TOWN OF JACKSONPORT BOARD MEETING
Tuesday, December 19, 2006 at the Town Hall
The meeting was called to order at 7:08 p.m. by Chairman George Bagnall.
Pledge of Allegiance was lead by Ben Logerquist.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Treasurer Carol Oram and Deputy Clerk Marlene Larson.
Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the December 19, 2006 meeting as presented.
Treasurers Report: The bank balance as of November 30, 2006 was $115,703.15. November shared revenue $12,053.42 has been received. Received notice of our general transportation aids in the amount of $89,158.05 which will be received in four installments in 2007. Total tax collection at this time is $277,626.90. Carol will be collecting Taxes on Thursday, December 21st from 6:30 PM until 8:00 PM., again on Saturday December 30th from 10:00 AM until Noon. Reminder the State requires that the Town must either bond their Treasurer or the municipality can assume the responsibility by Ordinance, as done in the past. The Town Board will assume that responsibility. Motion (Jeanne/Aaron/Passed) to accept the treasurer's report.
Motion (Aaron/George/Passed) to accept the minutes of the regular Town Board meeting of November 28, 2006 as presented.
Meeting open to Public Comment: Karen Winzenz was asked if comments on Schauer Park could be presented when that item came up on the agenda. George answered yes.
County Board report presented by Kari Anderson.
Agenda item - Schauer Park. Five areas of concern per George Bagnall:
1. Safe harbor
2. Residents in immediate area
3. Business benefits
4. Recreational phase
5. Environmental concerns
Speakers then presented their comments:
Tom Maher read his letter against Schauer Park improvements. Other negative comments were given by Karen Winzenz, Carol Eaton, Peter Evers, and Virginia Maher. J.R. Jarosh read his letter in favor of the improvements. Other positive comments were given by Joe Jarosh, Mark Stoeger, and Mike Bieri. Additional comments were given by Carol Oram, George Bagnall, Eric Wickstrom, Pat Eaton, Bob Schutt, Kari Anderson, and Tom Jorns. After discussion the Town Board welcomed a show of hands to indicate whether people were for or against the boat launch.

It was decided to have Schauer Park on the January Town Board meeting agenda, and to invite George Pinney, Parks Director for Door County.
Jon Jarosh spoke on room tax of 5.5%. 30% would go to town, approximately $8,000-$10,000 /year for Jacksonport. Sister Bay Village supports room tax. Room tax would apply if rented under 30 days at a time. April 1, 2007 would be the projected start date. This item recommended for next months agenda.
Paul Schumacher, President of the Clark Lake Advancement Association, reported on the Watershed Monitoring Program. The reports are on the web site www.clarklakewi.com. The association would like a Jacksonport Town Board member on their “Watershed Management Committee”. Start in April, by May have recommendations from report. Final will be Ordinance implementation.

Motion (Aaron/George/Passed) to accept the new slate of poll workers for one year.
Motion (Jeanne/Aaron/Passed) to support the Petition for Zoning Amendment - Text (Applicant: Resource Planning Committee) – delete entire section 3.12(6)(b)e of the Door County Zoning Ordinance.

- Cemetery Committee
- Road renaming
Invoices were submitted for approval. (Aaron left at 9:30 p.m.)
Motion (George/Jeanne/Passed) to adjourn the meeting. The meeting adjourned at 10:10 P.M.
