November 22, 2011 Town Board Meeting



TOWN OF JACKSONPORT BOARD MEETING
Tuesday, November 22, 2011 at 7:00 p.m. at the Town Hall

Chairman Alvin Birnschein called the meeting to order at 7:00 p.m.

Pledge of Allegiance was led by Al Scharrig.

Chairman Alvin Birnschein, Supervisor Randy Halstead, Supervisor Tom Wilson, Treasurer Carol Oram, and Clerk Elissa Taylor were present.

Motion(Alvin/Tom/Passed) to accept the agenda for the November 22, 2011 Town Board meeting.

Motion(Randy/Tom/Passed) to accept the minutes of the Public Budget Hearing on November 17th and the Town Board meeting of November 22nd, 2011 as presented.

Treasurer’s Report:” The town has received their general transportation aids in the amount of $24,848.31. We received a check from Door County Tourism in the amount of $2,688.50 for September collections and October lates. D.C. Custom Drilling and Blasting, Inc. has sent another payment in the amount of $300.00 bring their amount for their personal property tax bill to $3,894.33. Tax bill insert has been printed and delivered to Real Property Listing.”

Committee Reports: Parks Committee –none.
Community Marketing Funds Committee- attached.
Tourism Zone – attached.

Public Comment: None.

Motion(Alvin/Tom/Passed) to approve payment of accounts.

With regard to Maintenance Truck Storage, Tom Wilson thought the idea of a storage unit at Port Storage was and still is a good idea. He does not like the idea of the maintenance truck being stored at the maintenance man’s home. The board agreed that the current facility is oversized for the Town’s needs. Contract expiration with Peil Storage is in April 2012. Further discussions regarding storage alternatives are tabled until the February of 2012. In the meantime,
Larry DeMeuse will contact Port Storage for information regarding unit sizes, rates and availability.

Great Lakes Restoration Initiative – The board scheduled to tour beach projects on December 6, 2011in Egg Harbor and Liberty Grove with Amanda Surfus from Soil and Water. Notice will be posted.

Door County Coastal Byways Grant Pre-Application – (Motion(Tom/Randy/Passed) approving a budget commitment for $12,000 in 2013 and $12,000 in 2014 to fund the Jacksonport Parks Enhancement Project. The JWC has pledged $10,000 and the JAB has pledged $6,000 towards the project. The total of $40,000 would be a 20% match for a total cost on the project of $200,000. The grant would provide the additional $160,000. Per the board, there is one provision and that is if the grant is not approved, the commitment authorized here tonight will be null and void. The town’s commitment will be funded by Tourism Zone collections.

Personal Property Account List – was received from the assessor’s office and reviewed by the board for accuracy. It is possible that there are two towers and the Waseda Farm property that need to be added to the list. Carol Oram will call the assessor’s office with the corrections.

Letter to Door Century – The board approved a complaint letter to be sent to Door Century regarding the red markings painted by that organization on town roads. Alvin Birnschein asked that copies be sent to John Kolodziej, Leo Zipperer and the Sheriff’s Department.

Cemetery Fees – (Motion(Randy/Alvin/Passed) to provide for new rates per gravesite as follows: $500 full-time resident, $1,000 part-time resident, and $1,500
non-resident.

Ball Park Fees – Motion(Alvin/Randy-In Favor)(Tom Opposed) to raise the fees charged per team from $150 to $200 for ball park use starting with the 2012 season. Randy felt it necessary to increase the fees in an attempt to cover at least ½ the costs of maintaining the ball field, which this year will approximate $2,400. Sevastopol currently charges $225 per team and Sturgeon Bay charges $350 per team. Tom was opposed to raising the fees.

Town Board Calendar for 2012 – Motion(Alvin/Tom/Passed) the board agreed that the Town Board meetings will be held in 2012 on the 4th Tuesday of the month, with the exception again of December. In December 2012, the meeting will be held on the 3rd Tuesday.

Community Marketing Funds Report

On Thursday, October 27, I represented Jacksonport and the Jacksonport Area Business Association at a meeting held with representatives of the Door County Visitor Bureau at the Baileys Harbor Town Hall. Business Association representatives from other Door County towns and villages were present as well. The business associations present were the groups designated by the Door County Visitor Bureau as the groups that organize and plan each of their respective town brochures.

