July 26, 2011 Town Board Meeting


TOWN OF JACKSONPORT BOARD MEETING
Tuesday, July 26, 2011 at 7:00 p.m. at the Town Hall

Chairman Alvin Birnschein called the meeting to order at 7:02 p.m.

Pledge of Allegiance was led by Al Scharrig.

Chairman Alvin Birnschein, Supervisor Randy Halstead, Supervisor Tom Wilson, Treasurer Carol Oram, and Clerk Elissa Taylor were present.

Motion(Randy/Alvin/Passed) to accept the agenda for the July 26, 2011.
Motion(Tom/Randy/Passed) to accept the minutes of the Town Board meeting of June 28, 2011 as presented.

Treasurer’s Report: “July was a quiet month, normal activity. I have received another check from D.C. Drilling and Blasting for $300.00. I also made a third call, plus sent another invoice to Lester Birnschein Lawn Cutting/Welding requesting payment for their overdue personal property tax bill.” Carol Oram also presented an Important Reminder Notice from the County “……..no county employee or official may solicit or accept from any person, directly or indirectly, anything of value if it could reasonably be expected to influence the such county employee’s actions or judgment, or could reasonably be considered as a reward for any official action or inaction on the part of such county employee or official”. The wording in Statute 19.59 uses the words “public official” in lieu of “county employee or official.”

Committee Reports: None

Motion(Randy/Tom/Passed) to approve payment of accounts

Public Comment: Alvin Birnschein read a letter written by the Town of Sevastopol informing Jacksonport that the Clark Lake Advancement Association has agreed to provide assistance in the monitoring and protecting improvements made to the Clark Lake Launch area at Town Line Road, and that the Association has proposed removing a tree and a stump in order to widen the access lane, doing some minor grading and a few other enhancements to make the launch useable for the winter season, while preventing damage to concrete, road bed and ramp. The Association will cover any costs.

Motion(Randy/Tom/Passed) to issue the contract for Hillside Road (.60 miles pulverize and re-pave) to Northeast Asphalt. Northeast Asphalt’s bid for this project was $58,594. The only other bid received was from the County at $61,200. Motion(Randy/Tom/Passed) to issue the contract for road repairs on Flok and Maple, Ehler, and Elm to the County. Their’s was the only bid received for these three repairs and quoted a “not to exceed” estimate of $3630 for all three repairs.

Town Insurance – Tom Wilson met with Lawrence Hansen of Maritime, the brokerage firm who has placed all of our insurance needs with Selective. The goal, prior to September 1, 2011 when our policy renews, is to verify that our coverages are adequate, and to see if, with higher deductibles, we can enjoy reduced rates. Tom Ash has been asked to inventory and provide estimates of replacement cost for all fire department equipment and vehicles, and to update authorized driver information. We currently have no coverage for employment practices and are working with Lawrence Hansen to get that corrected.

Motion(Alvin/Randy/Passed) to adopt Resolution No. 2_2011 Resolution for the Establishment of Two Wards

Town Line Road – Alvin Birnschein will ask Thad Ash of Door County Highway to widen the road at the launch in order to allow for trailer parking.

The Bagnall Road project is complete.

Farmland Preservation – After sharing with Mariah Goode of Door County Planning that there has been no interest shown by Jacksonport farmers in the Farmland Preservation program, her response was “We will work off of the basic map we gave the town to review a while back, then – it will at least leave the option of participating open to those shown as “preservation” areas but it won’t obligate anyone to enroll in anything. “The map can be viewed at http://map.co.door.wi.us/planning.

Motion(Randy/Alvin/Passed) to update the Equipment Usage Form to include equipment numbers and to make the form available for pickup at the ballpark.

Ball Parks – Discussion only on raising rates for the use of the ballpark starting with the 2012 season. Joe Jarosh estimated the cost of maintaining the ball park at approximately $1050.00 for a 14 week season. After subtracting the $600 annually that the town receives from teams using the park, the net cost to the town is @ $450. The town clerk was asked by Randy Halstead to research maintenance costs for the ballpark.
