August 25, 2009 Board Minutes
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, August 25, 2009 at 7 p.m. at the Town Hall
Chairman Jim Sarosiek called the meeting to order at 7:05 p.m.
Pledge of Allegiance was lead by Ben Logerquist.
Present: Chairman Jim Sarosiek, Supervisor Randy Halstead, Supervisor
Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.
Agenda. Motion (Randy/Jeanne/Passed) to accept the agenda for the
August 25, 2009 meeting as presented.
Motion (Jeanne/Randy/Passed) to accept the minutes of the Town Board
meeting of July 28, 2009 as presented.
Treasurer Report: The personal property tax that is still outstanding
is DC Custom & Blasting, Inc. in the amount of $2949.84. I have sent
them bills and talked to them personally requesting payment. At this
time I have received no payment toward the bill.
Sweet Lou’s bill has been paid.
Jacksonport has received a check in the amount of $7,890.02 from the
State of Wisconsin. These dollars come from managed forest land and
forest cropland that has been removed from the program or timber has
been harvested from these lands.
Twenty percent of these dollars must be paid to the county by November
15th.
Jacksonport has received a check for the County of Door for the second
half of property tax settlement. The check was in the amount of
$104,084.90. -Presented by Treasurer, Carol Oram. Motion
(Jeanne/Randy/Passed) to accept the treasurer’s report as presented.
Committee Reports. Little Bit LeClair reported for the Door County
Tourism Zone Committee. They have requested that the Town include a
statement from the committee with the tax bills. They have provided it
to the town treasurer, who prepares the one-page insert. Jon Jarosh on
the Parks Committee said the committee recommends that the town not
rent the ballpark shelter out. They are working on developing a 5-year
plan. They meet the first Monday of even numbered months. Joe Jarosh
reported that the Community Marketing Funds is working on a new
brochure based on the results of a branding session meeting.
Public Comment. Little Bit LeClair is looking for ideas how to remove
the shipwreck on her beach. Ken Honold reported that the Hibbards
Creek sign was knocked down by the county crew mowing the town
ditches.
County Board no report Nancy Bemmann was absent.
Dan Vanderleest has received the State approved plan for the three
chamber replacement septic tank work needed at the Jacksonport Town
Hall/Fire Station.
Motion (Jeanne/Randy/Passed) to accept the Selective Insurance quote
submitted by Lawrence Hanson, minus the terrorism coverage on page 14.
Clerk is to cancel the policies being replaced.
Jim recommended that we think of the Jacksonport Land Use Plan as a
living document, and that we keep it in front of us.
Motion (Jeanne/Randy/Passed) to accept Ordinance Number 01-2009 The
Jacksonport Volunteer Fire Department.
Motion (Jeanne/Randy/Passed) to accept Ordinance Number 02-2009 An
Ordinance to lower the speed limit on Hillside Road.
The issue of fireworks was discussed. It is illegal, and an
enforcement issue. There is an Ordinance on the books. No action
taken at this time.
The Town of Sevastopol, Dam, Park & Recreation Board invited the
Jacksonport Town Board member to attend their meeting regarding Clark
Lake. The Clark Lake Advancement Association is concerned and we must
work together to monitor the dam. The timing of its operation is
critical, and is crucial to the health of the Lake. The issue is
ongoing and we need to continue to work together to address the
concerns discussed at their meeting.
Motion (Randy/Jim/Passed – Jeanne opposed) to accept the gift of
additional playground equipment from the Jacksonport Advancement
Corporation (JAC). The cost of the equipment being donated is $13,995
and $5,000 for a certified installation. JAC will organize the
rearrangement of existing equipment and the installation of the new
equipment In Lakeside Park. They will be removing the jungle gym and
the stainless steel slide. Dave Burke will donate time and equipment
to help with the project. Randy Halstead, Jim Sarosiek and Eric
Wickstrom are each donating a portion of the sand needed for the
project. Jim wanted to thank those involved with this project.
Budget Workday was set for, October 15, 2009 6:30 pm at the Clerks
home and Budget Hearing November 12, 2009 7:00 pm at the Town Hall.
Motion (Jeanne/Randy/Passed) to accept the preliminary estimate of
January 1, 2009 population as (814). This figure is provided to the
town by the Wisconsin Department of Administration, Demographic
Services Center.
Reminder: Board of Review will be held the 12th day of September,
2009, at 10:30 a.m.
Motion (Jeanne/Randy/Passed) to accept and approve payment of the
invoices which had been submitted to the Town.
Correspondence was made available to the Town Board members.

Motion (Randy/Jim/Passed) to adjourn. Meeting adjourned at
approximately 8:52 p.m.
