TOWN OF JACKSONPORT BOARD MEETING
Tuesday, August 26, 2008 at 7 p.m. at the Town Hall
Chairman George Bagnall called the meeting to order at 7:00 p.m.
Pledge of Allegiance recited.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (George/Jeanne/Passed) to accept the agenda for the August 26, 2008 meeting as presented.
Motion (Jeanne/Aaron/Passed) to accept the minutes of the Town Board meeting of July 22, 2008 as presented.
Treasurer Report: Bank balance end of July $33,958.05 in checking; money market account was $101,555.50. Door County Tourism paid $536.45 for May and late collections, June collection was $1,992.52. State of Wisconsin general transportation aids $22,958.55. Town received from the Wisconsin Dept. of Revenue $24.00 computer aids, and $2,127.08 July shared revenues. The Town received from the County of Door 2007 tax settlement in the amount of $98,789.11 and $262.63 for managed forest lands. Still have one outstanding personal property tax bill. The Town is still holding one outstanding check from 2007 in the amount of $39.42. -Treasurer, Carol Oram Motion (George/Jeanne/Passed) to accept the treasurer’s report as presented.
Motion (Jeanne/George/Passed) to accept and approve payment of the invoices which had been submitted to the Town.
Public Comment. No comments.
County Board report presented by Nancy Bemmann.
Town Board decided to table the discussion regarding “Beach Storm Water Management, Lakeside Beach in Jacksonport” and bring it back at the September meeting.
There were no additional submissions of logo art ideas for an official town logo. The Town Board felt the issue could be tabled.
Mark Nelson summarized the Door County Legislative Days. He provided a four page handout which included the 2007 Door County legislative agenda. The handout also included the 2003 and 2005 Summary of Accomplishments.
BJ Cassidy presented the Clark Lake Advancement Association – request for a no-motor ordinance for Logan Creek and the north end of Clark Lake. Discussion included comments from the audience. George asked Bob Geitner to present documentation for the comments he was presenting. Motion (Aaron/George/Passed) to table it until the September meeting.
Motion (Aaron/Jeanne/Passed) to accept Action Appraisers & Consultants 2009 Update Option for the revaluation. The quoted prices were as follows:
Update in 2009 $40,100
Maint. In 2010 $11,500
Total $51,600
This option paid over two years.
$26,600 for 2009
$25,000 for 2010
An effort will be made to recruit some people for the Town of Jacksonport Commissions and Committees. This will be brought up at the September meeting. The following summarizes the current Committees:
Cemetery Committee; - Aaron LeClair, Bob Kufrin and Alvin Scharrig
Parks Committee; - Aaron LeClair, Chair, Eric Wickstrom, Jon Jarosh, Tom Ash, Brad Bley
Land Use Committee; - Kari Anderson, Paul Ozburn, Alvin Scharrig, JR Jarosh, and Tom Wilson
Tourism Zone Commission; - Elizabeth (Little Bit) LeClair
Fire Commission; - Town Board members
Jeanne recommends creating a Roads Committee.
Parks Committee Report. They will address the following issues at their next meeting;
1. Explore purchase of land options
2. Stormwater project
3. Memorial benches, etc. Guidelines
4. Terms of committee members
Kate Losey, intern with the Door County Soil & Water talked about invasive species.
Aaron will follow-up with Tom Haight regarding aerial photography options.
Security of the Town Hall a concern. Post sign prepared by Jeanne at the door to remind people to double check items listed.
Budget Workday, October 14, 2008 6:00 pm at the Clerks home and Budget Hearing November 13, 2008 7:00 pm at the Town Hall.
Motion (Jeanne/George/Passed) to authorize Clerk to issue the applied for liquor licenses for Elizabeth LeClair, Square Rigger Lodge, with legal advise from town attorney Randall Nesbitt.
Correspondence was made available to the Town Board members.
