TOWN OF JACKSONPORT BOARD MEETING
Tuesday, November 28, 2006 at the Town Hall
The meeting was called to order at 7:00 p.m. by Chairman George Bagnall.
Pledge of Allegiance was lead by Ben Logerquist.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the November 28, 2006 meeting as presented.
Motion (Aaron/Jeanne/Passed) to accept the minutes of the regular Town Board meeting of October 24, 2006.
Motion (Jeanne/Aaron/Passed) to accept the minutes of the three meetings held November 16, 2006; [Town of Jacksonport Budget Hearing, Town of Jacksonport Special Town meeting, and Town of Jacksonport Special Town Board meeting].
Treasurers Report: The bank balance as of October 31, 2006 was $108,128.00. October Transportation Aids received $21,855.24. Bridge Aid from Door County was received $1,808.75. Dog License total collection for 2006 = $320.00 which was paid to the County. Tax collections will be held at the Jacksonport Town Hall; December 21 - 6:30 p.m. until 8:00 p.m., Dec. 30 – 10:00 a.m. until 12:00 noon. Jan. 27 – 10:00 a.m. until 12:00 noon. January 30 – 6:30 p.m. until 8:00 p.m. Motion (Jeanne/George/Passed) to accept the treasurer's report.
Meeting open to Public Comment: Tom Jorns presented the Town Board members a copy of the letter sent to Mr. Jorns and Chairman Bagnall, dated October 30, 2006 from Susan M. Kocken of the State of Wisconsin, Dept. of Natural Resources regarding potential public access sites to Lost Lake.
Ann Sheridan reminded everyone that Saturday, December 2 would be the night for the Town Christmas party. Please bring a non-perishable food item.
County Board report presented by Kari Anderson.
Motion (Jeanne/Aaron/Passed) to sign the “Beach Contamination Reduction Planning Cooperative Agreement” with Door County Soil and Water Conservation Department, concerning Lakeside Park in Jacksonport. The municipality will pay 25% of the total costs of the project, not to exceed $1,500.00 per eligible beach.
John Kolodziej, Door County Highway Commissioner spoke. One of the points he made was that winter snow removal is subsidized through summertime construction work. The equipment the County has available is funded by the work done year round. The rates charged for snow removal are established on a State-wide basis.
Eric Peil of Peil Construction LLC, presented the Town Board, with a proposal to perform the snow removal work for the Town.
Wilson’s are willing to store the Mac fire truck for the Town of Jacksonport for $100/per year.
Guest Dick Burress, Director for Emergency Services of Door County spoke regarding the boat launch at Schauer Park. He requested that the Town Board please look into and consider making the boat launch once again a useful facility from a safety standpoint.
Guest George Penney, Director of Door County Park Systems, said the DNR would probably be interested in Schauer Park as a launch site. He recommended that the Town Board consider having a Feasibility Study done.
Motion (Aaron/Jeanne/Passed) to redistribute funds in the Town Budget as follows: move $18,000 from Reserve for Contingencies, $5,000 from Insurance, and $8,100 from Snow Control – totaling $31,100 into Highway Maintenance/Construction for 2006.
Motion (George/Aaron/Passed) to withdraw $3,000 from the Reserve for Contingencies account and add it to the budget for Parks for 2006.
Motion (Jeanne/George/Passed) to increase the mileage reimbursement for 2007 to 48.5 cents per mile.
Reminder - Nomination papers due:
- December 22, 2006 last day for incumbent office holders (not intending to seek re-election) to file Notification of Noncandidacy (EB-163)
- January 2, 2007 – Last day (5:00 p.m.) for a candidate to file nomination papers, declaration of candidacy, and campaign registration statement.
Correspondence – George would like the “Phosphate Elimination Campaign” message included in the letter that will accompany tax bills.

- Clark Lake Watershed Monitoring Program
- Schauer Park
- Nomination of Town Poll-workers for 2007
Invoices were submitted for approval.
Motion (George/Aaron/Passed) to adjourn the meeting. The meeting adjourned at 9:25 P.M.
