May 26, 2009 Board Minutes
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, May 26, 2009 at 7 p.m. at the Town Hall
Chairman Aaron LeClair called the meeting to order at 7:00 p.m.
Pledge of Allegiance was lead by Ben Logerquist.
Present: Chairman Aaron LeClair, Supervisor Randall Halstead,
Supervisor Jeanne Majeski, Clerk Eileen Phetteplace. Treasurer Carol
Oram was absent.
Agenda. Motion (Jeanne/Randall/Passed) to accept the agenda for the
May 26, 2009 meeting as presented.
Motion (Aaron/Jeanne/Passed) to accept the minutes of the Town Board
meeting of April 28, 2009, with one change. Add language “… to move
ahead with ordering the Brush Truck Chassis cab from Witt Peninsula
and the Custom Fab and Body Brush Truck from R.N.O.W., Inc.”
Treasurer Report: Received from the State of Wisconsin $23,651.06 for
general transportation aids.
The town has 3 outstanding personal property tax bills. The bills
have been issued again to parties holding these bills.
Delinquent bills are:
Birnschein, Lester & Barb $164.44
Sweet Lou’s $229.81
D C Custom & Blasting, Inc. $2,949.84

(Jeanne/Randall/Passed) to accept the treasurer’s report as
presented.
Public Comment. Lawrie Kull of Clark Lake Advancement Association
presented a check to the Jacksonport Volunteer Fire Department in the
amount of $225.00 for ice rescue equipment.
LittleBit LeClair gave a report on the Door County Tourism Zone. Two
property owners in Door County are being taken to court for abusing
the taxes they are collecting.
County Board report presented by Nancy Bemmann.
The Town Board opened bids on the following road work.
Pulverize and Pave with Hot Mix Asphalt compacted to 2.5”
Jorns Rd 1.19 miles
Bagnall Rd 1.26 miles
Add 3” Gravel, Pulverize and Pave with Hot Mix Asphalt compacted to
2”
Schauer Rd and Clark Lake Ct 1.46 miles
Pulverize and Pave with Hot Mix Asphalt compacted to 2”
Trails End Ct .25 miles
Single Chip Seal
Division Rd .50 miles
Hillside Rd .60 miles
Motion (Aaron/Jeanne/Passed) to accept Northeast Asphalt’s bid for the
proposed work on Schauer Road/Clark Lake Court. The bid for this
project totaled $123,069.80. Motion also included accepting Northeast
Asphalt’s bid for a portion of the work on Jorns Road. The work is to
start at the intersection of County Road V and include .6 of a mile
portion of Jorns Road, the total not to exceed $58,470.
The motion also included accepting the Door County Highway Department
estimate for the proposed work on Trails End Court. The estimate for
this project totaling $16,471.00.
Motion (Aaron/Randall/Passed) to finance the new brush truck for the
Fire Department by using $24,000 from the Fire Department Savings
account and the remaining balance of $2,918.50 from the Town
contingency Savings account.
Motion (Jeanne/Aaron/Passed) to keep the existing brush truck for use
by the town maintenance person.
Motion (Jeanne/Aaron/Passed) to adopt Budget Resolution 2-2009 to
allocate funds from one budget item to another. Specifically that the
sum of $10,000 is transferred from the Highway
Maintenance/Construction account to the Snow Control account.
Motion (Jeanne/Aaron/Passed) to approve the updated job description
dated 05/09 for the town maintenance person.
Elizabeth “LittleBit” LeClair brought up the poor acoustics in the
Town Hall. She had some prices on quilted fabrics that might be
purchased and hung to absorb sound. No action was taken, tabled.
Motion (Aaron/Jeanne/Passed) to approve the renewal of liquor licenses
for Bley’s Grocery (Wayne Bley), Mr. G’s (Bob Geitner), Simon Creek
Vineyards, LLC (Thomas Lawrie), and Square Rigger Lodge (Elizabeth
LeClair) for the period ending June 30, 2010.
Motion (Aaron/Jeanne/Passed) to approve the new liquor license for
J.J.’s (James Johnson) for the period ending June 30, 2010.
Reminders:
– Town recycling will be held on May 30th due to Maifest
– Open book is scheduled for the 13th day of August, 2009 at the
Jacksonport Town Hall from noon to 4:00 p.m., the 14th day of August,
2009 from 9:00 a.m. to noon and 1:00 p.m. to 6:00 p.m. and
additionally on the 15th day of August, 2009 from 8:00 a.m. to noon.
Board of Review will be held the 12th day of September, 2009, at 10:30
a.m.
Application for Conditional Use Permit (Applicant: Catholic Youth
Expeditions, Tax Parcel No: 016-00-01292711B) – [The proposal is to
use a portion of the property as a group campsite by Catholic Youth
Expeditions. This use is considered a campground. This proposal is not
a public campground – use of the group campsite will be by Catholic
Youth Expeditions.] Motion (Randall/Jeanne/Passed) to support the
request.
Correspondence was made available to the Town Board members.

To the Residents of the Town of Jacksonport:
I would like to take this opportunity to thank you for electing me to
the position of chairman of the Town of Jacksonport. However,
effective immediately, I will respectfully be resigning my position as
chairman due to personal reasons.
I want to thank the current and past board members that I have served
with for the past four years for their support and guidance. They
truly deserve everyone’s appreciation and continued support for all
that they do for the town and its residents.
Once again thank you for the opportunity to serve the town.

Jeanne volunteered and Randy agreed that Jeanne would be the acting
Chair until a new Chair was appointed.
Motion (Jeanne/Randall/Passed) to accept and approve payment of the
invoices which had been submitted to the Town.

Motion (Aaron/Jeanne/Passed) to adjourn. Meeting adjourned at
approximately 8:45 p.m.
