TOWN OF JACKSONPORT BOARD MEETING
Tuesday, March 28, 2006 at the Town Hall

The meeting was called to order at 7:06 p.m. by Chairman George Bagnall.

Pledge of Allegiance was lead by Ben Logerquist.

Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Treasurer Carol Oram, and Clerk Eileen Phetteplace.

Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda, for the March 28, 2006 meeting as presented.

Motion (Aaron/Jeanne/Passed) to accept the minutes of the regular Town Board meeting of February 28, 2006 as distributed.

Treasurers Report: Treasurer Carol Oram reported as of February 28, 2006, a balance of $289,056.75. Motion (Jeanne/Aaron/Passed) to accept the treasurer's report.

Meeting open to Public Comment: Tom Savage reported that Willow Road suffered damage over the winter. Snow removal damaged the road repair work done in 2005.

Brad Bley wanted to thank the volunteers that helped with the Town Ball Park, Joe Jarosh, Jon Jarosh, Kevin Bley, Kyle Bley, Adam Bley, George Bagnall, Ed Schmidt, Joe Majeski, Aaron LeClair, Al Scharrig, Eric Wickstrom and Amy Ash for making lunch. A special thanks to Tom Ash for organizing it all. He also wanted to acknowledge the Jacksonport Advancement Corporation for their donation of $9,650 toward the new fence at the ball park.

George Bagnall reported that the Town Hall passed a water quality test, no problems.

Brad Bley explained that the trailer at the town gravel pit, which had been used as a training facility for the fire department, had been taken apart. It is in the process of being removed.

George Bagnall gave a reminder that recycling will be available on the second and forth Saturday in the month of April. He also commented that the Town Hall restrooms remodeling project was nearing completion.

Kari Anderson expressed concern regarding the clean-up of the trailer at the Town gravel pit.

County Board report by Keri Anderson

Maintenance person – Motion (Jeanne/Aaron/Passed) to create the position of maintenance person at the rate of $15/hour, no benefits, to be paid monthly after submitting a detailed timesheet. Job description attached.

Motion (Jeanne/George/Passed) to hire Terry Simon for the position of maintenance person beginning April 1, 2006. Any Jacksonport town board member can give assignments to Terry.

Equipment needs – Motion (George/Jeanne/Passed) to make the purchases recommended by the Parks Committee. Option 1 attached, total cost not to exceed $15,607. George would place the order.

Parks Committee – Motion (George/Jeanne/Passed) – to appoint Jon Jarosh, Eric Wickstrom, Brad Bley, Tom Ash and Aaron LeClair (Chairman) as the Town Parks Committee members.

Shelters in Lakeside Park and ball field – Motion (Jeanne/George/Passed) – “The Town Board voted March 28 to allow reservations of the pavilions in Lakeside Park and the Ball field. Residents and nonresidents can still use the pavilions free of charge, but if they want to guarantee availability for a specific date, a pavilion can be reserved for their use for a nonrefundable fee of $50 for residents and $75 for nonresidents. Private functions, (weddings, family reunions, etc.) will only be allowed reservation of one pavilion per date. Nonprofit community groups who plan to use pavilion/pavilions for their functions must make reservations as well, but these reservations will be free of charge. Town copy machine discussed. Decision was made, that it is not necessary to log the use of the copier and the supplies needed for it will be charged to Town Hall expense.

Brilliant Cities / Charter Communications franchise – Motion (George/Aaron/Passed) – to table until April meeting.

April 13, 8:30 a.m. was set as the date and time for the Town Board to conduct a town road review, clerk to post notice.

Motion (Aaron/Jeanne/Passed) to enroll all qualified town employees into the Town SEP plan.

Motion to increase the fees charged for licenses issued by the Town. (Aaron/George/Passed) Fees are as follows:
Class “A” (beer off-premise); Class “B” (beer off/on premise) - $150.00
“Class B” (liquor on-premise) - $200.00
“Class B” (Retail Winery) - $200.00
“Class C” wine - $150.00
Soda - $10/year
Cigarette - $20/year
Operator - $20.00 for a 2-year license
Publication Fees - $15.00

Motion (Aaron/Jeanne/Passed) to table making a decision on whether or not the Town will start to collect a fee for services to Title Service Companies.

Motion (George/Aaron/Passed) – approve the 2005 Financial Report as prepared by Eileen Phetteplace, Clerk. Clerk will distribute report to people that have requested an annual copy. Reminder that the Jacksonport Annual meeting is scheduled for Tuesday, April 11, 2006 at 7:30 p.m.

Motion (Jeanne/Aaron/Passed) – Town Board will make Planning Committee appointments at the April Town Board meeting.

- Title Co. survey fees

Invoices were submitted for approval.

Motion (Aaron/Jeanne/Passed) to adjourn the meeting. The meeting adjourned at 10:00 P.M.
