TOWN OF JACKSONPORT BOARD MEETING
Tuesday, January 23, 2007 at the Town Hall
The meeting was called to order at 7:05 p.m. by Chairman George Bagnall.
Pledge of Allegiance was lead by Alvin Scharrig.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Treasurer Carol Oram and Clerk Eileen Phetteplace.
Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the January 23, 2007 meeting as presented.
Motion (Jeanne/Aaron/ Passed) to accept the minutes of the regular Town Board meeting of December 19, 2006 as presented.
Treasurers Report: Tax collections will be held, Jan. 27th 10:00 AM until noon and Jan. 30th 6:30 PM until 8:00 PM. Full or first installments must be made by January 31, 2007 or postmarked as of that date.
Ending bank balance for December of 2006 was $791,307.75. Monies paid out from taxes collected as December 31, 2006 were as follows:
Sevastopol School $333,037.56
Northeast Wisconsin Tech College $95,574.11
State of Wisconsin $11,442.94
County of Door $201,983.33
Town of Jacksonport $96,128.11
Dog licenses will be issued in the next few weeks.
Motion (Jeanne/Aaron/Passed) to accept the treasurer's report.
County Board report presented by Kari Anderson.
Meeting open to Public Comment: Robert Schrank encouraged the Town Board to keep the Schauer Park facility open. Tom Maher submitted 19 more signatures, objecting to updating the Schauer Park facility. Hovercraft was discussed. Jeanne Majeski submitted a tally of the letters the Jacksonport Town Board members have received, with the primary subject being Schauer Park. (See Attachment). Dick Boudwin encouraged the Town to go forward with the study. Jim Moore stated that Schauer Park has been very important for stocking fish. George Penney was present to answer any questions. Also present were DNR Grant Specialist Chris Helbart, STS consultants Terry Peterson and Pete Demer. Mike Neil, Game Warden for Door County stated that they look at Schauer Park as a place to get off the water. Brad Bley, as Town Fire Chief said that the Fire Department does not want a hovercraft or Jet Ski. JR Jarosh wants the Town Board to make the best decision for the Town and move on. George Bagnall expressed thanks for the input from the public, via letters, emails, and calls.
Schauer Park – Motion (Jeanne/Aaron/Passed) supports drafting up a lease agreement with Door County to allow the County to pursue getting the funding for a Feasibility Study, and if successful a long-term lease whereby the County would be responsible for the park.
Motion (Jeanne/Aaron/ Passed) to support the drafting of an Ordinance and Resolution to go forward with the 5 ˝% room tax in the Town of Jacksonport. George will inform Town Attorney Randy Nesbitt.
Jacksonport Land Use Committee; Jeanne Majeski will be the Town Representative at the County-level Smart Growth Plan Development Meetings. Kari Anderson will serve as an alternate.
Lakeview Cemetery Committee is still choosing who to order the memorial stone from for the Cemetery. The intent is to be able to sell space on the stone for names of community people who do not have a memorial elsewhere.
The Jacksonport Polar Bear Club expressed thanks to the Jacksonport Fire Department for assisting with the annual New Years Day plunge. Begun in 1986, it has been an organized, orderly event. They donated a check for $750 to the Jacksonport Fire Department.
The annual audit of the Town books will be held January 30, 2007 at 5:45 P.M. at the Town Hall.
Town Board members, George, Aaron, Jeanne and Eileen will attend the 2007 WTA District meeting March 3, 2007.
Motion (George/Jeanne/Passed) to approve the easement agreement between the Town of Jacksonport with Robert and Janet Birnschein. Attorney Randall Nesbitt will have it recorded.
Motion (Aaron/George/Passed) to not support the Petition for Zoning Amendment - Text (Applicant: John Holmes) Section 4.08 (5)(k) – Manufacture Home Parks. Clerk will so notify the Door County Planning Dept.

- Cemetery Committee
- Statement of Qualifications/Proposal from Daar Engineering, Inc. regarding the annual road review
Invoices were submitted for approval.

*We received 4 follow-up letters from individuals who were initially opposed - 3 three of these were neutral and one was in support - 54 in 2006 in opposition minus 4 with a change in position equals 50 in opposition.
Misconceptions:
Boat launch facilities are not permitted in SF30 (they are, Marina is not)

Pinney’s statements re: scope of project
Feasibility of Launch/Marina at Lakeside Park or Whitefish Dunes State Park
Schauer Park would not be a “Safe Harbor” or safe harbor is not necessary. (letters Kepchar/Eklund)
Possible effects of blasting on rock formations/wells/septic systems (letter Winzenz)
Possible effects of channel altering water currents/tides/water elevation/temperature/algae
Impact on Town Board input in decision making if property is leased to county
Under what circumstances would water rescue off Schauer Park be important? (Dick Burress freighter example - why not transport crew member to STR by boat?)
