October 26, 2010 Town Board Meeting
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, October 26, 2010 at 7 p.m. at the Town Hall
(Light provided by Jacksonport Fire Department, using a generator, because high winds had disabled electric service from Wisconsin Public Service Corporation)
Chairperson Jeanne Majeski called the meeting to order at 7:00 p.m.
Pledge of Allegiance was lead by Ben Logerquist.
Present: Chairperson Jeanne Majeski, Supervisor Tom Wilson, Clerk Eileen Phetteplace and Treasurer Carol Oram. Supervisor Randy Halstead was absent due to problems caused by the high winds which had knocked out electric power at his farm and many areas in Door County.
Agenda. Motion (Tom/Jeanne/Passed) to accept the agenda for the October 26, 2010 meeting as presented.
Motion (Tom/Jeanne/Passed) to accept the minutes of the Town Board meeting of September 28, 2010 as presented.
Treasurer Report: The town received from Door County Tourism Zone Commission for August and late Sept. collections the amount of $6,224.68. Total collections year to date from Door County Tourism Zone is $15,472.98. The town has an outstanding invoice for Karl Meyer in the amount of $100.00 for the sanitary survey. I’ve made several attempts to locate this individual with no luck. I’ve spoke with Jay Zahn, county treasurer, and he stated that the Meyer property will be going to county auction because of unpaid property tax. - presented by Treasurer, Carol Oram.
Committee Reports. Joe Jarosh speaking as the chairman for the Jacksonport Parks Committee summarized the October 24th Parks Committee meeting.
Joe Jarosh speaking as a member of the Jacksonport Community Marketing Funds Committee made the following suggestion. That the Jacksonport Town Board pass a resolution supporting the continuance of the Community Marketing Fund program in Door County. This resolution would be non-binding and would not require any financial commitment on the part of the town board. It would merely be a show of support for the CMF program.
Little Bit LeClair was not present to give a report on the DCVB
Motion (Jeanne/Tom/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. Kari Anderson expressed concern about the telephone lines that reach down to the ground along parts of Junction Road.
Sue Jarosh reported that the Jacksonport Farmer’s Market has concluded for 2010. She said there were up to 17 vendors at the highpoint for the season. There have been five new people interested in participating next year.
County Board Report was presented by Kari Anderson. She also asked that if anyone sees county roads that they are concerned about to call Kari at 920-823-2078 and she will report the information to the Highway Department.
Amanda Surfus from the Door County Soil & Water Conservation was present and summarized the plan designed by Miller Engineers & Scientists, June 2008, for the Lakeside Park project. Motion (Tom/Jeanne/Passed) to not pursue funding from GLRI at this time.
Motion (Tom/Jeanne/Passed) for the Jacksonport Parks Committee to research who to hire to develop an architectural plan for Lakeside Park.
The Town did receive approval from the Wisconsin Department of Natural Resources for a boat launch permit at the end of Clark Lake Ct Road. Now decisions need to be made as to how to repair it. The Clark Lake Advancement Association will be invited to attend the next Jacksonport Town Board meeting, to see if they have recommendations.
Town road update. The town ditch mowing is about 70% complete. Peil Construction is doing the work. Their equipment got tangled in the wires that are hanging down along Junction Road. Jeanne will contact Frontier, the phone service provider and try to get them to take action to remove the wires causing the problems. Larry DeMeuse will be doing some brush cutting.
Motion (Tom/Jeanne/Passed) to accept Resolution 06-2010 “Policy for the Replacement of Road Signs.”
Motion (Jeanne/Tom/Passed) to go with the County for tax collections. Carol will contact Jay Zahn for the agreement which will need to be signed by the Town of Jacksonport and Jay Zahn, the Door County Treasurer.
Motion (Tom/Jeanne/Passed) to pass Budget Resolution No. 7-2010, reallocation of funds from one budget item to another.
Motion (Tom/Jeanne/Passed) to budget $3,600 for the 2011 Town of Jacksonport brochure produced by the Jacksonport Business Association.
Tom will talk to Thomas Lutsey about the possible repairs needed for the cattle underpass on Logerquist Road.
Reminder that the Budget Hearing will be held November 9, 2010 6:30 pm at the Town Hall.
