May 25, 2010 Town Board Meeting
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, May 25, 2010 at 7 p.m. at the Town Hall
Chairperson Jeanne Majeski called the meeting to order at 7:01 p.m.
Pledge of Allegiance was lead by Al Scharrig.
Present: Chairperson Jeanne Majeski, Supervisor Randy Halstead, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Randy/Jeanne/Passed) to accept the agenda for the May 25, 2010 meeting with one exception, delete snow plowing.
Motion (Randy/Jeanne/Passed) to accept the minutes of the Town Board meeting of April 27, 2010 as presented.
Treasurer Report: We received from the State of Wisconsin DOT, $24,120.56 for general transportation aids.
Received a check from Jim Sarosiek, Eric Wickstrom and Randy Halstead each in the amount of $124.67 as a donation for the sand purchased from Lily Bay, to be used on the playground at Lakeside Park.
One of the businesses responsible for an outstanding personal tax bill has made their first payment. I’m hoping with time they will be caught up. The other has promised payment, but I have not received anything at this time. I’ve made contact again with this business. - Presented by Treasurer, Carol Oram. Motion (Randy/Jeanne/Passed) to accept the treasurer’s report as presented.
Committee Reports. Eileen explained that in the future any committee member wishing to give a report provide the topics to be discussed for inclusion on the proposed month’s agenda.
Motion (Jeanne/Randy/Passed) to cost share the work at the Clark Lake boat ramp with the Town of Sevastopol. The total charge was $5,780 and the Town of Jacksonport’s share is $1,653.70.
Motion (Randy/Jeanne/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. Bill Hebel stated that the blacktop is lifting at the Clark Lake boat launch. Kari Anderson complemented Door County Advocate reporter Ramelle Bintz for the good reporting of the April Jacksonport Town Board meeting.
County Board report presented by Kari Anderson. She provided a copy of the “Regular Meeting, Door County Board of Supervisors, Tuesday, April 20, 2010 Minutes.” She referenced the portion that recorded Resolution No. 2010-38 Approval of Intergovernmental Agreement with Town of Jacksonport (Schauer Park) passed 20 (yes) – 1 (no).
Jeanne stated that she had contacted the Wisconsin Department of Transportation and they said the town could ask the Door County Highway Department to repaint the lines in the core area of Jacksonport. A rough estimate for the project would be $1500 – $2000.
Eileen reported that both Mike Bieri and Tom Wilson had expressed in writing their interest to serve as the Supervisor #2 for the Jacksonport Town Board. Mike and Tom were interviewed by Jeanne, Randy and Eileen. Motion (Eileen/Randy/Passed) to appoint Tom Wilson to serve the remaining term, until April 2011 as Town Supervisor #2 for the Town Board.
Tom filed the official oath of office and began his duties by serving on the Town Board for the remaining portion of the May meeting.
Motion (Randy/Tom/Passed) to pass the Town of Jacksonport Resolution No. 04-2010, “Affirming Commitment to Remain a Member of the Door County Tourism Zone Commission After December 31, 2011.”
The discussion to consider upgrading the Town Clerk computer was tabled.
Motion (Randy/Tom/Passed) to donate the MAC fire truck to the Jacksonport Fire Fighters Association. Tom will research the title change and insurance. The town will insure it until the title is transferred.
Motion (Randy/Tom/Passed) to solicit bids for ditch mowing in the Town of Jacksonport.
Randy will work with Larry DeMeuse to create a plan regarding the road signage in the town.
Town Board will seek additional bids for propane service before locking in a contract.
Motion (Randy/Tom/Passed) to pay Larry DeMeuse up to $450 for a maintenance department water wagon.
Motion (Randy/Jeanne/Passed) to approve Budget Resolution No. 3-2010; transferring $6,500 from the Contingency Savings account to the Parks account.
Motion (Jeanne/Randy/Passed) to approve the six month license for beer and wine for the Town Hall Bakery (Don Jervis).
Motion (Tom/Jeanne/Passed) to approve the renewal of liquor licenses for Bley’s Bar (Todd Polster), Bley’s Grocery (Wayne Bley), Mr. G’s Logan Creek Grille (Bob Geitner), Simon Creek Vineyards, LLC (Thomas Lawrie), and J.J.’s of Jacksonport (James Johnson) for the period ending June 30, 2011. If the clerk receives and publishes applications from the following: Mike’s Port Pub (Michael Lautenbach) and Square Rigger Lodge (Elizabeth LeClair), they are also approved for renewal. All renewals are contingent upon no complaints being received after publication of the applications.
Reminder: Board of Review – Saturday, June 5, 2010 from 9 – 11 am
