TOWN OF JACKSONPORT BOARD MEETING
Tuesday, July 26, 2005 at the Town Hall

The meeting was called to order at 7:00 p.m. by Supervisor George Bagnall.

Pledge of Allegiance was recited.

Present: Supervisors George Bagnall and Jeanne Majeski, Treasurer Carol Oram, and Clerk Eileen Phetteplace.

Agenda. Motion (Jeanne/George/Passed) to accept the agenda, for the July 26th meeting as presented.

Motion (George/Jeanne/Passed) to accept the minutes of the regular Town Board meeting of June 28, 2005 as distributed. Motion (George/Jeanne/Passed) to accept the minutes of the special Town Board meeting of July 7, 2005 as distributed. The minutes of the special Town Board meeting of July 13, 2005, were ordered corrected to show that any reference to the Door County Highway Department used the word Department rather than shop. The minutes also needed to include (plus 4” of gravel) in the bid description for the road work on the south end of Memorial Drive.

Treasurers Report: Treasurer Carol Oram reported as of June 30, 2005, a balance of $196,046.19. The Town has received $446.61, from the DNR, payment of managed forest crop. The Town has received $4,530.31 from the State of Wisconsin, fire dues distribution. Motion (George/Jeanne/Passed) to accept the treasurer's report.

Meeting open to Public Comment: John Haunfelder directed some questions to Jeanne Majeski. Richard Knowles expressed concern about citizens building fires. Fire Chief Brad Bley said if concerned about a fire, the Sheriffs Department should be the first call made. Tom Ash suggests the Town consider upgrading the playground equipment at Lakeside Park. Patrick Eaton said the Town lost a very good Town Chairman. George Bagnall said we will be sending a letter of thanks to Alvin Birnschein for his years of service, and things he volunteered for. Althea Logerquist spoke on behalf of her husband Ben Logerquist, who wanted it on record, “We the Town are very beholding to Alvin Birnschein. He came at a time, when we really needed someone. He has done a super job, and has worked very hard to work with everybody. Alvin should receive a lot more credit than criticism.” Marlene Larson pointed out that there is known to be one pet buried in Lakeview Cemetery, and suggests that the Town consider dealing with it in the new Ordinance. Richard Knowles pointed out, that at the last special meeting; he heard a serious discussion by the Town Board.

County Board report by Keri Anderson: She reminded us the County-wide burning ban is still in effect.

Town Chair Vacancy. Both Frank Bley and George Bagnall submitted letters of interest to be appointed as the Town Chairman, to finish out the term vacated by the resignation of Alvin Birnschein. Each was interviewed by Jeanne Majeski and Eileen Phetteplace. Motion (Eileen/Jeanne/Passed) to appoint George Bagnall as the Town Chairman for the remainder of this current term. George read aloud and filed the Official Oath of office.

Motion (Jeanne/George/Passed) to pass Resolution #1.05 – Resolution Supporting the Memo of Understanding between the County of Door and the Town of Jacksonport for the Statewide Voter Registration System.

Motion (George/Jeanne/Passed) to issue a picnic license to both the Jacksonport Historical Society and the Kangaroo Lake Association for their proposed gatherings.

Motion (George/Jeanne/Passed) to change the rate of mileage reimbursement from .375/mile to .405/mile, which is the acceptable amount, according to IRS regulations.

Motion (Jeanne/George/Passed) to make improvements, including a handrail, to the entrance area for the Town Hall for safety purposes.

Motion (Jeanne/George/Passed) to go ahead with the shouldering of the south portion of Logerquist Road and have the Door County Highway Department do the work.

Motion (George/Jeanne/Passed) to only hand-patch Bocheck Road this year, and revisit the project next year.

Petition for Zoning Amendment – Map (Applicant: Parent Development, LLC) Motion (George/Jeanne/Passed) to pass Resolution #2.05 indicating that the Town Board does not support the petition to change the zoning classification of Tax Parcel No. 016-00-22292741G1, G2, 44C, from small estate to SF-20. Clerk will so advise the Door County Planning Department.

- Encroaching on town property
- Ball field

Lakeview Cemetery Committee still trying to firm up the definition between resident and non-resident. Robert Kufrin, will email another version of the proposed ordinance to the Town Board members.

Invoices were submitted for approval.

Motion (George/Jeanne/Passed) to adjourn the meeting. The meeting adjourned at 9:35 P.M.
