Re: Park and Ball Field review
The Parks Committee met at the Ball Field 9/23/06 at 9:00AM. Present were: Tom Ash, Brad Bley, Aaron LeClair, Jon Jarosh, and Eric Wickstrom. The purpose was to do an inspection and make recommendations to the Town. The Committee is looking to develop and formalize a long
term plan for Lakeside Park and the Ball Field. Aaron LeClair will supply Committee members with a plat map of Town property,
Ball Field: The Horsepull track needs additional quarry wash and grading prior to Maifest 2007.
Enough stone is available to the west of the Ball Field, it needs to be moved and graded.
The home plate is damaged and needs replacement at an estimated cost of $200. The concession building needs upkeep to the fascia boards and trim around the west door. The door trim needs to be replaced and the fascia boards should be painted or clad with aluminum depending on cost.
A basketball hoop and backboard was suggested for the southwest end of the new Town Hall parking lot. The Jacksonport Advancement would cover this cost if accepted by the Town.
Tom Ash suggested the addition of 2 21’ sections of aluminum bleachers 4-5 rows high. At an estimated cost of $3,500-$4,500 each not including shipping. Tom will solicit Door businesses to purchase banners for the Ball Field to help fund the bleachers. The J.A.C. will also consider partial funding for the bleachers.
Jon Jarosh suggested the lighting be improved at the Ball Field and the poles be painted. We feel the lighting may be improved by adjusting the existing fixtures and painting at the same time. We will contact Dave Burke for possible assistance with this project.
Tom pointed out that the fence needs repair along the 3rd base line. A small tear in the fencing needs to be mended to prevent injury or further damage.
We discussed the addition of flowering trees along the east and north boundaries of the parking area. We will watch the snow removal this winter to see if plowing along County V may prohibit planting along the northern boundary. Suggestions have been made for the type of tree and will be considered by the Committee prior to recommendation to the Town.
Lakeside Park: The sign in the parking lot needs updating. The “Reservations” policy is outdated. It was suggested the sign be redone along with the “No Dogs in Park” signs. The signs should be uniform in print font and color. Perhaps a blue font with white background would stand out better and alert users to the changes. Additional signage needing attention or replacement; “Bike Route” sign along Hwy 57, “Episcopal church” sign along Hwy 57, and the “Lakeside Park” sign. Jon Jarosh will look into replacing the “Bike Route” sign. Someone from the Town Board could call the Episcopal Church and ask them to consider replacing their sign. The pole and sign are rusted.
The Lakeside Park sign has some historical significance and should be maintained. The top log is rotting and should be replaced. The sign itself is OK it just needs varnish applied and repainting.
The outdoor grills need to be cleaned and covered or removed to extend their life.
The outdoor toilet facilities have been significantly improved by Terry Simon. It’s obvious the amount of work put into this project. The appearance is neat and the painting adds a new freshness.
A review of the large poplar trees in the park suggests removal of the one on Hwy 57 about at the center of the park and the one closest to the playground area. These trees continue to present a hazard and removal is the only long term solution. The Parks Committee will develop a plot of the park to determine a five year future placement of new tree plantings.
At the southwest area of the Park along Hwy 57 WPS runs some high voltage lines to the property to the south. These lines cross the corner of the park and could present a future hazard. It was suggested the Town contact WPS and ask to have the situation reviewed for a possible relocation.
The light pole in the center of the park was questioned as to usefulness. The Committee felt this pole could be removed. It did not appear to be operational. The light sensor on the flag pole light also did not appear to be operational.
The playground equipment appears in good condition. Suggestions include; replacing the remaining treated teeter totter with the heavier hard wood to prevent breakage, sand blasting and painting of the merry go round. The J.A.C. has budgeted to replace the sand digger and add a bouncing horse next spring.
The 5 old “yellow” picnic tables should be scrapped, the lumber may be salvaged but the frames are beyond repair. The tables at the Erskine rest area should be relocated. The small one to the Park and the large one to the Ball Field. The large one could be placed behind home plate and used as a temporary bleacher.
Lakeside Park cont’d: The “Berm” planting area needs attention. It was suggested the area at the northwest area of the Park be sprayed to remove weeds and redone in the spring to include weed barrier and mulch to protect new planting. We will contact the parties involved with past planting for suggestions and possible commitment for help next spring. The J.A.C. will assist with funding for this project. The “Barrels” along the parking area did look nice this summer but are in need of replacement as they are rotting. Again it was suggested the parties involved with past planting get involved for suggestions and future commitment. The long term goal is to keep maintenance at a minimum. The other planting areas with hostas need additional mulching to keep them attractive. This should be done next spring.
The area along the shore does need to be worked to remove the excess growth.
The Committee felt it was a good idea to put the lawn mowing for the Park out for bid for the next summer.
The Committee also feels that it might be wise to have the “first right of refusal” on any sale of the Grovogel property as an opportunity to add to the park area. Perhaps someone could contact Mr. Grovogel to discuss this possibility.
