The Cemetery Study Committee met at 4:30 pm March 9, 2005 at the home of Marlene Larson as posted. Members present included Marlene Larson, Kari Anderson and Robert Kufrin. There was considerable dis-cussion on the nature of the Town’s existing cemetery and what were the existing regulations that controlled burials and operations. The Committee discussed the issue that had been recently before the Board which was the request of a non-resident to be buried in the Town Cemetery. The Committee reviewed the listing pre-pared by Marlene of the “Charge and/or suggestions from Board.”

In view of the fact that individuals could make decisions during the time that the Study Committee is attempting to develop new operating regulations and fees, the Committee felt that it was extremely important that the Board approve the following items as listed below:

1. The following recommendations do not apply to any grave site which has already been purchased and fully paid for.
2. No cemetery lots or grave sites will be sold until the study recommendations are completed which are expected to be done no later than June 30.
3. A resident will be defined as “an individual who has been a registered voter in the Town of Jacksonport for a minimum period of 12 consecutive months prior to purchasing the grave site or lot.” This means property ownership is not a factor, but declaring and maintaining voter status for 12 consecutive months prior to purchase declares the intention to be part of and a citizen of Jacksonport.
4. If the representative of a deceased resident, as defined above wishes to purchase a grave site (to a maximum of four grave sites) prior to the completion of the study they may do so subject to a written agreement that the Board may impose the difference between the current fee and the fees recom-mended by the Study Committee.
5. No headstones may be placed in any area of the cemetery regardless of when the grave sites or lots were purchased, until the Committee recommendation is completed.
6. The goal of the Committee will be to maximize the sale of lots and grave sites through careful management of the remaining spaces which are still for sale. To accomplish that goal, the sale of grave lots or sites should occur in the south quadrant of the new section only until the Committee report is completed.

The Committee discussed the process of reviewing various sets of regulations, ordinances and guidelines for cemetery operations. The Committee discussed its intention to recommend a completely new set of guidelines at the completion of the study. The Committee also discussed the need to evaluate the finances of the cemetery operations in an attempt to develop an appropriate charge for the land as well as a fee for long term maintenance. The Committee discussed a goal to develop a fee structure that will remove all the costs of cemetery operations and maintenance from the property tax.


The Committee had considerable discussion on the question of who is a resident for cemetery purposes.

Summer or seasonal resident
Non-resident
Non-resident children of former residents

The meeting adjourned at 6:20 pm.
