October 28, 2008 BOARD MEETING
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, October 28, 2008 at 7 p.m. at the Town Hall
Chairman George Bagnall called the meeting to order at 7:00 p.m.
Pledge of Allegiance was lead by Alvin Scharrig.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Aaron/Jeanne/Passed) to accept the agenda for the October 28, 2008 meeting as presented.
Motion (George/Jeanne/Passed) to accept the minutes of the Town Board meeting of September 23, 2008 as presented.
Treasurer Report: Checking account balance as of September 30, 2008 $116,013.14. Two checks from Door County Tourism: July collections $4,380.65 and $5,329.87 for August and late September collections. Donation of $143.20 from The Ridges Sanctuary, Inc. in lieu of taxes. -Treasurer, Carol Oram Motion (Jeanne/George/Passed) to accept the treasurer’s report as presented.
Motion (Jeanne/Aaron/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. Kenny Honold and Patricia Wickstrom of the Jacksonport Advancement Corporation presented the Jacksonport Volunteer Fire Department with a check for $5,600 to be used to toward the purchase of new defibulators for the town. They also submitted and read a letter to the Town summarizing their contributions during the past fiscal year. The total contributions for 2008 were $23,561. Since 1977 through June 30, 2008 the JAC has contributed a total of $323,372 to our community. The letter is attached to the minutes. JAC also invites all Town citizens to attend the annual Christmas party which they host. It will be held December 6, 2008 at the town hall.
B.J. Cassidy of the Jacksonport Women’s Club requests space in the town hall to place or hang awards and plaques.
County Board report presented by Nancy Bemmann.
Door County Tourism Zone Report presented by Elizabeth LeClair. The existing members of the Door County Tourism Zone will receive additional funds over the next three years (from Sturgeon Bay). The town will have to have a three year contract with an entity to promote tourism. The money will go through the Door County Visitor Bureau. If the money is not used to promote tourism, it will have to be returned to the Door County Tourism Zone Commission.
Motion (Jeanne/Aaron/Passed) to use version 3 of the Proposed Ordinance.

PROTECT THE ECOLOGY OF LOGAN CREEK AND THE NORTH END OF CLARK LAKE
A sole ordinance to regulate boating upon the waters of Clark Lake and Logan Creek and prescribing penalties for violation thereof.” . . .
The Public Hearing will be scheduled for Tuesday, December 2, 2008 at 7:00 pm, at the town hall.
Banking choices; tabled until a later meeting. George will try to set up a special town board meeting with a representative from Baylake Bank.
Petition from residents on the north side of Clark Lake
- First is in regard to the condition of the road surface of the 5600 & 5700 block of Clark Lake Drive and the 5600 block of Trails End Court – (Town Board decided no action).
- Second petition is in regard to the current 25 mph speed limit of the 5600 & 5700 block of Clark Lake Drive and the 5600 block of Trails End Court. After receiving the petition George did have Terry Simon reposition one of the 25 mph signs to be more visible. Motion (Aaron/Jeanne/Passed) to post a cautionary 15 mph sign from the curve to the intersection of Trails End Court.
Motion (Jeanne/George/Passed) to approve the purchase of clay for the ballfield. The estimate from Horst Distributing, Chilton, WI is for a total of $2,754.00. It was estimated at $27.00 Yard, 17 yards per truck load - $459.00 load, Park Committee estimates six loads needed.
Petition for Grant of Variance (Applicant: Thomas Frawley, Tax Parcel No: 016-00-34292742G) – road set back. Motion (Aaron/George/Passed) to support the request for the following reasons:
1. Present garage is one stall, not large enough for conventional auto. Only suitable for storage.
2. Proposed garage will accommodate two cars and storage.
3. Will be set back further from the road than the present garage.
4. Proposed garage will blend itself with the house and neighborhood.
Petition for Grant of Variance (Applicant: St. Michael’s Catholic Church, Tax Parcel No: 016-00-23292723Z) – The proposal is to create two new lots to split off the church and the cemetery. This is a setback variance request. Motion (Jeanne/Aaron/Passed) to support the request for the following reasons:
1. Believe it would be good for the town.
2. Don’t see a hardship.
3. Benefit the Town if the two lots were sold.
Reminder - Budget Workday, October 14, 2008 6:00 pm at the Clerks home and Budget Hearing November 13, 2008 7:00 pm at the Town Hall.
Correspondence was made available to the Town Board members.
