March 23, 2010 Town Board Meeting
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, March 23, 2010 at 7 p.m. at the Town Hall
Chairman Jim Sarosiek called the meeting to order at 7:00 p.m.
Pledge of Allegiance was lead by Al Scharrig.
Present: Chairman Jim Sarosiek, Supervisor Randy Halstead, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Jeanne/Randy/Passed) to accept the agenda for the March 23, 2010 meeting as presented.
Motion (Randy/Jeanne/Passed) to accept the minutes of the Town Board meeting of February 23, 2010 as presented.
Treasurer Report: There has been very little activity to report on this month.
We did receive our check from Door County Tourism Zone Comm. in the amount of $176.70 for December collections.
Spoke with Jay Zahn in regard to our outstanding check from 2008 in the amount of $291.70.
Every odd year the County Treasurer publishes unclaimed checks. This check will be added to the list. In a given time period if the monies are not claimed the check the may be voided from the town books. It is highly recommended that there be a paper trail. An entry made in the town books showing how these unclaimed monies were handled. If the individual should at anytime in the future claim his money the town at that time can issue a new check.
The $1.00 outstanding check can be voided and a new issued in its’ place. I have spoken with the individual and he has misplaced the 2009 check.
I will continue to pursue the two outstanding personal property tax bills. I’m hopeful of an update next month, John Haberli and DC Blasting.
I called the assessor office in regard to Sweet Lou’s; they did have them off the personal property list, not sure why they received a bill. That property has been put in JJ of Jacksonport name. - Presented by Treasurer, Carol Oram. Motion (Jeanne/Randy/Passed) to accept the treasurer’s report as presented.
Committee Reports. Little Bit LeClair, the Town representative serving on the Door County Tourism Zone Commission requested that the Town consider passing a resolution affirming the commitment of the town to remain a member of the Door County Tourism Zone Commission after January 1, 2012.
Joe Jarosh summarized the agenda items for the March 29, 2010 Jacksonport Community Marketing Funds Committee meeting.
Motion (Randy/Jeanne/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. Sue Jarosh said the Jacksonport Business Association would like to install a sign in Lakeside Park for the Jacksonport Farmers Market. Kari Anderson said that there were lines hanging down to the ditch near Junction Road. It was assumed they were phone lines, not in use. Joe Jarosh reminded people that the Annual Easter Egg hunt would take place in Lakeside Park on April 3rd.
County Board No report Nancy Bemmann was absent.
Jeanne contacted Randall Nesbitt regarding the intergovernmental agreement regarding Schauer Park. She authorized Randall Nesbitt to work directly with Grant Thomas to work out the details of the agreement. They both were satisfied with the agreement. Motion (Jeanne/Randy/Passed) – Jim opposed. “To approve the intergovernmental agreement regarding the County’s development and operation of a harbor of refuge, expanded launching opportunities and other outdoor recreational uses at Schauer Park. In addition, Supervisor Jeanne Majeski is authorized, along with Eileen Phetteplace, Town Clerk, to execute this agreement on behalf of the town.”
Motion (Randy/Jeanne/Passed) to advertise for bids on the following roads:
Hillside Rd - .6 miles
Option #1 - .6 miles Bagnall Rd (Cty T – Kiehnau Rd)
Option #2 - .25 miles of W Bagnall Rd
Option #3 - .57 miles of Clark Lake Rd
Randy Halstead will handle distributing contract documents. Bids are to be delivered to Eileen Phetteplace.
Motion (Jim/Jeanne/Passed) to adopt Resolution #2-2010, declaring Thursday, May 13, 2010 as Tourism Day in the Town of Jacksonport.
The Jacksonport Advancement Corporation and the Jacksonport Women’s Club proposed their partnership to pay for the cost of the proposed electrical work in the shelters at Lakeside Park. Motion (Randy/Jeanne/Passed) to approve the go ahead of electrical work at Lakeside Park.
Motion (Jeanne/Randy/Passed) to switch the long-distance service at the Town Hall/Fire Station from AT&T to Verizon’s Freedom Plan. The clerk will make the arrangements.
Motion (Randy/Jeanne/Passed) to keep the same contractors for mowing and clean-up services in the town park and town cemetery. Bill Sampone will handle the work in Lakeview Cemetery and Around the Yard will handle the work at Lakeside Park.
Motion (Jim/Randy/Passed) to authorize spending up to $300 a door to remove the Fire Department signage on the 1988 truck, which will now be used by the town maintenance person. The motion also authorized replacement with the Town logo and website information.
Alvin Scharrig gave notice that he is resigning from the Jacksonport Land Use committee. Alvin also stated that George Bagnall has also said that he is no longer a member of the Jacksonport Cemetery committee.
Reminders: – Jacksonport Annual Town meeting scheduled for Tuesday, April 13, 2010 at 7:30 p.m.
– Town recycling will be held the second and fourth Saturday during April through October from 10:00 a.m. – 1:00 p.m. at the ball field
