TOWN OF JACKSONPORT BOARD OF REVIEW (BOR)
September 12, 2009, 10:30 a.m. to 4:40 p.m.
The Board of Review met at the Jacksonport Town Hall on Saturday,
September 12, 2009 at 10:30 a.m. Those present were: (Roll call by
clerk) Assessor Troy Zacharias, Jim Sarosiek, Randy Halstead, Jeanne
Majeski and Eileen Phetteplace. Carol Oram was available, if needed
she could be called and would come in. (Carol was called and asked to
come in at 1:30 pm, which she did.)
The statement of public notice was posted at Bley’s Grocery, Mike’s
Port Pub, Mr G’s Logan Creek Grille, Jacksonport Town Hall, and on the
door at the Town Hall. It was published in the Door County Advocate.
Motion (Jeanne/Randy/Passed) to appoint Jim Sarosiek as Chairman of
the Board of Review. Motion (Jeanne/Eileen/Passed) to appoint Jeanne
Majeski as Vice Chairman.
The Board of Review was called to order at 10:26 p.m. by Chairman Jim
Sarosiek.
Eileen indicated that Jeanne Majeski and Eileen Phetteplace had
attended the mandatory training session on March 14, 2008. James
Sarosiek finished the mandatory training session on August 3, 2009.
Randy Halstead had advised the clerk, that he had read the training
material, but did not complete the test.
Assessor Troy Zacharias signed the assessment roll and it was received
by Clerk Eileen Phetteplace.
Troy was sworn in for the days BOR.
PROCEDURES:
Board examines assessment roll.
1. All witnesses sworn in.
“Do you solemnly swear that the testimony you shall give in this
matter shall be the truth, the whole truth and nothing but the truth,
so help you God.”
or
“Do you solemnly, sincerely, and truly declare and affirm that the
testimony. . .”
2. Grant waver:
“Do you waive your 48 hour notice requirement at this time?”
Property owner sworn in first. Must have written objection form filled
in included what they think the valuation should be (Taxes are not
discussed at this time)
Swear in assessor. Assessor gives testimony.
Board questions property owner and assessor if necessary. After
testimony, the Board of Review deliberates on the testimony.
(Assessment may be changed only by a majority vote of the board).
Board renders decision. (Assessor is presumed to be correct unless
proven otherwise).
Prior to adjournment, the Board of review must provide the property
owner with a notice of the final assessment and appeal rights as set
forth in sec. 70.47(12).

