December 21, 2010 Town Board Meeting
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, December 21, 2010 at 7 p.m. at the Town Hall
Chairperson Jeanne Majeski called the meeting to order at 7:00 p.m.
Pledge of Allegiance was lead by Alvin Scharrig.
Present: Chairperson Jeanne Majeski, Supervisor Randy Halstead, Supervisor Tom Wilson, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Randy/Tom/Passed) to accept the agenda for the December 21, 2010 meeting as presented.
Motion (Tom/Randy/Passed) to accept the minutes of the Town Board meeting of November 23, 2010 as presented.
Treasurer Report: The town received from the State of Wisconsin General Operations $101.00 for polling place hours reimbursement for the Sept. Primary cost. We also received from the Wisconsin Dept. of Revenue $10,245.41 for Novembers shared revenues. Door County Tourism sent a check in the amount of $1,346.88 for Oct. collections and Nov. lates. All tax billed have been mailed and I have been receiving notices of monies deposited by the county into our accounts. Anyone with town checks please cash them before the end of the year for bookkeeping purposes. - presented by Treasurer, Carol Oram.
Committee Reports. Joe Jarosh speaking as the chairman for the Jacksonport Parks Committee said he is working with Henry Isaksen for additional landscape ideas for Lakeside Park. He will have more to report in January. Fundraising for Lakeside Park is coming along slowly but surely.
Joe Jarosh speaking as a member of the Jacksonport Community Marketing Funds Committee reported that the 2011 Jacksonport brochure will be available for distribution at the Polar Bear swim. He will also have copies at the January town board meeting.
Little Bit LeClair gave a report on the December 16 Tourism Zone Commission meeting.
Motion (Tom/Randy/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. Aaron LeClair speaking as the President of the Jacksonport Firefighters Association pledged $2,500 in funds to the town to help cover the cost of interest for the loan being proposed to purchase air packs and turn out gear.
Joe Jarosh thanked the fire department for getting the skating rink ready for use.
County Board Report was not presented. Kari Anderson was absent.
Jeanne read the copy she had prepared to advertise for the position of part time clerk. Eileen was directed to publish and post the advertisement. It read as follows:

Part time Position
The Town of Jacksonport is seeking applications for the part time position of Town Clerk. The current salary is $13,304/year. Work hours are often flexible, but require some night meetings. The successful candidate must have strong organizational, computer and interpersonal skills. Experience with Excel and QuickBooks is a plus.

The repair of the boat launch at the end of Clark Lake Ct Road was discussed. The town board anticipates getting some guidance from Mike Kaar of Deaths Door Marine.
The town board decided that it was not interested in renewing the contract with Orkin for pest control in 2011. Eileen will so notify Orkin.
Eileen has the materials needed for anyone interested in running for town office. The packets were made available after the meeting, or interested people should contact Eileen. (Those wanting to get on the ballot for the spring election may circulate nomination papers between December 1, 2010 and January 4, 2011. The completed nomination papers must be filed with the town clerk by 5:00 p.m. on Tuesday the 4th. Those running for town office need to collect between 20 and 100 signatures.).
Motion (Jeanne/Tom/Passed) to authorize the application for a two-year loan from the Board of Commissioners of Public Lands for $62,000. The loan will be used to purchase the Air Packs and Turn-Out Gear that the Fire Advisory Committee did a good job of presenting the need for the equipment.
Motion (Tom/Randy/Passed) to approve the Jacksonport Fire Department and First Responders Handbook (Original Issue Date: 01/11/2011) as submitted.
Motion (Jeanne/Randy/Passed) to approve the Incentive Based Pay – Jacksonport Fire Department, effective January 1, 2011.
The town board asked Tom Ash to contact Charter Communications and request an upgrade to a higher speed internet service.
Carol Oram will contact action Appraisers to Verify listing of the Personal Property for Town of Jacksonport (Account numbers, addresses and status of the accounts.
Motion (Jeanne/Tom/Passed) to accept the donation of a flagpole to the Town of Jacksonport, from Mike Lautenbach.
Clarification of Ordinance No. 01-07 “An Ordinance Establishing and Regulating Town Cemeteries” – Jeanne will go over the ordinance with Paul Sterrenberg concerning the placement of a bench in Lakeview Cemetery.
Reminder All property tax payments should be mailed or paid in person to Jay Zahn, Door County Treasurer. Carol Oram will NOT be accepting payments at the Town Hall as she has done in the past.
Motion (Jeanne/Randy/Passed) to support the Petition for Zoning Amendment - Text (Applicant: Door County Resource Planning committee) – Amend Section 7.02(4) to allow of-premise parking for government-owned parks.
Correspondence was made available to town board members.
