July 27, 2010 Town Board Meeting
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, July 27, 2010 at 7 p.m. at the Town Hall
Chairperson Jeanne Majeski called the meeting to order at 7:00 p.m.
Pledge of Allegiance was lead by Al Scharrig.
Present: Chairperson Jeanne Majeski, Supervisor Randy Halstead, Supervisor Tom Wilson, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Randy/Tom/Passed) to accept the agenda for the July 27, 2010 meeting as presented.
Motion (Randy/Tom/Passed) to accept the minutes of the Town Board meeting of June 22, 2010 as presented.
Treasurer Report: Nothing major this month, other than normal collections. I have been getting phone call in regard to the last payment of property taxes due the end of this month. All liquor licenses have been picked up and monies collected. We did receive from the State of Wisconsin a check in the amount of $5,070.56 for fire dues. I have been receiving monthly payment toward our outstanding personal property tax bill. - Presented by Treasurer, Carol Oram. Motion (Tom/Randy/Passed) to accept the treasurer’s report as presented.
Committee Reports. Tom Ash reported that Fire Advisory Committee members Tom Wilson and Eric Wickstrom have resigned from the committee. Thus they need to advertise for two new members.
Joe Jarosh speaking as the chairman for the Jacksonport Community Marketing Funds Committee reported that he is extremely pleased with the results of the updates to their website. He receives a Google report indicating hits to the site. Before the updates the site would receive an average of 150 hits a week, the updated website is receiving an average of 350 hits a week. 81% of the hits were new visitors, about ¼ of the visits were inquires regarding lodging.
Motion (Tom/Randy/Passed) to accept and approve payment of the invoices which had been submitted to the Town. Eileen gave Tom Wilson a copy of the 2010 Town budget, Transaction Detail by Account Report 1/1/2010 thru 7/21/2010, and Profit & Loss Budget vs. Actual 1/1/2010 thru 7/21/2010.
Public Comment. Fire Chief Tom Ash stated that Dale Kasten had received the proper permits from the Wisconsin Department of Natural Resources to allow the town fire department to burn down the house on his property for training purposes. The fire department planned to use it on Saturday, July 31, 2010 starting at 7:00 am. The Sturgeon Bay and Egg Harbor fire departments were also going to participate with the training exercise. Tom acknowledged that the house was a really good tool to have for training purposes, and appreciates that it was made available to the town fire department. There was no expense to the town for the use of the house for this training exercise.
County Board report presented by Kari Anderson.
Motion (Randy/Jeanne/Passed) to rescind the motion made June 22 to restripe the parking lines on Highway 57 and go with Bissen for $1400.
Motion (Randy/Tom/Passed) to restripe the parking lines on Highway 57 and go with the Door County Highway Department for their estimate, not to exceed $950, with white paint and reflective glass beads.
Motion (Randy/Tom/Passed) to accept the bid from Fahrner Asphalt for crack filling on the following roads: Memorial Drive, Logerquist Road, Berger Road, Sunnyslope Road, Butts Road and Schauer Road for a total of $4,614.00.
Motion (Tom/Randy/Passed) to purchase an inventory of emergency road signs and posts up to $1,600.00. Randy provided a cost comparison and will order the signs.
Jeanne will look into options regarding the culvert drainage at 5679 Clark Lake Drive and will report back at the next meeting.
DC Locksmithing did the rekeying of the locks for the town. The project turned out to be more complicated than originally quoted. Rekeying current locks plus addendum totaled $671.25. The project is completed and Eileen has distributed the keys and is keeping a record of who has a key.
Motion (Randy/Tom/Passed) to allow town taxpayers to borrow picnic tables, tables and chairs. They may be taken off-site and must be returned in good condition. They must use the Equipment Usage Request Form developed by Joe Jarosh of the Jacksonport Parks Committee. When the items are returned the form must be signed by a town board member or the maintenance person. The bleachers cannot be borrowed or removed from the ball park.
The title to the Mac fire truck needs to be transferred to the Jacksonport Fire Fighters Association. After the title is transferred the insurance needs to be dropped.
Motion (Jeanne/Randy/Passed) to approve the mailing of a letter requesting donations to go out to the community from the Jacksonport Fire Department. Jeanne will work with the fire department on the wording of the letter.
Motion (Tom/Randy/Passed) to have Jeanne negotiate with Eric Peil and see what he would be willing to pay for storage space at Port Storage. The space would be shared by the Town of Jacksonport and Peil Construction, to provide space for the town maintenance equipment & truck.
Motion (Tom/Jeanne/Passed) to accept the bid from Jason Wilke for the Phragmites australis control project in the Town of Jacksonport. The total service charges for this project will be $451.00.
Jeanne will arrange to have Carrie Web of the Wis. DNR come up to Door County and look into the permit for a boat launch on Clark Lake Court. The cost of the permit will be $50.00.
Motion (Tom/Jeanne/Passed) to donate $10 to the Wisconsin Towns Association to help defray the cost of the WTA Wisconsin hospitality at the Washington DC convention.
Motion (Jeanne/Tom/Passed) to support the Application for Conditional Use Permit (Applicant: Episcopal Church) – Tax Parcel No. 016-00-22292711C [The proposal is to construct an addition for use as a fellowship hall, small kitchen area, restrooms and some storage. A Conditional Use permit is required for this type of church addition. 18 parking spaces are required. All standards have been met.] The Town Board voted in support of the application because the Town Board members felt it would greatly improve the parking facilities for people using the church. Currently they park along both sides of County Road V, creating a dangerous situation. Secondly they felt the additional facilities at the church would be good for the community.
Motion (Jeanne/Randy/Passed) to not support the Petition for Zoning Amendment - Map (Applicant: Thomas Shepherd) – Tax Parcel No. 016-00-22292741G1 & G2 [Petition to rezone two lots from SE (Small Estate) to MC (Mixed Use Commercial).] The Jacksonport Town Board voted against supporting the application because the Town Board members would have liked to see a long range plan for the property or a clearer reason for the change. They specifically wanted of know the intent of the change.

Correspondence was made available to town board members. The correspondence included a copy of a letter from Pinkert Law Firm, regarding Door County Environmental Council Proposal Regarding Animal Waste Issues, from Randall Nesbitt.
