TOWN OF JACKSONPORT BOARD MEETING
Tuesday, October 26, 2004 at the Town Hall

The meeting was called to order at 7:02 p.m. by Chairman Alvin Birnschein. Present: Chairman Alvin Birnschein, Supervisors George Bagnall and Jeanne Majeski, and Clerk Eileen Phetteplace.

Motion (Jeanne/Alvin/Passed) to accept the minutes of the regular meeting of September 28, 2004 as distributed.

Treasurers Report: Treasurer Carol Oram not present, no report at this meeting.

Meeting open to Public Comment:

Mary Seeberg, present on behalf of the Jacksonport Advancement Corporation. They would like to thank the Town Board for their support for the corporations activities. Thank you for the use of Lakeside Park with Mayfest, and the Town Hall for their meetings. As a result of many individuals hard work they have been able to make the following contributions to the Community throughout 2004.

Lakeside Park improvements 921.75
Flowers at the Town entrance 147.66
Outdoor lighting at the Town Hall 1500.00
Scholarship for 3 Jacksonport Seniors 3,000.00
Jacksonport First Responders 1,000.00
Jacksonport Fire Department 3,000.00
Clark Lake fish restocking program 1,692.00
Total $11,261.31

The Jacksonport Advancement Corporation would like to invite all Jacksonport residents to their 3rd Annual Tree Lighting and Caroling at Lakeside Park, December 4, 2004 at 5:30 p.m., followed by a supper in the Town Hall. This will be in conjunction with the Town Board having an Open House at the Town Hall.

Sue Jarosh has had a number of calls requesting hours for trick or treating in Jacksonport. Suggest the Town consider having a policy regarding Tick or Treating.

County Board report by Keri Anderson. The Nature Conservancy owns approximately 40 acres by Heins Creek and Meridian Park (114 acres). It is considering gifting it to the County if it could all be combined as a State Natural Area. George Pinney is working on that project.

The Door County Budget Hearing will be held November 1, 2004. Keri read a 2-page summary by Jude Genereaux.

Door County Chamber of Commerce Trails Committee - request for funding. Motion (George/Jeanne/Passed) to donate $300. $100 a year for a 3-year period, totaling $300.

Humane Society - request for funding. Motion(Jeanne/George/Passed) to donate $500.

Speed Study for Logerquist Road - Study was done for three - one-hour checks.
On Monday, October 18, 2004, between 6:30 a.m. to 7:30 a.m. the highest speed was 54 mph, the lowest speed 30
mph. 16 vehicles total, average speed: 41.25 mph.
On Tuesday, October 19, 2004, between 4:00 p.m. to 5:00 p.m. the highest speed was 51 mph, the lowest speed 20
mph. 21 vehicles total, average speed: 34.19 mph.
On Friday, October 22, 2004, between 12:30 p.m. to 1:30 p.m. the highest speed was 55 mph, the lowest speed 18 mph.
32 vehicles total, average speed: 37.96 mph.
Approximate Average speed for all tests - 37.8 mph, using Sheriffs Department Radar Unit.
Motion (Alvin/George/Passed) to leave it go as is, and do one more speed study on it.

Proposed Clark Lake Advisory Council - Motion (George/Jeanne/Passed) to not join the proposed council.

Action Appraisers, Inc. Contract - Motion (Jeanne/Alvin/Passed) to approve the contract.

Hearing for Tom Jorns request regarding a road to his landlocked property. Schedule for December 9, 2004 at
1:00 p.m.

Sign for the Town Hall - Motion to Table until November meeting (George/Al/Passed).

Door County Planning Department -
a. Petition for Zoning Amendment - Text to amend Section 3.04(4) Motion (Jeanne/Alvin/Passed) to support the petition. Clerk will so advise the Door County Planning Department. George abstained from voting.
b. Petition for Zoning Amendment - Text to amend 5.02 of the Door County Land Division Ordinance (2004) Motion
(George/Jeanne/Passed) to support the petition. Clerk will so advise the Door County Planning Department.
c. Application for Conditional Use Permit (Applicant: Richard LeClair) Motion (Jeanne/George/Passed) to support the application. Clerk will so advise the Door County Planning Department.
d. Petition for Zoning Amendment - map (Applicant: E. Karl Kangas) Motion (Alvin/George/Passed) to approve the requested change. Clerk will so advise the Door County Planning Department.

Invoices were submitted for approval.

Motion (AL/GEORGE/PASSED) to adjourn the meeting. The meeting adjourned at 10:06 P.M.
