TOWN OF JACKSONPORT BOARD MEETING
Tuesday, July 22, 2008 at 7 p.m. at the Town Hall
Chairman George Bagnall called the meeting to order at 7:00 p.m.
Al Scharrig led the Pledge of Allegiance.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the July 22, 2008 meeting as presented.
Motion (Aaron/Jeanne/Passed) to accept the minutes of the Town Board meeting of June 24, 2008 as presented.
Treasurer Report: All liquor licenses have been issued and paid for. Town received Wisconsin fire dues in the amount of $4,722.89. Town received $101 form the State of Wisconsin, reimbursement for extended polling place hours for the Spring Election. There are still 2 outstanding personal property tax bills, Lester & Barbara Birnschein for $177.75 and Port Heavy Truck & Equipment Repair for $238.28. A bill issued to Port Heavy Truck has been returned to Carol as refused. Please pass on any info that anyone may have in regard to that business. Check #3121 for Michael Haberli for $39.42 is still outstanding. -Treasurer, Carol Oram Motion (Jeanne/Aaron/Passed) to accept the treasurer’s report as presented.
Clerk reported that the Town has a problem with unauthorized long-distance calls being direct dialed from the Town Hall phone number. Clerk is working with the fraud department of AT&T to contest these calls. Town Board agreed that a block be placed on all international calls. Motion (Jeanne/George/Passed) to accept and approve payment of the invoices (except AT&T) which had been submitted to the Town.
Public Comment.
Daniel Meunier – asked if two properties have really been sold as residential properties by Adam Drossart?
Troy Zacharias – brought up the fact that the Town will be in non-compliance in 2011 if it doesn’t conduct a revaluation. The last year that we have to do the update is 2010. If the town is out of compliance in 2010 the State of Wisconsin will order a revaluation in 2011. He would offer the Town a 2-year deal to spread the cost of the revaluation out over time.
County Board report. No report.
Motion (George/Aaron/Passed) to table the discussion regarding “Beach Storm Water Management, Lakeside Beach in Jacksonport” and bring it back at the August meeting.
Town Chairman opened bids for the TRIP project on N. Cave Pt Drive. The Door County Highway Department withdrew all proposals for paving work for the 2008 construction season. The only bid received was from Northeast Asphalt, Inc. totaling $119,060.49. Motion (Jeanne/Aaron/Passed) to award the work to Northeast Asphalt for the TRIP project plus the .58 portion of N. Cave Pt Drive for $50,683.10. Northeast Asphalt stated in their bid document that if awarded both project to deduct $750.00.
There were three submissions of logo art ideas for an official town logo. The Town Board felt we needed more to choose from and are still requesting submissions.
Greg Coulthurst from the Door County Soil & Water Conservation discussed the County Storm Water Ordinance.
Motion (Jeanne/Aaron/Passed) to use Ferrellgas for propane service for the 2008-09 heating season.
Motion (Jeanne/Aaron/Passed) to call a Special Town Meeting on August 21, 2008 at 7:00 pm for the purpose of discussing opportunities for the Town to sell or purchase property.
Correspondence was made available to the Town Board members.
