TOWN OF JACKSONPORT BOARD MEETING
Tuesday, June 23, 2009 at 7 p.m. at the Town Hall

Acting Chair Jeanne Majeski called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Ben Logerquist.

Present: Acting Chair Jeanne Majeski, Supervisor Randall Halstead,
Clerk Eileen Phetteplace. Treasurer Carol Oram was absent.

Agenda. Motion (Jeanne/Randall/Passed) to accept the agenda for the
June 23, 2009 meeting as presented.

Motion (Jeanne/Randall/Passed) to accept the minutes of the Town Board
meeting of May 26, 2009 as presented.

Treasurer Report: The town has 2 outstanding personal property tax
bills.
Sweet Lou’s. Is this bill collectable? Due is $229.81
Also outstanding is D C Custom & Blasting, Inc. Amount due is
$2,949.84
Door County Tourism a check for $71.44, April collections.
Received payment from the State of Wisconsin in the amount of $458.35
for land entered under Managed Forest Law.
Jacksonport has 2,171.70 acres under Managed Forest Law @ .20 an acre
and 120 acres under Forest Crop Law @ .20 an acre. 20% of these
dollars is paid to the county.

(Randall/Jeanne/Passed) to accept the treasurer’s report as
presented.

Committee Reports. LittleBit LeClair gave a report on the Door County
Tourism Zone. She is now the secretary of that group.

Public Comment. BJ Cassidy asked for clarification on the process for
appointing a new Town Chairperson.
Lisa Bieri stated her support of Randy Halstead as the new town chair.

Joe Jarosh summarized the Jacksonport Business Association Marketing
Committee meeting. All of the organizations represented in the
Jacksonport brochure are represented on that committee.
Ben Logerquist let the people know that he supports Randy Halstead as
the potential new chairman.
Richard Knowles gave reasons for supporting Jeanne Majeski as the
potential new chairman.

County Board report presented by Nancy Bemmann.

Eileen reported that renewal liquor licenses were issued for the
following: Bley’s Grocery (Wayne Bley), Mr. G’s (Bob Geitner), Simon
Creek Vineyards, LLC (Thomas Lawrie), Square Rigger Lodge (Elizabeth
LeClair). A new alcohol beverage license for: J.J.’s (James Johnson)
was also issued.

The five people that submitted letters of interest for the Town Chair
position were in attendance at the meeting. The people were current
Town Supervisors Randall Halstead and Jeanne Majeski. Michael Serpe,
James Sarosiek and Ron Schultz were also indicated they would be
willing to accept the appointment as Town Chairperson. All were given
an opportunity to answer similar questions. After a failed motion made
by Eileen to appoint Jeanne Majeski and then a second failed motion
made by Randy to appoint Michel Serpe the Motion
(Eileen/Jeanne/Passed) to table the issue.

Motion (Jeanne/Randall/Passed) to renew the liquor licenses for:
Bley’s Bar (Todd Polster), and Mike’s Port Pub (Michael Lautenbach).

Motion (Randall/Jeanne/Passed) to have Dan Vanderleest to handle the
bids for the three chamber replacement tank work needed at the
Jacksonport Town Hall/Fire Station. Tom Ash will let Dan know.

Frank Forkert, Supervisor from the Town of Liberty Grove gave the
following presentation concerning the Scenic Byways Designation.

Managed by the Wisconsin D.O.T.

Encourage Tourism
Sponsored-managed by local municipalities on federal and state
highways NOT scheduled for major improvements!
Funding is
- 80% Federal
- 20% Local Government
Local Scenic-Byways Assessment
A committee does a Corridor Management Plan CMP
1. Defines scenic and historical sites – also archeological
2. Makes a detailed map
3. Takes 20 to 30 photos
4. Creates a written narrative
5. Completes lots of forms!
Application includes:
1. A vision statement
2. 2 Goals
3. Protection needs
4. Outlines promotion
5. Defines working agency
6. Lists historic designated structures
Requirements
1. Identify business area
2. Determine existing off-site signage
3. Define needs for
A. Interpretation centers
B. Scenic outlooks
C. Bike trails
4. Pass resolutions by 70% of local governments
Signage Rules
1. Existing off-site signs stay
2. On-site signs old & new are not affected
3. Speed, warning and all permitted directional signs are not
restricted by Scenic-byways rules
If Business Areas ARE Included
1. No new off-site signs permitted
2. Existing off-site signs can remain
3. All old and new on-site signs are permitted
THEN
Local Governments MAY compete for grant funds on an 80%/20% basis
If Business Areas ARE EXCLUDED
1. New off-site signs can be added
2. Old and new on-site signs will be permitted
THEN
Local Government CANNOT compete for grant funds
Wisconsin D.O.T. Reviews:
1. Corridor Management Plans
2. Verifies all resolutions
3. Assesses overall compliances
4. Recommends approval by Wis D.O.T.Secretary as a Wisconsin Scenic
Byway
5. Secretary approves
TO BE DECIDED?
1. Establish a joint committee?
2. Define exact route
3. Establish deadlines
4. Schedule public meetings
5. Write articles for publications
6. Complete all C.M.P.’s

Motion (Randall/Jeanne/Passed) to pass Resolution 3-2009, Supporting
Scenic Byways Designation.

Motion (Jeanne/Randall/Passed) to accept Lakes Gas Company’s bid for
propane gas service for the sale of propane until March 31, 2010. The
price agreed will be $1.289 per gallon for 3000 gallons.

Eileen said the Town will need to budget approximately $5,000 for new
election equipment in 2011.

Jeanne agreed to be named as the contact for reserving the pavilions
in Lakeside Park and the ball field.

Reminders:
– Town recycling will be held on May 30th due to Maifest
– Open book is scheduled for the 13th day of August, 2009 at the
Jacksonport Town Hall from noon to 4:00 p.m., the 14th day of August,
2009 from 9:00 a.m. to noon and 1:00 p.m. to 6:00 p.m. and
additionally on the 15th day of August, 2009 from 8:00 a.m. to noon.
Board of Review will be held the 12th day of September, 2009, at 10:30
a.m.

Petition for Zoning Amendment - Text (Applicant: Resource Planning
Committee, Tax Parcel No: N/A) – [The proposed amendment would change
section 2.02 (h) to the Door County Zoning Ordinance and delete
existing 2.03(1)] Motion (Jeanne/Randall/Passed) to support the
request because it would simplify and make the whole process easier.

Correspondence was made available to the Town Board members.

Jeanne read the following letter from County of Door Emergency
Services, Richard Burress, Director:

May 29, 2009


Dear Municipal Leaders,

As Emergency Services of Door County starts to ratchet up for the busy
tourism season, I am reminded of just how important the First
Responder component is to our overall operation. The cadre of
community members who work to support this program is noteworthy.

Your municipal support of the First Responder operation in your area
is to be commended. Please extend our appreciation for their service
to your first responder group.

Motion (Jeanne/Randall/Passed) to accept and approve payment of the
invoices which had been submitted to the Town.
