC, dated September 18, 2008 to Bob Geitner.
Robert argued against enacting the proposed ordinance based on his interpretations of the above referenced reports. BJ Cassidy of the CLAA introduced the following people who spoke in support of enacting the proposed ordinance:
1. Bill Schuster, County Conservationist from the Door County Soil & Water Conservation.
2. Steve Leonard, director of The Ridges Sanctuary
3. Mary Gansberg, Wisconsin DNR
4. Paul Mahlberg, professor of biology
Motion (Jeanne/George/Passed) to begin the process to pass the ordinance for no-motor zone in Logan Creek from Highway 57 mouth of creek and north end, Clark Lake; submitted by CLAA to George Bagnall, Jacksonport Town Chairman, dated August 16, 2008.
The following summarizes the current Town of Jacksonport Committees:
Cemetery Committee; - Aaron LeClair, Alvin Scharrig and George Bagnall
Parks Committee; - Aaron LeClair, Chair, Eric Wickstrom, Jon Jarosh, Tom Ash, Brad Bley
Land Use Committee; - Kari Anderson, Paul Ozburn, Alvin Scharrig, JR Jarosh, and Tom Wilson
Tourism Zone Commission; - Elizabeth (Little Bit) LeClair with Denny Phillips as the alternate
Motion (Jeanne/George/Passed) to table Fire Commission members until the October town board meeting.
Parks Committee Report. The stormwater project is important, but recommends not implementing the Miller Engineering plan at this time. Explore purchase of land options (working toward a presentation at the Annual Town Meeting on April 14, 2009). Recommend additional dirt to be purchased for the ballfield. Scheduling park shelter reservations will be turned over to Jeanne Majeski.
Motion(Jeanne/George/Passed) to approve the maintenance person job description written by Jeanne and will be on file with the town clerk.
Motion(Jeanne/George/Passed) to bring the town hall up to code. It needs a sign indicating the maximum capacity is 111 people. The exit lights need to be switched to have the light below the sign.
Motion(George/Jeanne/Passed) to table making any changes to the bank used by the town. Carol and George will look into banking choices before the October town board meeting.
The 50 members of the Jacksonport Women’s Club donated $2,000.00 to the Town of Jacksonport Fire Department to help with equipment purchases required for the department to be in compliance with changing rules.
The Jacksonport Business Association representative Joe Jarosh made a presentation requesting funds for the 2009 brochure. (Motion/Jeanne/George/Passed) to budget $2,000 for the 2009 brochure.
Reminder - Budget Workday, October 14, 2008 6:00 pm at the Clerks home and Budget Hearing November 13, 2008 7:00 pm at the Town Hall.
Correspondence was made available to the Town Board members.
