December 15, 2009 Town Board Meeting

TOWN OF JACKSONPORT BOARD MEETING
Tuesday, December 15, 2009 at 7 p.m. at the Town Hall

Chairman Jim Sarosiek called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Al Scharrig.

Present: Chairman Jim Sarosiek, Supervisor Randy Halstead, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.

Agenda. Motion (Jeanne/Randy/Passed) to accept the agenda for the December 15, 2009 meeting as presented.

Motion (Randy/Jeanne/Passed) to accept the minutes of the Town Board meeting of November 24, 2009 as presented.

Treasurer Report: Received our November shared revenues in the amount of $12,053.42. The Sweep Account has been closed. All tax bills have been mailed. I will start entries this week. All December tax dollars collected must be deposited by the end of year. I will be collecting tax on Dec. 26, from 10:00 A.M. until Noon, 12:00 P.M. and then again on December 29, from 6:30 P.M. until 8:00 P.M. I will also issue dog licenses. -Presented by Treasurer, Carol Oram. Motion (Jeanne/Randy/Passed) to accept the treasurer’s report as presented.

Committee Reports. Jon Jarosh, Parks Committee chairman reported that the work is finished at the ball park. The committee is looking into playground equipment for the ball park area. Beth Hon would like approval to install sound proof baffle for concerts in Lakeside Park. It would be temporary, and help with the wind noise. The Parks committee would like to recognize the Jacksonport Women’s Club and Jacksonport Advancement Corporation for their help with the Town Christmas party. The Park committee needs two new volunteers. Eric Wickstrom and Jon Jarosh do not want another term at this time.

Little Bit LeClair, the Town representative serving on the Door County Tourism Zone Commission reported that they are still having difficulties collecting monies owed the commission. Legal action is being taken.

Motion (Jeanne/Randy/Passed) to accept and approve payment of the invoices which had been submitted to the Town.

Public Comment. Ken Honold commented that the Door County Highway Department was not doing a good job on intersections with town roads. Eric Peil said he was in contact with the department and that they would be working to improve that problem. Jim Sarosiek complimented the Jacksonport Volunteer Fire Department for the help with the blizzard on December 9th. Tom’s team needs to be complimented. The town hall was opened as a shelter for those without heat and electricity. The fire dept. personnel even helped people reach the town hall.

County Board No report Nancy Bemmann was absent.

Motion (Jim/Jeanne/Passed – Randy opposed) to adopt Resolution No. 7-2009 “Resolution adopting a Snow and Ice Control Policy for the Town of Jacksonport.”

Tom Ash reported that the Fire Advisory Committee recommended that the MAC fire Truck be donated to the Jacksonport Historical Society.

Motion (Randy/Jeanne/Passed) to open a money market account for the town.

Jim Sarosiek reported that a TRIP/LRIP application was submitted for road work on Bagnall Road. The town was awarded $10,000 for the project. The town has two-years to complete the project or give up the funds.

A Town Long-Range Planning Committee was discussed. It was decided that the town does not need one at this time; rather each existing committee could work on a three to five year plan.

Jim Sarosiek agreed to contact cleaning service people and award the work to one of them.

Motion (Jim/Randy/Passed) to enter into a Letter of Understanding – The Dam at Clark Lake with the Town of Sevastopol.

Correspondence was made available to the Town Board members. Ann DeMeuse, Director of Door County Emergency Management thanked the many agencies that pulled together to work through the severe weather that swept through Door County the week of December 6-12th. Annie Miller reported, “The northern door Door County Coastal Byway application to WI DOT as a Scenic Byway was approved by the WI Scenic Byway Advisory Board to move forward to Phase 2 of the application process at the 12-8-09 meeting in Madison.”

- Need Volunteers/Staffing Committees – Parks and others
- Cost of insurance for the MAC Fire Truck
- Town Maintenance person
- Cleaning service
- Set date to audit the books

Motion (Jim/Randy/Passed) to adjourn. Meeting adjourned at 8:25 p.m.
