TOWN OF JACKSONPORT BOARD MEETING
Tuesday, November 23, 2004 at the Town Hall
The meeting was called to order at 7:04 p.m. by Chairman Alvin Birnschein. Present: Chairman Alvin Birnschein, Supervisors George Bagnall and Jeanne Majeski, Treasurer Carol Oram and Clerk Eileen Phetteplace.
Motion (Jeanne/George/Passed) to approve the agenda for the November 23rd meeting as is.
Motion (George/Alvin/Passed) to accept the minutes of the regular meeting of October 26, 2004 as distributed.
Motion (George/Jeanne/Passed) to accept the minutes of the Budget Hearing, Special Town meeting and Special Town Board meeting of November 18, 2004 as distributed.
Treasurers Report: Treasurer Carol Oram reported as of October 29, 2004, a balance of $228,717.09 The Town received General Transportation Aid in the amount of $21,420.96. She is working with Frontier Wilderness to get the personal property tax situation straightened out. Assessor Troy Zacharias also working on it. Motion (Jeanne/George/Passed) to accept the treasurer's report.
Meeting open to Public Comment:
Pamela Wegner discussed the Lake Michigan access at the end of Jorns Road. She asked that the Town Board consider enhancing the access back to its intended use. She is concerned about the way it is currently being used. Provided photos to the Town Board for their consideration.
Richard Dirks asked the Town to consider increasing the donation to the County Soil and Water contribution for local beach studies.
County Board report by Keri Anderson. Reports acquisition of Real Property adjacent to Meridian Park. The effect on the Town tax rate should be very minor, because it was already taxed at a very low rate. It will be part of a Wisconsin State Natural Area. Deer hunting will be allowed on the property.
Door County has entered into a 2-year agreement with Bay Area Humane Society. This will be in addition to the Door County Humane Society. The County has a responsibility concerning dogs when they are neglected, abused or involved with a biting situation. The Town is responsible for strays.
The Door County Budget Hearing was held November 1, 2004. The County Tax rate is $3.36, which is a 1.53% increase from the year prior.
Keri requests that the Town consider creating a Planning Department.
Sign for the Town Hall / Fire Station - Motion(Jeanne/George/Passed) to go ahead with the sign as proposed.
Road agreements with Egg Harbor and Sevastopol - Clerk to submit to the two towns.
Reminder that the Open House sponsored by the Jacksonport Advancement Corporation will be held on December 4, 2004. Town Board members asked to help.
Motion (Jeanne/George/Passed) to donate $1,000. to the Door County Soil and Water Department for their Beach Study Program.
Jorns Road Public access. Motion (George/Jeanne/Passed) to table issue until the January meeting.
It was noted that the December monthly Town Board Meeting would be held on the 3rd Tuesday (December 21) rather than the 4th Tuesday (December 28).
Motion (George/Alvin/Passed) to move $35,000 from the Checking Contingency Fund to the Contingency Savings account.
Door County Planning Department -
a. Petition for Grant of Variance - Benny R. Teich Motion (Alvin/George//Passed) to support the petition. Clerk will
so advise the Door County Planning Department.

Invoices were submitted for approval.
