Meeting minutes from July 11, 2011
1. Call to order
2. Roll Call: Paul Ozburn, Al Scharrig, Pat Fitzgerald, Bill Schleicher, Chief Tom Ash, and Clerk Elissa Taylor. JR Jarosh was absent.
3. Vote to approve the agenda – passed unanimously
4. Approval of the minutes of the April 11, 2011 meeting – passed unanimously
5. Fire Chief’s report:
• YTD the fire department has responded to 38 total calls – 1 water rescue, 9 structure fires, 3 chimney fires, 2 car accidents, 2 brush fires and 21 EMS calls.
• YTD, the fire department has logged 369 total class hours (3 hours per class), or 123 paid classes.
• YTD the fire department has logged 444 total training hours, as compared to 580 total training hours logged in all of 2010.
6. Public Comment: None
7. Old Business:
• 2011 Budget Update – There is a little over $1000 left in donated funds to be expended in Equipment Purchases before the end of the year. With all the new firefighters that have come on board this year, it is possible that the department will be over budget at the end of the year in the wage account by $1000 to $1500, but the fire chief is looking to adjust in other accounts.
• Proposed Knox Box Ordinance – Would require a lock box to be placed outside the home with a key to the home held within, and cost the homeowner approximately $160.00 to purchase and install. Tom Ash would like to see an ordinance making this mandatory for alarm structures, commercial and new construction, and voluntary for everyone else. This ordinance draft will be prepared for committee approval by the next meeting of the Advisory Fire Committee.
• Driveway Ordinance – The Town Clerk’s office has one on file dated January 2008. A copy will be forwarded to the Fire Chief for review.
• Proposed Building ID Ordinance – the decision was made to table further discussions regarding this matter to a later date.
• The Jacksonport Fire Department savings was overdrawn by $4066.22 to supplement the 2011 Capital Outlay Budget. These dollars will be returned to the savings.
8. New Business:
• A copy of the Northern Door Mutual Aid Agreement was provided to the committee members by Fire Chief Tom Ash for information purposes only.
• A comparison of costs of operations for fire services in 10 municipalities throughout Door County was provided to the committee members. The comparisons ranked Jacksonport third lowest in terms of cost per sq. mile of coverage and fourth lowest in terms of cost per townsperson. Tom Ash will ask the details of other town’s budget numbers at the next meeting at the next meeting of the Fire Chief’s Association.
• Ordinance 01-2009 The Jacksonport Volunteer Fire Department – A redraft of this ordinance, primarily with regard to duties, performance standards and compensation, shall be presented to the Advisory Fire Committee for review and approval at the next meeting.
