Meeting minutes from October 10, 2011

1. Call to order
2. Roll Call: All committee members inclusive of Paul Ozburn, Al Scharrig, Pat Fitzgerald, Bill Schleicher, Chief Tom Ash, JR Jarosh and Clerk Elissa Taylor were present.
3. Vote to approve the agenda – passed unanimously
4. Approval of the minutes of the July 11, 2011 meeting – passed unanimously
5. Fire Chief’s report:
• YTD the fire department has responded to 80 calls YTD (this is up from 38 calls reported YTD at the July committee meeting). The calls consist of 20 emergency medical, 3 structure fires, 9 water rescue, 3 car accidents, 1 vehicle fire, 4 mutual aid, 2 CO2 alarms, 2 downed trees hung up on power lines.
• Three new firefighters joining next season bringing the department total to 30 regular volunteers. Per the Chief, with 30 regulars, we are fully staffed.
• An NIMS Compliance spreadsheet was shared with the Committee. To date, of the Town Board members, Clerk Elissa Taylor and Supervisor Tom Wilson have completed and passed their exams for IS100 and IS700. The remaining three members of the board have been issued class material and a tentative date for November 15th has been scheduled for completion.
• The Fire Chief also shared a cost comparison chart for all townships in the county. Jacksonport FD ranked lowest across the board for cost/square/mile, cost/pop., and cost per $1000 of equalized value. Paul Ozburn asked that this chart be included with any budget presentation to be made to the Town Board.

7. Old Business:
• 2011 Budget Update –With all the new firefighters that have come on board this year, the department will be over budget at the end of the year in the wage account by approximately $3300.
• Fire Department Ordinances – Discussions regarding the Proposed Knox Box and Building ID ordinances are tabled until the January 2012 meeting. Per Tom Ash, the Driveway Ordinance dated January 2008 is more than sufficient and will not require revision at this time.
• Grievance Procedure – As part of the Volunteer Fire Department Ordinance revisions, reference or deference to the Resolution No. 03_2011 “ Adoption of Employee Grievance Procedure” will need to be incorporated.
8. New Business:
• 2012 Budget – The budget numbers for 2012 were discussed and revised as follows:

Fire Dept. Capital Outlay $57,000
Repairs $ 2,500
Equipment Purchases $ 4,000
Running Expense $ 7,700
Fuels, Oil, Grease $ 2,000
Education $ 800
Wages $28,000
Total $102,000

This compares to the 2011 budget of $98,300, or a 3.8% increase. Motion(JR/Paul/Passed) to approve the 2012 Fire Department Budget as proposed. The budget will be presented to the Town Board at the budget workday scheduled for 10/17/2011.
• Sheriff’s Boat – A 26 foot sheriff’s boat was available for the taking. It would have cost $10,000 to $25,000 to repair the engines. Bailey’s Harbor initially snatched it out from under Jacksonport and then said we could have it if we wanted it. Tom Ash thinks we should let BH keep that boat. The repairs would be expensive and the boat does not really suit our needs. Tom would like to add a new and larger inflatable boat to our Capital Outlay plan. The current inflatable used by the FD is 10’ and considering the situations whereby the FD might be called to respond to a water rescue (i.e.; 6 to 7 foot waves), it is neither practical nor is it safe for our volunteers. In addition, the current inflatable does not hold air for longer than an hour. The new inflatable would be 16’ to 20’ and cost $30,000 to $50,000 fully equipped.