Les Kiehnau, trustee for the George J. Grovogel Revocable Trust
submitted an Objection Form For Real Property Assessment (PA-115A).
Les Kiehnau was sworn in. Kiehnau presented his concerns regarding
Parcel No. 016-00-23292723Q. Motion (Jim/Jeanne-2nd/Roll call vote:
Jim-aye, Jeanne-aye, Randy-aye, Eileen-aye) to deny the request to
change the value and to hold the value as currently assessed. The
record copy of Notice of Board of Review Determination was given to
Les Kiehnau and Clerk Eileen Phetteplace.
William Ward, agent for Benoit P. LeFever submitted two Forms PA-115A.
Bill Ward was sworn in. Ward presented his concerns regarding Parcel
No. 016-21-0009 and Parcel No. 016-21-0010. Motion
(Jim/Jeanne-2nd/Roll call vote: Jim-aye, Jeanne-aye, Randy-aye,
Eileen-opposed) to grant the request to change the value on Parcel No.
016-21-0009 from $180,200 to $166,000 and to change the value on
Parcel No. 016-21-0010 from $125,000 to $110,800. The record copies of
both Notice of Board of Review Determinations were given to Bill Ward
and Clerk Eileen Phetteplace.
Paul Schumacher for the Schumacher Trust submitted Form PA-115A. Paul
Schumacher was sworn in. Schumacher presented his concerns regarding
Parcel No. 016-00-33292741M. Motion (Jim/Jeanne-2nd/Roll call vote:
Jim-aye, Jeanne-aye, Randy-abstain, Eileen-abstain) to deny the
request to change the value and to hold the value as currently
assessed. Because Randy and Eileen abstained, Carol Oram was called to
come in and listen to the recorded testimony and vote on the motion.
(She came in later in the day and listened to the entire tape
recording. She voted to deny the request.) The record copy of Notice
of Board of Review Determination was given to Clerk Eileen
Phetteplace, and she gave a copy to Paul Schumacher on Sunday,
September 13, 2009.
John H Lindgren, agent for Elsie M Lindgren Trust submitted Form
PA-115A. John Lindgren was sworn in. Lindgren presented his concerns
regarding Parcel No. 016-00-26292722R. Motion (Jeanne/Randy-2nd/Roll
call vote: Jeanne-aye, Randy-aye, Jim-aye, Eileen-aye) to deny the
request to change the value and to hold the value as currently
assessed. The record copy of Notice of Board of Review Determination
was given to John Lingren and Clerk Eileen Phetteplace.
Richard J. Kramer submitted Form PA-115A. Richard Kramer was sworn in.
Kramer presented his concerns regarding Parcel No. 016-00-32292723.
Motion (Jeanne/Jim-2nd/Roll call vote: Jeanne-aye, Jim-aye, Randy-aye,
Eileen-aye) to deny the request to change the value and to hold the
value as currently assessed. The record copy of Notice of Board of
Review Determination was given to Richard Kramer and Clerk Eileen
Phetteplace.
Kathy Hollister, agent for Doris Stacy submitted Form PA-115A. Kathy
Hollister was sworn in. Hollister presented her concerns regarding
Parcel No. 016-00-35292723M. Motion (Jim/Eileen-2nd/Roll call vote:
Jim-aye, Eileen-aye, Jeanne-aye, Randy-aye) to grant the request to
change the value on Parcel No. 016-00-35292723M from $385,000 to
$250,000. The record copy of Notice of Board of Review Determination
was given to Kathy Hollister and Clerk Eileen Phetteplace.
Phyllis Zatlin submitted one Form PA-115A and an attached letter.
Phyllis Zatlin was sworn in. Zatlin presented her concerns regarding
Parcel No. 016-00-23292731U and Parcel No. 016-00-23292731U1. Motion
(Jeanne/Randy-2nd/Roll call vote: Jeanne-aye, Randy-aye, Jim-aye,
Eileen-aye) to deny the request to change the value and to hold the
value as currently assessed. The record copies of both Notice of Board
of Review Determinations were given to Phyllis Zatlin and Clerk Eileen
Phetteplace.
Charles and Virginia Hebel submitted Form PA-115A. Virginia Hebel was
sworn in. Hebel presented her concerns regarding Parcel No.
016-00-35292723G. Motion (Jim/Jeanne-2nd/Roll call vote: Jim-aye,
Jeanne-aye, Randy-aye, Eileen-aye) to deny the request to change the
value and to hold the value as currently assessed. The record copy of
Notice of Board of Review Determination was given to Virginia Hebel
and Clerk Eileen Phetteplace.
Louis Sohns for the Louis W & Elizabeth Sohns Trust submitted Form
PA-115A. Mr Sohns was also accompanied by James Friel. Louis Sohns was
sworn in. Sohns presented his concerns regarding Parcel No.
016-00-34292713A. Motion (Jim/Eileen-2nd/Roll call vote: Jim-aye,
Eileen-aye, Jeanne-aye, Randy-aye) to grant the request to change the
value on Parcel No. 016-00-34292713A from $35,000 to $20,000. The
record copy of Notice of Board of Review Determination was given to
Louis Sohns and Clerk Eileen Phetteplace.
James Nielsen submitted Form PA-115A. James Nielsen was sworn in.
Nielsen presented his concerns regarding Parcel No. 016-00-01292721E.
Motion (Jim/Eileen-2nd/Roll call vote: Jim-aye, Jeanne-aye, Randy-aye,
Eileen-aye) to deny the request to change the value and to hold the
value as currently assessed. The record copy of Notice of Board of
Review Determination was given to James Nielsen and Clerk Eileen
Phetteplace.
William Antholine submitted Form PA-115A. William Antholine was sworn
in. Antholine presented his concerns regarding Parcel No.
016-00-01292721F. Motion (Jim/Jeanne-2nd/Roll call vote: Jim-aye,
Jeanne-aye, Randy-aye, Eileen-aye) to deny the request to change the
value and to hold the value as currently assessed. The record copy of
Notice of Board of Review Determination was given to William Antholine
and Clerk Eileen Phetteplace.
William Antholine acting as agent for Dorothy Kangas withdrew the
Objection form PA_115A which Dorothy Kangas had prepared and signed.
Loren Semler submitted Form PA-115A. Loren Semler was sworn in. Semler
presented his concerns regarding Parcel No. 016-00-14292743E. Motion
(Jim/Jeanne-2nd/Roll call vote: Jim-aye, Jeanne-aye, Randy-aye,
Eileen-aye) to deny the request to change the value and to hold the
value as currently assessed. The record copy of Notice of Board of
Review Determination was given to Loren Semler and Clerk Eileen
Phetteplace.
Lynette Tuggle submitted Form PA-115A. Lynette Tuggle was sworn in.
Tuggle presented her concerns regarding Parcel No. 016-00-35292723F.

Jeanne-opposed) to deny the request to change the value and to hold

Erhard (John) Zeile submitted Form PA-115A. John Zeile was sworn in.
Zeile presented his concerns regarding Parcel No. 016-00-14292714F.

Randy-aye, Eileen-aye) to deny the request to change the value and to
hold the value as currently assessed. The record copy of Notice of

Phetteplace.
Garry Danuser submitted Form PA-115A. Garry Danuser was sworn in.
Danuser presented his concerns regarding Parcel No. 016-00-23292731V.

Motion (Randy/Jeanne/Passed) to adjourn the Board of Review. Board of
Review adjourned at 4:40 p.m.
