TOWN OF JACKSONPORT BOARD MEETING
Tuesday, June 26, 2007 at the Town Hall

The meeting was called to order at 7:02 p.m. by Chairman George Bagnall.

Pledge of Allegiance was lead by Alvin Scharrig.

Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Treasurer Carol Oram and Clerk Eileen Phetteplace.

Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the June 26, 2007 meeting as presented.

Motion (Jeanne/Aaron/Passed) to accept the minutes of the regular Town Board meeting of May 22, 2007 as presented.

Motion (Jeanne/George/Passed) to accept the minutes of the Special Town Board, subject town roads meeting of June 12, 2007 with a correction. The correction should be, “three bids and one estimate” rather than four bids.

Motion (Aaron/Jeanne/Passed) to accept the minutes of the Special Town Board, subject town roads meeting of May 2, 2007 as presented.

Motion (Jeanne/Aaron/Passed) to accept the minutes of the Town Board of Review meeting of June 16, 2007 as presented.

Treasurers Report:
Bank Balance as of May 31, 2007 $236,558.54. This has been a quiet month. The town still has one outstanding personal property bill. Another bill has been issued to them. The treasurer has all the requested liquor licenses and everyone has been notified. Licenses must be paid for and picked up no later than June 30th. Motion (George/Aaron/Passed) to accept the treasurer's report.

Meeting open for public comment. David Rack, Phyllis Zatlin, Tom Donavon and Eric Wickstrom, as spokesman for the Southeast Jacksonport Neighborhood Association, spoke in turn, expressing opposition and or concern with the Town Board supporting a feasibility study at the Schauer Park area.
No County Board report.
The Jacksonport Land Use Committee reported that on July 30th there will be a County Land Use Inventory Map Review Meeting. It will be an opportunity to review the Towns land use maps and recommend any changes before they are finalized.

Paul Schumacher, President of the Clark Lake Advancement Association presented the findings and recommendations from the Clark Lake Watershed Study. The Study was conducted by the University of Wisconsin – Stevens Point, with help from the Wisconsin Department of Natural Resources, The Nature Conservancy and the Ridges Sanctuary and numerous volunteers.
Jamie Forest, from the Lakeshore Natural Resource Partnership (LNRP) requested sponsorship and Town support to place signage on public access points to the water. The signage would print the phone number 1-(800)-TIP-WDNR, 1-(800)-847-9367 asking citizens to call in any Environmental Violation. Sponsorships begin at $250.00. Motion (Jeanne/Aaron/Passed) to grant permission to place the signs on the Town of Jacksonport properties.
Motion (Jeanne/Aaron/Passed) to pass Resolution No. 2-07 “In support of Schauer Park Project” – [. . . “that the Jacksonport Town Board hereby supports the effort for said “safe harbor” at the proposed Schauer Park Launch facility and extends an offer to share the costs for such ‘feasibility study’ in the amount of $6000.00.”]
Motion (Aaron/George/Passed) to pass Resolution 3-07, Resolution Petition for County Aid in Construction of a Bridge. The work will be on a bridge on Loritz Road, the estimated cost is $1100.
Kerber Rose to take care of all accounting for the Door County Tourism Zone Commission.
Motion (Jeanne/Aaron/Passed) to allow Mike and Penny Williams to purchase space on the Town of Jacksonport memorial stone in Lakeview Cemetery for their names.
Motion (George/Jeanne/Passed) to accept Scott Constructions bid to perform road work on Elm Road from County V to Junction Road 1.25 mile by 20 feet, for $12,363.00. They also accepted the bid to perform patch seal coating on Elm Road, not to exceed $2,743.00.
Motion (Aaron/George/Passed) to transfer $5000 from the Fire Department savings account into the Town general checking account. The funds are to be used to pay for the department’s portion of the required 5% matching funds for regional radio upgrade grant. Ref FEMA award #EMW-2006-FG-09763.

- Tourism report – Door County Visitor Bureau

Invoices were submitted for approval.

Motion (Aaron/Jeanne/Passed) to adjourn the meeting. The meeting adjourned at 9:32 p.m.
