February 23, 2010 Town Board Meeting
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, February 23, 2010 at 7 p.m. at the Town Hall
Chairman Jim Sarosiek called the meeting to order at 7:04 p.m.
Pledge of Allegiance was lead by Al Scharrig.
Present: Chairman Jim Sarosiek, Supervisor Randy Halstead, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Jeanne/Randy/Passed) to accept the agenda for the February 23, 2010 meeting as presented.
Motion (Randy/Jeanne/Passed) to accept the minutes of the Town Board meeting of January 26, 2010 as presented.
Treasurer Report: My books for 2009 tax collections are closed. I will only be receiving outstanding personal property. All delinquent real estate bills will be forwarded to the County Treasurer.
We have 4 outstanding personal property bills. We will need to decide if the Sweet Lou’s bill is collectable and again the D C Custom & Blasting, Inc.
I will issue statement asking for immediate payment to all outstanding bills in question.
There is an outstanding invoice from 8/10/09 for the sanitary survey for a Karl Meyer Trust, invoice number 2009-39. The Karl Meyer Trust at this time also has a delinquent property tax bill. Anyone knowing of a contact or address to reach Karl Meyer or family would be greatly appreciated.
We have received our GTA for January in the amount of $24,120.56.
We have also received payment from the Door County Tourism Zone for November collections and December late in the amount of $160.89 and December collections in the amount of $176.70.
There are also two outstanding checks: one from 2008, check number 3478 for $291.70. The other is check number 3737 for $1.00 from 2009.
I am still receiving and issuing dog license. - Presented by Treasurer, Carol Oram. Motion (Randy/Jeanne/Passed) to accept the treasurer’s report as presented.
Committee Reports. Little Bit LeClair, the Town representative serving on the Door County Tourism Zone Commission reported that the commission is working to correct and collect from businesses in non-compliance.. She also requested that the Town Board sign Resolution #5-012110.
Joe Jarosh summarized the minutes of the February 1, 2010 Parks Committee meeting.
Motion (Jeanne/Randy/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. No comments
County Board No report Nancy Bemmann was absent.
The new brush truck will be available in approximately two weeks. The old brush truck will then be available for use by the maintenance person. The Fire Department insignia will have to be removed or covered up on the old truck.
The intergovernmental agreement regarding Schauer Park was discussed; Jeanne will contact town attorney Randall Nesbitt with the town board concerns.
The Jacksonport Women’s Club was interested in a new TV/DVD player for use in the Town Hall. Jim will direct them to investigate a new system.
Motion (Jeanne/Randy/Passed) to adopt Tourism Zone Resolution #5-012110.
Town roads were discussed and it was decided to seek bids for the following work:
Bagnall Rd. (TRIP Project) - 1.27 miles Pulverize and Re-Pave with 2.5” Compacted Hot Mix Asphalt.
Option #1 - .26 miles of Jorns Road – Pulverize and Re-Pave with 2.5” compacted Hot Mix Asphalt.
Option # 2 - .27 miles of Bagnall Rd – Pulverize and Re-Pave with 2.5”compacted Hot Mix asphalt.
Option # 3 - .57 miles of Clark Lake Ct – Pulverize and Re-Pave with 2.5” compacted Hot Mix Asphalt.
Motion (Jim/Jeanne/Passed) to transfer $848 from the town contingency savings account to the Fire Department equipment account for 2010.
Eileen summarized the town self-audit process. She brought in a copy of the 2008 Financial Report Form CT, which she prepares and submits each year to the Wisconsin Department of Revenue - Local Government Services.
Motion (Jeanne/Randy/Passed) to convene into closed session pursuant to WI Statute 19.85 (1) (c) for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
Motion (Jeanne/Randy/Passed) to reconvene into open session pursuant to WI Statutes 19.85(2) for discussion and possible action regarding matters discussed in closed session.
Motion (Jeanne/Randy/Passed) to hire Larry DeMeuse for the Town Maintenance position.
