March 24, 2009 Board Minutes
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, March 24, 2009 at 7 p.m. at the Town Hall
Supervisor Aaron LeClair called the meeting to order at 7:08 p.m.
Pledge of Allegiance was recited.
Present: Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Clerk
Eileen Phetteplace and Treasurer Carol Oram. Chairman George Bagnall
was absent.
Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the
March 24, 2009 meeting as presented.
Motion (Jeanne/Aaron/Passed) to accept the minutes of the Town Board
meeting of February 24, 2009, with one change. Add language “or off
premises advertising,” to the motion to pursue researching a possible
scenic highway designation.
Treasurer Report: With the new sweep program the end of the month bank
balance for the checking account will always be $1,000.00. Monies are
moved out from checking to the sweep account and back into the
checking account as needed.
Interest earned last month in the sweep account was 791.44.
Received from the State of Wisconsin was $18,577.61 from the TRIP
program.
Door County Tourism Dec. and Jan. partial was $335.51.
Three personal property tax bills have been paid since last month’s
report.
-Treasurer, Carol Oram Motion (Aaron/Jeanne/Passed) to accept the
treasurer’s report as presented.
Public Comment. LittleBit LeClair gave a report on the Door County
Tourism Zone. Three property owners in Door County are being taken to
court for not collection/paying the room tax.
County Board report presented by Nancy Bemmann.
The proposed Intergovernmental Agreement and Tasks Check [Repair of
Highway(s) with the Door County Highway Department] was discussed.
Aaron contacted John Kolodziej with questions. Currently waiting for
Door County counsel to address the Town Boards concerns.
Motion (Jeanne/Aaron/Passed) to accept the bid from Chris Fellner of
$49.00 per site to provide assistance with backhoe work for the
sanitary inspections to be conducted under the guidance of the County
of Door Sanitarian’s Department. It is estimated that there will be
about 15 soil borings in Jacksonport. Motion (Aaron/Jeanne/Passed) for
the Town of Jacksonport to invoice the standard fee of $50 per site
from the County to the property owners.
Motion (Jeanne/Aaron/Passed) to adopt Budget Resolution 1-2009 to
allocate funds from one budget item to another. Specifically that the
sum of $29,000 is transferred from the Highway
Maintenance/Construction account to the Snow Control account.
Joe Jarosh gave a report on activities being conducted by the
Jacksonport Area Business Association (JABA).
- Community Marketing Funds; provided copy of “Room Tax Revenue
~Examples of Proper & Improper Use ~” prepared by The Wisconsin
Innkeepers Association in Consultation with the Wisconsin Association
of Convention & Visitor Bureaus
- Easter Egg Hunt in Lakeside Park; outline provided “Easter Egg Hunt
for Children” sponsored by the Jacksonport Area Business Association
- 2009 Jacksonport area brochure; 20,000 copies have been printed.
Forty-five businesses, organizations participated
- Reminder; There will be a meeting on Wednesday, April 8 at 6:30
p.m. at the Jacksonport Town Hall to explain to all the Jacksonport
area civic groups and organizations, the community marketing funds
available to us and how they can be used.
Motion (Jeanne/Aaron/Passed) to authorize the Jacksonport Parks
Committee to choose the winning bid for the work required for the
softball field.
Aaron stated that the weight restrictions signs are posted in the
town. April 23, 2009 at 9:00 a.m. was the time chosen to conduct the
annual road review by town board members.
Motion (Aaron/Jeanne/Passed) to award the park mowing/clean-up to
Around the Yard. Motion (Jeanne/Aaron/Passed) to authorize the
Jacksonport Parks Committee to award the work.
8:11 p.m. Motion (Jeanne/Aaron/Passed) to go into closed session
pursuant to WI Statute 19.85(1) f for consideration of specific
personnel problems or investigations which if discussed in public
would have a substantial, adverse effect upon the reputation of the
person.
9:25 p.m. Motion (Jeanne/Aaron/Passed) to reconvene into open session.
Motion (Aaron/Jeanne/Passed) to terminate the employment of town
maintenance person Terry Simon, effective immediately.
Reminders:
– Jacksonport Annual Town meeting scheduled for Tuesday, April 14,
2009 at 7:30 p.m.
– Town recycling will be held the second and fourth Saturday during
April through October from 10:00 a.m. – 1:00 p.m. at the ball field
Correspondence was made available to the Town Board members.

Motion (Jeanne/Aaron/Passed) to accept and approve payment of the
invoices which had been submitted to the Town.
Motion (Jeanne/Aaron/Passed) to adjourn. Meeting adjourned at
approximately 9:40 p.m.
