TOWN OF JACKSONPORT BOARD MEETING
Tuesday, October 27, 2009 at 7 p.m. at the Town Hall

Chairman Jim Sarosiek called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Ben Logerquist.

Present: Chairman Jim Sarosiek, Supervisor Randy Halstead, Supervisor
Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.

Agenda. Motion (Randy/Jeanne/Passed) to accept the agenda for the
October 27, 2009 meeting as presented.

Motion (Jeanne/Randy/Passed) to accept the minutes of the Town Board
meeting of September 22, 2009 as changed per Jeanne Majeski
revisions.

Treasurer Report: We had very little activity this month. We did
receive our August and September late collections from the Door County
Tourism Zone Commission in the amount of $5,897.69.
I have been receiving calls and letters from banks plus other
financial and loan establishments asking for tax bills, tax amounts
and accepted means of payment.
Our budget hearing is on November 12, so I am hoping to have bills
mailed out around the first week of December. That is if all goes
well.
This Thursday is our treasurers and clerks meeting at the court house.
If there are any changes, I’ll inform everyone at the next town board
meeting. -Presented by Treasurer, Carol Oram. Motion
(Jeanne/Randy/Passed) to accept the treasurer’s report as presented.

Committee Reports. Little Bit LeClair reported for the Door County
Tourism Zone Committee. They have been having a problem with low
attendance of committee members. Sometimes there are not enough
present to have a quorum.
Jon Jarosh on the Parks Committee said the work on the ballfield is
proceeding with Meissner Landscaping doing the work. They are working
on developing a 5-year parks and playground equipment plan. Jon wanted
to recognize the people who assisted with the installation of the
playground equipment donated by the Jacksonport Advancement
Association. Those who assisted were Dave and Todd Burke and Pete
Vander Hoff of Dave’s Tree Service, Tim Bley, Joe Jarosh, Eric
Wickstrom and Randy Halstead.
Fire Advisory Committee member Paul Ozburn reported that there have
been 67 events that the fire department responded to this year. The
MAC truck is no longer needed. Mark Stoeger's term on the committee is
expiring.

Public Comment. Patrick Eaton said that there is an improper sign on
Schauer Road near the Whitefish Dunes State Park boundary. Jim will
check the jurisdiction, whether it is a Town of Jacksonport or Town of
Sevastopol sign. Deb Logerquist stated that she echoes JR Jarosh
thanks for the playground equipment donated by the Jacksonport
Advancement Association. Joe Jarosh reminded residents that
Trick-or-Treating for Halloween will be from 3-7 pm on Halloween Day.
If people want to participate they should turn of their front porch
light.

County Board Nancy Bemmann reported that the Door County Comprehensive
Plan was approved.

Motion (Jeanne/Randy/Passed) to have the Town Supervisor #1 take over
in the absence of the Town Chairman.

The Schauer Park/boat launch issue would be covered at a special Town
of Jacksonport Public Hearing/Special Town Board meeting on November
12, 2009 at 7:00 pm. Eileen was directed to post proper notice for the
meeting. The town board members were also invited by George Pinney to
tour other park/boat launch facilities in Door County. Arrangements
would be made and posted.

Motion (Jeanne/Jim/Passed) to request bids for the snowplowing work
for the upcoming winter season, (bid by mile).

Motion (Jeanne/Randy/Passed) to adopt Resolution No. 6-2009 2010
Census.

Joe Jarosh introduced Bruce Hill, who has been working with the
Jacksonport Business Association to update the Jacksonport brochure.
Motion (Jim/Jeanne/Passed) to have the Town of Jacksonport provide
$3,500 for the 2010 brochure.

Motion (Jeanne/Randy/Passed) to authorize per diem for Town of
Jacksonport board members for any meeting that is “Posted”, indicating
that they will be in attendance. Also, mileage reimbursement will be
at the maximum IRS guideline for mileage reimbursement.

Motion (Jeanne/Randy/Passed) to authorize the Town of Egg Harbor to
install rumble strips on both sides of Hillside Road at the
intersection with Division Road at Egg Harbor’s expense.

Motion (Jim/Jeanne/Passed) to adopt Budget Resolution No. 5-2009 to
allocate funds from one budget item to another.

Motion (Jeanne/Jim/Passed) to discontinue the Sweep Account with
Baylake Bank. Carol Oram will work with Baylake Bank to make this
change.

The Fire Advisory Committee is charged with making recommendations
regarding the structure and property at 6254 Jorns Road, which has
been offered for sale.

Randy Halstead attended a course regarding compliance with Sign
Retroreflectivity. He stated that there may be some grant money
available. Somebody needs to inventory what signs the Town of
Jacksonport currently has.

Motion (Randy/Jeanne/Passed) to deny the request to change the name of
Howard Lane to Kurtz Trail.

Motion (Jeanne/Randy/Passed) to convene into closed session pursuant
to WI Statute 19.85 (1)f for consideration of specific personnel
evaluation which if discussed in public could have a substantial,
adverse effect upon the reputation of the person.

The Town Board reconvened into open session pursuant to WI Statutes
19.85(2) for discussion and possible action regarding matters
discussed in closed session. The Town Board tried to figure out if Tim
Bley chooses to leave the maintenance position. How will the Town
Board move forward? Motion (Jeanne/Randy/Passed) to bid out the
cleaning portion of the town hall.

Reminder: Budget Hearing will be held November 12, 2009, at 6:30 p.m.
at the town hall.

Correspondence was made available to the Town Board members.

- Insert letter with tax bills
- Town logo
- MAC fire truck disposal

Motion (Jeanne/Randy/Passed) to accept and approve payment of the
invoices which had been submitted to the Town.

Motion (Randy/Jeanne/Passed) to adjourn. Meeting adjourned at 9:23
p.m.