At the meeting Jack Moneypenny, the CEO of the Door County Visitor Bureau, explained how a new program called Strategic Community Partnership (SCP) would be replacing the Community Marketing Funds Program used the past 3 years. He explained that Bruce Hill, the coordinator of the Community Marketing Funds Program, would no longer be involved and Visitor Bureau staff would assume his responsibilities in coordinating and administering the program. By doing this it would involve a cost savings to not pay an outside contractor, would allow a staff member with a large working knowledge of marketing to oversee the program, and provide a better opportunity for the Visitor bureau and the community business associations to work together to provide consistency to the program.

The new program will assist local communities with the design and hosting of community websites, design, distribution, and printing of community brochures, and promotion of community events.

Mary Denis, Director of Marketing for the Visitor Bureau, and Christine Salmon, administrative assistant, will now be in charge of the new program and will hold quarterly meetings to inform, discuss, and share thoughts and ideas relative to marketing with the various designated community business associations.

The new program will begin in January of 2012 and run for three years and then be reviewed for possible changes.












Jacksonport Parks Committee

On November 2 at the most recent meeting of the Door County Coastal Byways Council, Sister Bay, Baileys Harbor, and Jacksonport submitted their respective pre-proposal grant applications ranking criteria using qualifications as set forth by WisDOT SB and FHA SB programs for 2012 submission to state level for consideration.
Each town had to present and explain their plan to the council. Sue Jarosh and Al Birnschein represented Jacksonport and Sue gave the presentation about the Jacksonport Parks Enhancement Project. After each town was finished with their presentation the council members assigned points for adherence to the required format and items in the corridor management plan. Following deliberation and ranking by points Jacksonport’s plan came out on top of the other two submitted proposals.
The Jacksonport Parks Committee is now working on the next phase of the plan and that is to submit the plan to the Federal Highway Administration (FHWA) which has announced the solicitation for FY 2012 National Scenic Byways Program grants. Applications are due to the FHWA Division Offices by January 6, 2012. Applications for the National Scenic Byways Program must be completed at: http://www.bywaysonline.org/grants/.
Each of you has a copy of the Jacksonport Parks Enhancement Project that was submitted, accepted, and selected by the DCCB Council as their top choice. Up to this point I have been sharing with you the progress of the Parks Committee on this project as it moved along and now the Parks Committee needs the Town Board to make an official motion in support of this project so we can continue moving forward with it. Without your motion to continue the project ends here.
Secondly, at the DCCB Council meeting, one of the questions that came up was a question dealing with guaranteed monies from each town for their 20% commitment to the project. The Jacksonport proposal, as you can see in the application that you received, was for $200,000 with the grant providing 80% or $160,000 and Jacksonport responsible for 20% or $40,000.
The $40,000 can be broken down thusly-The Jacksonport Women’s Club has pledged up to $10,000 and the Jacksonport Area Business Association has pledged $6,000 toward the project. This leaves $24,000 left to cover and other community organizations may also allocate funds for this project as well.
If the Town of Jacksonport would allocate $12,000 from the room tax monies collected in each of the next 2 years this would cover the remaining $24,000 needed at no cost to the taxpayers because the monies would come from visitors paying the room tax. We will need to show guaranteed monies on the grant application and I would like the town board to strongly consider a motion allocating these funds in the next two town budgets. It could very well be that the $24,000 needed could even be less for the town if in-kind services are accepted, a fund drive is conducted, or if other funds are also found from other grant monies available. The parks committee is looking into this area as well.

Report on the meeting of the Tourism Zone Commission: from November 17, 2011 at the
Nasewaupee town hall.

The board met and we had a review of the DCVB strategic marketing/communication plan and the DCVB proposed budget. The format had changed on the marketing plan and was much easier to understand their goals.

Our board accepted our budget for the 2012 year that was presented from the executive committee.

Jacksonport at the date of the meeting has received $18.161 for the year and there are still Oct, Nov and Dec. to receive.

There was a settlement made by a business that owed back taxes. The board settled on the tax and waived the interest. We did get some extra which will go to paying the attorney fees and those are not covered. There is always a question of how much do we spend to get the money back for the communities, because it is your money in essence that was not paid.
