TOWN OF JACKSONPORT BOARD MEETING
Tuesday, July 27, 2004 at the Firestation
The meeting was called to order at 7:00 p.m. by Chairman Alvin Birnschein. Present: Chairman Alvin Birnschein, Supervisors George Bagnall and Jeanne Majeski, and Clerk Eileen Phetteplace.
Alvin Birnschein pointed out that it has become almost universal that minutes are no longer read aloud in the meeting in which they are to be approved. The Town Board will receive their Minutes prior to the regular monthly board meeting and will point out any corrections which need to be made at the next meeting. The minutes of the regular meeting of June 22, 2004, were ordered corrected to show that no laundering of towels, was to be provided by the Kathy Meister's Cleaning Service. Motion (Jeanne/George/Passed) to accept the minutes as corrected. The minutes of the Special Town Meeting to discuss the Jacksonport Town Hall Remodeling, held June 30, 2004, were ordered corrected to show that Jeanne Majeski was in attendance. (George/Jeanne/Passed) to accept the minutes as distributed for the Special Town Meeting to review sample ordinance titled "Town of Jacksonport Building and Mechanical Code", held June 30, 2004.
Meeting open to Public Comment:
Bob Schutt reported the approval for additional double-yellow lines in Jacksonport. They should be painted in 2 to 3 weeks.
Treasurer Carol Oram joined the meeting in progress. Treasurers Report: Treasurer Carol Oram reported as of June 30, 2004, a balance of $185,382.08. All Liquor License Fees were collected. The Clark Lake Advancement Association donated $500 towards the Town Hall renovations. Motion (George/Al/Passed) to accept the treasurer's report.
Meeting open to Public Comment:
Ben Logerquist said that Frontier Wilderness has donated $375 for EMS equipment.
John Witteborg, Lois Stewart, and Laura Stewart spoke, requesting that the Town consider not doing any work on Logerquist Road.
Tom Cassidy suggests that the town dig out a drainage ditch on Clark Lake Drive.
Father Bryon suggests posting a speed limit and supports the proposed work for Logerquist Road. He also requests a warning sign indicating the use of farm equipment on Logerquist Road.
Richard Knowles commented on bicycle traffic on Logerquist Road. Suggests reduced speed.
Additional comments regarding Logerquist Road were made by Morag Hornsby, Carolyn Stewart, Douglas Stewart, Judy Johnson, Margaret Wahlen, Esther Bagnall and others. Some names were not recorded, because the Town Clerk could not identify the person speaking.
Alvin Birnschein reminded people that the proposed work on Logerquist Road was discussed at the Annual Town Meeting in April 2004. He also stated that the Town will receive $35,000 back from the State of Wisconsin, from the TRIP Program, toward the work on Logerquist Road.
County Board report presented by Keri Anderson. Highlights include:
- EMS Station in Sister Bay has opened as of July 19th
- New paramedic hired - Aaron LeClair
- First Responders of Jacksonport applied for Homeland Security Grant, requested $1,000 to upgrade their radios, $500 in the process of approval
- Soil and Water presentation by Vinne Schmoe. He says beach monitoring program going well
- Town of Union adopted their own Town Zoning Ordinance
- Board of Adjustments hearing a variance request for Towers
- County Board has received Annual Reports from the Planning Department, Sheriffs Department, Circuit Court and Baylake Regional Planning
- County Highway shop will be completed by the end of August
Weight Limits for Roads (Memorial Drive and Jorns Road) Motion (George/Jeanne/Passed) to approve Ordinance No. 02-04 Regulation of Weight Limits for Vehicles on Town of Jacksonport Roads. Clerk will have Ordinance No. 02-04 published.
Contract with Independent Inspections, Ltd. for building inspections. Motion (Jeanne/George/Passed) to accept Ordinance No. 03-04 Section comm 61.70, Building and Mechanical Code. Clerk will have Ordinance No. 03-04 published.
Town Hall renovations. The remodeling committee decided to go ahead with time and materials. Motion (Al) to put electrical portion of work out on bid, no second, motion dies. Motion (George/Al/Passed) to proceed with the Town Hall renovations.
Onyx Recycling Service Agreement. - Postponed.
Road contracts and work. Received two sealed bids. Received two bids from Scott Construction. One bid for Clark Lake Drive - .44 mile x 16', (Approx. 280 ton of mix will be used with a hot oil seal coat applied - $14,990.) One bid for seal-coating and patching on various roads in the Town. (Portions of Bocheck Lane, Ehler Road, N. Cave Point Drive, Town Hall Tennis Court, Elm Drive, Memorial Rd, Willow Road - $6,250.00). Motion (Jeanne/George/Passed) to accept the bids from Scott Construction.
Received two bids for the work on Logerquist Road - Berger Road to O'Brien Road. One bid from The Bissen Co at $23.75 cost per ton. One bid from Door County Highway Department at $23.25 cost per ton. Jeanne Majeski questioned partial bid process. Requests written clarification that partial bid is appropriate. Motion to go forward with this project, proceed and get the job done (George/Al/Passed) - opposed/Jeanne. Motion to give the bid for 1,510 tons of blacktop to Bissen Blacktop for $23.75 per ton. (Al/George/Passed) - opposed/Jeanne.
Schauer Park boat launch. George Penny gave the Town Board some "Food for thought". Is the Town interested in
researching the possibility of building a boat launch at Schauer Park? The DNR determined it might work. He presented
several options.
- Significant launch facility
- Partnership
- Turn responsibility over to someone else. (Possibly County Park)
- Part funded by State of Wisconsin (50% grants possible)
- Feasibility Study in the range of $15,000 - $25,000 to find out if it could be a launch of significance.
Please consider it and get back to him. Requests that the Town invite him back again.
Report by Patrick Eaton. Patrick supplied a graphic illustration to point out problems with traffic, especially during the Mayfest and Cherry Days Festivals. The graphic suggests a left turn only lane at the intersection on Highway 57 and County Highway V. (a copy of the graphic is attached to the minutes). Al
will take the comments to the Highway committee.
Patrick pointed out that it is not legal to use ATV's on highways.
Ms. Hutchinson wants to address ATV use. Jeanne Majeski suggest Ms. Hutchinson look into
working with the DNR to guide her with the guidelines regarding development of ATV routes.
Recreation Pavilion - use and keys for Town Officers. Currently Tom Ash and Brad Bley have keys. Table
(Al/George/Passed).
Door County Planning Department. Petition for Zoning Amendment - Text - Proposed Amendment to Section 2.05(3) and create a new definition in Section 13.02 of the Door County Zoning Ordinance (Applicant: Don and Louise Klussendorf) Motion (Jeanne/George/Passed) to support the petition. Clerk will so advise the Door County Planning Department.
Clerk to Post Notice that the Town Board members may be attending the Wisconsin Town Association Meeting on August 5, 2004.
