November 23, 2010 Town Board Meeting

TOWN OF JACKSONPORT BOARD MEETING
Tuesday, November 23, 2010 at 7 p.m. at the Town Hall

Chairperson Jeanne Majeski called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Alvin Scharrig.

Present: Chairperson Jeanne Majeski, Supervisor Randy Halstead, Supervisor Tom Wilson, Clerk Eileen Phetteplace and Treasurer Carol Oram.

Agenda. Motion (Randy/Tom/Passed) to accept the agenda for the November 23, 2010 meeting as presented.

Motion (Tom/Jeanne/Passed) to accept the minutes of the Town Board meeting of October 26, 2010 as presented.

Motion (Tom/Randy/Passed) to accept the minutes of the Town Board meeting of November 9, 2010 as presented.

Treasurer Report: The town received from the State of Wisconsin DOT $24,120.57 for general transportation aids. We also received another check from Door County Tourism Zone Commission in the amount of $2,205.08 for September collections and October lates.

Dog license have been turned into the county. This year we licensed: Eleven males, two females, 28 N. males and 37 S. females, for a total of 78 dogs. Total collected was $299.00. In 2009 we licensed a total of 92 dogs.

Once I receive the tax bills, I will get them stamped and in the mail.
Please make people aware that first and second installments will go to the county treasurer. I will still be responsible for dog licenses. There will be a letter sent with the tax bill. - presented by Treasurer, Carol Oram.

Committee Reports. Joe Jarosh speaking as the chairman for the Jacksonport Parks Committee asked that the town board consider the donation of a flagpole at the next town board meeting.

Joe Jarosh speaking as a member of the Jacksonport Community Marketing Funds Committee reported that the 2011 Jacksonport brochure is available for review until November 30th.

Little Bit LeClair was not present to give a report on the DCVB

Motion (Tom/Randy/Passed) to accept and approve payment of the invoices which had been submitted to the Town.

Public Comment. JR Jarosh of the Jacksonport Polar Bear Club presented the Jacksonport Fire Department with a donation check for $740.00. The Polar Bear Plunge event could not take place without the assistance of the Jacksonport Fire Department, and their efforts are greatly appreciated.

Kari Anderson said she was still concerned about the telephone lines that reached down to the ground along parts of Junction Road. She also recommended that the town board appoint someone to the clerk position before the Spring Election.
County Board Report was presented by Kari Anderson. She said they would meet again on November 30th.
Parks Committee Chairman, Joe Jarosh, presented the town board with two drawings prepared by McMahon Engineers\Architects. Sheet A1 titled “Proposed Jacksonport Lakeside Park Pavilion – Site Plan” and Sheet A2 titled “Proposed Jacksonport Lakeside Park Pavilion - Plans & Elevations.” The town board asked the parks committee to continue the process of researching who is out there to prepare an architectural plan for Lakeside Park.
The repair of the boat launch at the end of Clark Lake Ct Road was discussed. It was decided to make it an agenda item at the December town board meeting.

The Town of Sevastopol said they would try to make sure that there was still room for the Jacksonport Fire Department to access Clark Lake from the Town Line Road boat launch. The Town of Sevastopol dictated that it would not be a public access point this winter.

Town road update. Randy will be the alternate to call out the snowplows if Jeanne is unavailable. Tom Lutsey plans on using his own resources to make minor repairs to the stone work on the cattle-underpass on Logerquist Road. Tom Wilson wants to have Larry DeMeuse present while it is being worked on.

Frank Maydak of Frontier Communications gave a brief presentation regarding the Frontier phone company. Frontier acquired Verizon as of July 1st in Door County and are now the local provider for the Town of Jacksonport. Mr. Maydak said Frontier wants to “Put the Customer First.”

Eileen has the materials needed for anyone interested in running for town office. The packets were made available after the meeting, or interested people should contact Eileen. (Those wanting to get on the ballot for the spring election may circulate nomination papers between December 1, 2010 and January 4, 2011. The completed nomination papers must be filed with the town clerk by 5:00 p.m. on Tuesday the 4th. Those running for town office need to collect between 20 and 100 signatures.).

Carol will prepare a letter to be included with the property tax bills.

Motion (Tom/Jeanne/Passed) to give the Fire Advisory Committee the authority to seek quotes for the Air Packs and Turn-Out Gear that they feel is necessary for the Jacksonport Fire Department.

Motion (Randy/Tom/Passed) to Post and Publish the notice for the Town Clerk position.

Motion (Tom/Jeanne/Passed) to pass Resolution No.8-2010 “Resolution for the Continuation of the Community Marketing Fund Program in Door County.”

Motion (Randy/Tom/Passed) to agree and sign the contract with Action Appraisers & Consultants for the 2011 and 2012 maintenance assessment years. The contract was signed and Eileen will mail a copy to Action Appraisers & Consultants.

Motion (Jeanne/Tom/Passed) to have the town maintenance truck repaired by Daves Auto Body, LLC, in Baileys Harbor for the estimated amount of $997.92.

Reminder that the December Town Board meeting will be held December 21, 2010 7:00 pm at the Town Hall.

Correspondence was made available to town board members.
