June 22, 2010 Town Board Meeting

TOWN OF JACKSONPORT BOARD MEETING
Tuesday, June 22, 2010 at 7 p.m. at the Town Hall

Chairperson Jeanne Majeski called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Al Scharrig.

Present: Chairperson Jeanne Majeski, Supervisor Randy Halstead, Supervisor Tom Wilson, Clerk Eileen Phetteplace and Treasurer Carol Oram.

Agenda. Motion (Tom/Randy/Passed) to accept the agenda for the June 22, 2010 meeting as presented.

Motion (Randy/Tom/Passed) to accept the minutes of the Town Board meeting of May 25, 2010 as presented.

Treasurer Report: We now have one outstanding personal property tax bill. I’ve received another payment toward this outstanding bill. We have received $1512.91 for our recycling rebate for the County of Door.
Door County Tourism sent a check for $107.71 for late March collections. Another check was received in the amount of $174.80 for the April collections. A check was received from State of Wisconsin general operations for $62.00 for the spring general elections. - Presented by Treasurer, Carol Oram. Motion (Tom/Randy/Passed) to accept the treasurer’s report as presented.

Committee Reports. Little Bit LeClair, the Town representative serving on the Door County Tourism Zone Commission reported that the Executive Committee will now meet every other month.
Joe Jarosh reporting for the Jacksonport Parks Committee said the committee would like parameters from the town board, giving them direction regarding their budget. He stated that the shelter need hard surfaces due to sanitary and safety issues. Blacktop would cost approximately $3,900, concrete would be about double.
Joe Jarosh summarized the agenda items for the June 28, 2010 Jacksonport Community Marketing Funds Committee meeting. Jacksonport.net website; a. introduction by Mike Jarman of Boettcher Communications b. view updated and upgraded Jacksonport.net website c. comments, corrections, suggestions.
Sue Jarosh summarized the scenic byways meeting held on June 9, 2010. She said the July 19, 2010 meeting will be a planning meeting and the presentation materials are available online. She would email them to the town board members.

Public Comment. Sue Jarosh said the Jacksonport Farmers Market has been very successful and well attended, with 11 vendors there.
County Board report presented by Kari Anderson.
Jeanne stated that the road work on Bagnall Road went approximately $15,000 over-budget due to subsoil and bedrock conditions. Approximately $16,500 in extra gravel was required.
Eileen reported that the town received two bids for ditch mowing. The bids were opened: Peil Construction bid a total of $10,425.00 mowing twice during the 2010 summer/fall season. Total Lawn Care bid a total of $13,800.00 mowing twice during the 2010 summer/fall season. Motion (Tom/Randy/Passed) to accept Peil Construction’s bid as proposed.
Motion (Tom/Randy/Passed) to restripe the parking lines on Highway 57 and go with Bissen for $1400.
The town board also decided to get a bid from Fahrner Asphalt for crack filling on the following roads: Butts Road, Sunny Slope Road west of County T, Berger Road, Schauer Road, Memorial Road or any other roads that they recommend receive crack-filling at this time.
Motion (Randy/Tom/Passed) to go with Gasco as the provider of propane gas service for the 2010/2011 winter season. Eileen with notify both Lakes Gas and Gasco of the decision.

The decision to possibly upgrade the Town Clerk computer was postponed until the 2011 budget was prepared.

Motion (Randy/Tom/Passed) to go with Option #2 rekeying current locks for $260 from DC Locksmithing.

Motion (Jeanne/Tom/Passed) to not support the request – Petition for Grant of Variance (Applicant: Mark & Sarah Basch) – Tax Parcel No. 016-00-17292711A [the applicant petitions the Door County Board of Adjustment for a variance from Sections 3.04(1) which requires new lots to be at least 20 acres and have at least 600’ in lot width. The applicant proposes to create two new lots that do not meet Section 3.04(1). The Jacksonport Town Board voted in Non-support of the Petition for Grant of Variance for Mark and Sarah Bosch because the Town has designated this area for 20 acre home sites and there is no unique property limitations and is no unnecessary hardship demonstrated which makes splitting this acreage into two lots necessary. In addition, the property owner can maintain eligibility to re-enroll the property in the Managed Forest Law Program without granting the variance.

Correspondence was made available to town board members.

Motion (Randy/Tom/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
