June 28, 2011 Town Board Meeting



TOWN OF JACKSONPORT BOARD MEETING
Tuesday, June 28, 2011 at 7:00 p.m. at the Town Hall

Chairman Alvin Birnschein called the meeting to order at 7:00 p.m.

Pledge of Allegiance was led by Al Scharrig.

Chairman Alvin Birnschein, Supervisor Randy Halstead, Supervisor Tom Wilson, Treasurer Carol Oram, and Clerk Elissa Taylor were present.

Motion(Alvin/Tom/Passed) to accept the agenda for the June 28, 2011.
Motion(Tom/Alvin/Passed) to accept the minutes of the Town Board meeting of May 24, 2011 as presented.
Motion(Randy/Tom/Passed) to accept the minutes of the June 4th Board of Review
Motion(Alvin/Tom/Passed) to accept the minutes of the Special Meeting on June 4th, 2011 to approve License renewals.
Motion(Tom/Alvin/Passed) to accept the minutes of the Special Meeting-Roads Discussion on June 13, 2011.


Treasurer’s Report: ”We received a payment of $156.27 from Door County Tourism Zone Commission for April collections. From the State we have received $477.66 for payment on lands under managed forest law, and a check from the County for 2010 recycling rebate in the amount of $1,125.05.I have only received money from one of the three overdue personal property tax bills. D.C. Drilling & Blasting did forward a check in the amount of $500.00, but at this rate it would take them 10 month to pay the full amount owed to the town. I have placed phone calls to the remaining two. They promised to put checks in the mail.”
Carol Oram asked Alvin to contact D.C. Drilling their overdue property tax bill.

Committee Reports: Jacksonport Parks Committee
Community Marketing Funds

Motion(Tom/Randy/Passed) to approve payment of accounts

Public Comment: Rob Hultz is in the process of opening a bird sanctuary in Jacksonport and wished to introduce himself to the community. Dave Swanson of Clark Lake Ct. requested of the Board that a “No Parking” sign be installed at the boat launch to reduce congestion. Little Bit LeClair asked as to the status of the buoy order to mark the pilings. The buoys will be shipped 7/1. Sue Jarosh commented on the success of the Tuesday Farmer’s Market in Jacksonport. And Jeanne Majeski, prior town chairperson, provided very positive input of her own and from various townspeople, on Peil’s performance as our contracted Snow and Ice control for the 2010-11 season. She asked that the board consider strongly allowing Peil to re-bid the contract for this next year.

Motion(Randy/Tom/Passed) to renew snow and ice control with Peil for the 2011-12 season.

Town Insurance – Tom Wilson set a date of July 15th, 2011 to review the current policy and possible alternatives.

Road status – A letter was received from Northeast Asphalt relieving the Town of it’s contract obligations on the Jorn’s Road repair. The Town will pay the County Highway Department $2650 to widen Town Line Road for improved boat launch parking. Alvin will seek cost sharing for this project from the Town of Sevastopol. The bid package for Hillside Road and other minor repairs is ready to go with a Class II notice to be published the first and second weeks in July and bids to be due by the next board meeting.

Motion(Tom/Randy/Alvin abstained) to authorize Alvin to do the grinding work on the Clark Lake boat ramp. Costs not to exceed $500.00. This motion supercedes a motion passed at the February 22, 2011 board meeting to “remove broken asphalt, excavate up to 24” & lay 10” of stone at a rough estimate of $2700.00.

Clark’s Lake Dam- there will be no further action taken with regards to Ordinance No. 01-2011 “A sole Ordinance for watercraft prohibition at the Clark Lake Dam and spillway and prescribing penalties for violations thereof”. It will not be enacted or enforced.

Farmland Preservation – No interest has been shown by any citizen of Jacksonport in this program

Motion(Randy/Tom/Passed) to approve interim funding for the Door County Coastal Byway Program of $300.00. All other participating municipalities are doing the same. The funds are to come out of the Economic Development account. Next year and annually thereafter, dues will be $500.00.

Motion(Alvin/Randy/Passed) to accept the Supervisory Redistricting Ward Plan as it pertains to Jacksonport.

Motion(Tom/Randy/Passed) to adjourn. Meeting was adjourned at 8:35 p.m.
