February 24, 2009 Board Minutes
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, February 24, 2009 at 7 p.m. at the Town Hall
Supervisor Aaron LeClair called the meeting to order at 7:02 p.m.
Pledge of Allegiance was lead by Terry Simon.
Present: Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Clerk
Eileen Phetteplace and Treasurer Carol Oram. Chairman George Bagnall
was absent.
Agenda. Motion (Aaron/Jeanne/Passed) to accept the agenda for the
February 24, 2009 meeting as presented.
Motion (Jeanne/Aaron/Passed) to accept the minutes of the Town Board
meeting of January 27, 2009, with one change. Add language “as
indicated on materials provided by Door County Sanitary Department,”
to the motion to require the old & undocumented septic systems, to
undergo a sanitary inspection.
Treasurer Report: Checking account balance is $1,000.
We still have two outstanding checks from 2008
Balance of sweep account at the end of January 2009 was $850,095.52
Interest earned in January from the sweep account was $879.11.
Treasurer turned all property tax collections to the County on
February 9.
Total dollar collected was $2,088,338.34.
Total uncollected personal property amount is $4,219.82
Door County Tourism collections for November and December lates
$568.27.
January general transportation aids $23,651.06 was received from the
state.
-Treasurer, Carol Oram Motion (Jeanne/Aaron/Passed) to accept the
treasurer’s report as presented.
Motion (Aaron/Jeanne/Passed) to accept and approve payment of the
invoices which had been submitted to the Town.
Public Comment. Joe Jarosh read the following: “I would like to take a
moment to recognize the efforts of the Jacksonport Fire Department
this past weekend in relation to the movie, “Feed the Fish” being
filmed in Door County. Despite the wind, snow, cold and horrendous ice
conditions in the water, the firemen spent well over four hours trying
to clear a spot for the movie people to shoot the Polar Bear Swim
scenes. Finally it was jointly decided by the movie people and the
Jacksonport Fire Department that with safety as the primary factor,
the swim scene was not going to happen. Those of you that were there
can more fully appreciate their efforts and for those of you that
weren’t, it is my pleasure and privilege to let you know how proud I
was of what they tried to do. To the members of the fire department,
thank you for all that you do and will continue to do to make
Jacksonport a safe and wonderful place to live.”
County Board report. No report Nancy Bemmann was absent.
The proposed Intergovernmental Agreement and Tasks Check [Repair of
Highway(s) with the Door County Highway Department] was discussed.
Jeanne received comments, in a letter, from Attorney Randall Nesbitt.
Aaron will contact John Kolodziej with questions.
Town credit card was tabled indefinitely.
Motion (Aaron/Jeanne/Passed) to pursue researching a possible scenic
highway designation for portions of the roads which run through the
Town of Jacksonport. Ann Mueller, of Liberty Grove is also looking
into the designation. To get the designation it must include a 30 mile
stretch of roads, thus it would have to be an effort between multiple
municipalities. If designated, no additional billboards or off
premises advertising signs could be added to the roads. If the
designation becomes effective, the participants would be eligible to
apply for grants.
Sanitary Inspection; March 24, 2009, 7:00 PM at the Jacksonport Town
Hall, a public hearing will be held for the following purpose: receive
comments from the public on special charges to property owners for the
purpose of inspecting waste treatment systems in certain areas in the
Town of Jacksonport. Clerk will post notice of the meeting.
Motion (Aaron/Jeanne/Passed) to repeal the existing fee schedule for
building permit and inspection fees. Motion (Jeanne/Aaron/Passed) to
adopt a revised fee schedule for building permit and inspection fees.
The only difference between the two schedules is the rate increase for
the State Seal from $25 to $35 per seal effective February 24, 2009.
Motion (Aaron/Jeanne/Passed) to close the First Responders checking
account and open a savings account.
Correspondence was made available to the Town Board members.

Motion (Aaron/Jeanne/Passed) to adjourn. Meeting adjourned at
approximately 8:06 p.m.
