TOWN OF JACKSONPORT BOARD MEETING
Tuesday, September 22, 2009 at 7 p.m. at the Town Hall

Chairman Jim Sarosiek called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Ben Logerquist.

Present: Chairman Jim Sarosiek, Supervisor Randy Halstead, Supervisor
Jeanne Majeski, Deputy Clerk Marlene Larson and Treasurer Carol Oram

Agenda. Motion (Jeanne/Randy/Passed) to accept the agenda for the
September 22, 2009 meeting as presented.

Motion (Randy/Jeanne/Passed) to approve the August 25, 2009 meeting
minutes with one correction, which was to add Eric Wickstrom to the
list of people who donated money towards the sand at the playground.

Treasurer’s Report: Carol received two checks from the Door County
Tourism Zone Commission. The check for the month of June was for
$1844.10. The second check in the amount of $5293.26 was for the
month of July and late August.
She has been receiving payment on invoices for the Door County
Sanitarian’s survey. Well over ¾ of them have been paid.
In regard to the outstanding personal property tax bill in the amount
of $2949.84 belonging to DC Custom & Blasting Inc., do we want to take
action? She suggested that our chairperson try to make contact with
the owner and see if he can get better results. In the past, the town
chairperson has made contact and did get results.

Committee Reports: Joe Jarosh, Community Marketing Committee meets
with his committee this week and will have a full report next month.
Eric Wickstrom reported that the playground will be completed this
week.

Payments of Accounts: Motion (Jeanne/Randy/Passed) to accept and
approve payment of the invoices which had been submitted to the Town.

Public Comment: None

County Board Report: No report, Nancy Bemmann was absent.

Vander Leest submitted an invoice for $305.00 for permits. He is not
charging for his time. Randy Halstead asked that the additive Zypex
be added to the concrete when the tanks are being built, if it is not
already added. This could increase the cost of each tank by about
$300. Motion (Randy/Jeanne/Passed) to accept the bid of $8,995.00
from Polich Excavating with the understanding that Zypex will be added
to the concrete if it is not included, which may increase bid to cover
the cost of adding Zypex.

Jim reported that the Wis. Town Association does not have any job
descriptions for town officials. He will see if he can find something
from other states. He will look into what constitutes a meeting and
how we are reimbursed for mileage and what mileage is reimbursable.

The speed limit on Schauer Road will not be reduced at this time. Jim
will see that the conflicting signs are corrected, look into speed
bumps, and clear off foliage. Since the parking lines in Jacksonport
are fading, Jim will check into having them replaced. This will need
to be put into next year’s budget. Other things to consider are
“Pedestrians” signs and a more visible and larger “Reduced speed
ahead” sign as used in other parts of the county.

Jeanne and Paul Ozburn attended the Door County Comprehensive Plan
2030 meetings to make sure that items on our Land Use Plan were
included. Motion (Jeanne/Randy/Passed) to adopt Resolution 4-2009,
Approving and Recommending the Adoption of Door County Comprehensive
Plan 2030.

Jeanne checked into who fills in the Chairperson position if the
Chairperson is absent. Baileys Harbor only has an agreement, no
resolution. She asked if Eileen had any similar resolutions.

Jerry Martens, Zion Church in West Jacksonport asked if the Town Board
would pick up the fee for snowplowing for their church. Sevastopol
and Forestville cover the cost for churches in their township. Ten
other towns and villages and the City of Sturgeon Bay do not cover the
cost. Motion (Jeanne/Randy/Passed) to deny the request from Zion
Church to cover cost of snowplowing at their church.

Jeanne gave a copy of one of our snowplowing bills to board members
and asked them to study it. She wanted to know if we were paying the
same rate as other townships. We have 44 miles and Sevastopol has 84
miles. We are paying more per mile than the Town of Sevastopol. John
Kolodziej offered some reasons for the disparity. Cost comparisons
will continue to be investigated along with the possibility of bidding
out the job.

The tree on Bagnall Road needs to be removed. Town obligation is 33
feet from the center of the road. Jim will see that it is removed.

Correspondence was made available to Town Board members.

Motion (Jeanne/Randy/Passed) to adjourn the meeting. Meeting
adjourned at 8 p.m.
