TOWN OF JACKSONPORT BOARD MEETING
Tuesday, December 2, 2008 at 6 p.m. at the Town Hall

Supervisor Aaron LeClair called the meeting to order at 6:00 p.m.

Pledge of Allegiance was lead by Alvin Scharrig.

Present: Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram. Chairman George Bagnall was absent.

Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the December 2, 2008 (postponed from Nov. 25, 2008) meeting as presented.

Motion (Aaron/Jeanne/Passed) to accept the minutes of the Town Board meeting of October 28, 2008 as presented. Motion (Jeanne/Aaron/Passed) to accept the minutes of the Special Town Board meeting of November 6, 2008 as presented. Motion (Aaron/Jeanne/Passed) to accept the minutes of the Jacksonport Budget Hearing meeting of November 13, 2008 as presented. Motion (Jeanne/Aaron/Passed) to accept the minutes of the Special Town meeting of November 13, 2008 as presented. Motion (Aaron/Jeanne/Passed) to accept the minutes of the Special Town Board meeting of November 13, 2008 as presented.

Motion (Jeanne/Aaron/Passed) to accept and approve payment of the invoices which had been submitted to the Town.

Public Comment. No comments.

No County Board report. Nancy Bemmann not present.

Motion (Jeanne/Aaron/Passed) to switch the Town checking account to Baylake Bank’s Automated Investment Sweep Service. “The “sweep” transfers excess collected funds on a daily basis to a money market mutual fund or repurchase investment account. The exact total of checks and other disbursements is swept back to the town’s checking account as necessary.”

Treasurer Report: Checking account balance as of October 31, 2008 $105,300.30. General Transportation Aids in the amount of $22,958.55.
Explained First Dollar Credit:
- This is a credit given for each parcel that has an improvement on the property.
- This new credit will be listed on your tax bill above the lottery credit. The credit is applied equally to each installment unlike the lottery credit.
- Payment by the state for the First Dollar Credit occurs on the 4th Monday of July, full settlement of this credit should occur in August.
- The payments will be distributed to the municipalities by the state.
Tax collection hours at the Town Hall will be held December 27, 2008 from 10:00 a.m. until noon, December 30, 2008 from 6:30 p.m. until 8:00 p.m. Additional hours will be January 24, 2009 from 10:00 a.m. until noon and January 29, 2009 from 6:30 p.m. until 8:00 p.m. -Treasurer, Carol Oram Motion (Aaron/Jeanne/Passed) to accept the treasurer’s report as presented.

The Town Board suggests that the Jacksonport Women’s Club use the space near the flags for plaques in the Town Hall.

Town street lights email message from Carolyn Brzezinski, concerned about waste of tax dollars, light pollution, energy wastefulness. The Town has made two changes to address Carolyn’s concerns. The lights by the ball park have been modified to point straight down rather than on an angle. The time the lights are turned on has been decreased by one hour. It is necessary to keep the lights on by the fire station side of the building.

Motion (Jeanne/Aaron/Passed) to pass Budget Resolution No. 6-2008 to allocate funds from one budget item to another.

Reminder – 2009 Municipal Candidates – for Nonpartisan Office (Forms EB-1, EB-162, EB-169 [recommend 30 signatures minimum]) to be filed with the town clerk no later than 5:00 p.m. on Tuesday, January 6, 2009.

Carol Oram will prepare the single page insert to be included with the property tax bills. She will include a note about the following items:
- Hours for collection
- Dog licenses
- Recycling
- Driveways
- Revaluation

Sue Jarosh as a representative of the Jacksonport Business Association asked for the Town Boards approval to hold a Farmers Market on Tuesday mornings from 8 a.m. until noon in the summer/fall season. The Town Board members were unable to vote on this topic at this time because Jeanne needs to abstain because she would sell at the market. Thus, there were not enough members present for a two-thirds vote. Item tabled.

Motion (Aaron/Jeanne/Passed) to pass Resolution No. 7-2008 to authorize alternate signature for banking purposes.

Correspondence was made available to the Town Board members.
