TOWN OF JACKSONPORT BOARD MEETING
Tuesday, May 25, 2004 at the Firestation
The meeting was called to order at 7:07 p.m. by Supervisor George Bagnall. Present: Supervisors George Bagnall and
Jeanne Majeski, Treasurer Carol Oram and Clerk Eileen Phetteplace. Chairman Alvin Birnschein joined the meeting in
progress later in the evening.
The minutes of the previous meeting were read. Motion (George/Jeanne/Passed) to accept the minutes as read.
Treasurer Carol Oram reported as of April 30, 2004, a balance of $212,246.92. We did receive the loan money for the
Fire Truck for $82,000. Also have received General Transportation Aid money in the amount of $21,420.93. Received
money for two soda licenses and one liquor license for 2004. Motion (JEANNE/GEORGE/PASSED) to accept the
treasurer's report.
Meeting open to Public Comment:
Tom Cassidy, a Clark Lake resident, and member of the Clark Lake Advancement Association, had comments
regarding the boat ramp on Town Line Road shared with Sevastopol Township. Currently about 70 percent of the boats
on Clark Lake cannot launch there. He shared that Leo Zipperer and Hugh Daubner assured him they would have the
boat ramp in a usable condition by Memorial weekend.
Ben Logerquist reported that The Jacksonport Advancement Corporation donated $1,000 toward the purchase of
defibrillators for our First Responders.
Michael Killenberg, former owner, of the former Emanuel Mueller property said the current owner was having flooding
problems on that property May 25, 2004. The water appeared to be coming from the quarry across the road. Concern
that is could be an environmental problem. Marlene Larson said the problems began after the redesign of Hwy 57.
Patrick Eaton responded to the problem, said water was running over the culvert. The investigation is ongoing. Tom
Rondeau reports a large quantity of brown water, some runoff, some from the quarry contributing to the flooding
problems.
George Bagnall said that on June 2, 2004 there will be a meeting at 8:30 A.M. of the Door County Land Conservation
Committee in the General Meeting Room of the Courthouse. Subject mines and quarries. Anyone wanting to attend that
meeting could do so.
County Board report by Keri Anderson. Application for financial assistance through the County Parks System for the
Old Stone Quarry Park System. Total cost $4-million, 80% of which will be paid by Wisconsin Waterways
Commission, 20% paid by Federal Sportsfishing money. Authorization to purchase a rubber-tire loader for the
Highway Department went through. Application for Emergency Services to apply for Domestic Preparedness
Equipment Sub-grant of $125,000 and also Domestic Preparedness Hospital Equipment Sub-grant of $8,000. Money
part of Homeland Security. Last year we received over $100,000 which went into the 911 system. Some of the money
also filters down to the local fire departments. Town should be aware that money, from the Homeland Security Program
might be available to the town. The County voted to put in a number six paramedic unit, up North. The Northern Door
station, should be completed in the next couple of weeks. The dividing line is on County V.
Weight Limits for Roads. Motion to Table (JEANNE/GEORGE/PASSED).
George Bagnall pointed out that Margaret Sampone, Kathy Gerdmann and Mary Rohr should be recognized for their
many years of service to the Community. They have been preparing the lunch for the Annual Town Meetings. Town
Clerk to prepare a thank you letter for the Town Board to send to each of them.
New Business:
Reminder that The Open Book Session for the Town of Jacksonport will be held June 5, 2004 from 8:00 A.M. to 10:00
A.M., with the Board of Review following at 10:30 A.M. until 12:30 P.M.
Paul and Marilyn Mahlberg spoke for the Kangaroo Lake Association to request the Town of Jacksonport support their
request for a Grant from the DNR to reintroduce native bulrushes to Kangaroo Lake. Motion to support with a letter to
the DNR (JEANNE/GEORGE/PASSED).
Alvin Birnschein joined the Town Board at this point in the meeting.
Hiring of Inspector. Motion to sign contract with Independent Inspections, Ltd. (JEANNE/GEORGE/PASSED).
Town Hall Renovation. Town only received one bid for the work, it was from Carpentry Unlimited. Motion to Table
(GEORGE/AL/PASSED).
Pest Control. Jeanne questioned if twice a year works, why use spray six times a year? Would prefer a minimal amount
to be used. George and Alvin do not believe what we are currently doing is working. Motion to hire Orkin
Exterminating Company for a one year period, for pest control. (AL/GEORGE/IN- FAVOR) (JEANNE -
OPPOSED) - PASSED.
Cleaning Service. Alvin will talk to our current provider, Kathy Meister. Eileen will provide Job Description, that we
have on record, to Alvin, George and Jeanne. Anyone interested should come to our next meeting.
Motion (JEANNE/AL/PASSED) to approve the Liquor Licenses for the following; Simon Creek Vineyard & Winery,
Bley's Bar, Mike's Port Pub, Square Rigger Lodge, Bley's Grocery, Mr. G's Supper Club and Sweet Lou's for the time
period from July1, 2004 to June 30, 2005. Pending Publication requirements.
Recycling Service Agreement. Motion to Table (JEANNE/GEORGE/PASSED).
Motion (AL/GEORGE/PASSED) to APPROVE the Petition for Grant of Variance - David & Elizabeth Meyer / 7139
Old Brauers Dam Rd., Baileys Harbor and Jacksonport, WI. Town Clerk will so advise the Door County Planning
Department.
Motion (AL/GEORGE/PASSED) to APPROVE the Petition for Zoning Amendment - Dale Hilander / 11571 Hwy 42,
Ellison Bay, WI. Town Clerk will so advise the Door County Planning Department.
Motion (AL/GEORGE/PASSED) to NOT APPROVE the Petition for Grant of Variance - Merle Cook / West Shore
Drive, Jacksonport, WI. Town Clerk will so advise the Door County Planning Department. Reference Kay Miller's
letter dated Feburary 23, 2004.
Invoices were submitted for approval.
Motion (GEORGE/JEANNE/PASSED) to adjourn the meeting. The meeting adjourned at 9:55 P.M.
