August 24, 2010 Town Board Meeting

TOWN OF JACKSONPORT BOARD MEETING
Tuesday, August 24, 2010 at 7 p.m. at the Town Hall

Chairperson Jeanne Majeski called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Al Scharrig.

Present: Chairperson Jeanne Majeski, Supervisor Randy Halstead, Supervisor Tom Wilson, Clerk Eileen Phetteplace and Treasurer Carol Oram.

Agenda. Motion (Tom/Randy/Passed) to accept the agenda for the August 24, 2010 meeting as presented.

Motion (Randy/Tom/Passed) to accept the minutes of the Town Board meeting of July 27, 2010 as presented.

Treasurer Report: In July we received a payment of $460.94 plus $2,011.18 in August from Door County Tourism Zone. We received a check from the state in the amount of $24,120.56 for general transportation aids. $26.00 from Wisconsin Dept of Revenue for computer aids. Also from the Dept. of Revenue a check for $1,808.01 for July shared revenues. Tax settlement monies for the second half of property tax have been received from the County of Door in the amount of $106,007.51 - Presented by Treasurer, Carol Oram. Motion (Tom/Randy/Passed) to accept the treasurer’s report as presented.

Committee Reports. Joe Jarosh speaking as the chairman for the Jacksonport Parks Committee summarized their June meeting. The committee recommends that the town board blacktop the shelter floors and include 2 feet beyond the countertops.

Sue Jarosh gave a scenic byways progress update. She expressed that she did not want to continue as the primary committee representative for the town. She also stated that the deadline for project submission is November 1, 2010.

LittleBit LeClair, committee member for the Door County Tourism Zone gave an update. She reported that the commission is pursuing enforcement actions against the properties in noncompliance.

Motion (Randy/Tom/Passed) to accept and approve payment of the invoices which had been submitted to the Town.

Public Comment. LittleBit reported that there is a garbage problem at Lakeside Park with inadequate containers for the public to dispose of their garbage. Joe Jarosh complimented the painting of the parking lines on Highway 57. Kari Anderson complimented the Park Committee on the five-year plan they have developed.
County Board report presented by Kari Anderson.
Motion (Tom/Randy/Passed) to rent storage space at Port Storage for the time period September through April 2011 at $400 per month. The space is to be a workspace for the maintenance person, storage of the maintenance truck and it will be used by Eric Peil for plus or minus 5 months out of the year and he will pay $100 a month toward the rent. The electricity will be included in the rent but the Town of Jacksonport will be responsible for heat.
Randy purchased an inventory of emergency road signs and posts, the order came in under $1,600.00.

Motion (Tom/Randy/Passed) to have Jeanne submit the application forms along with the permit fee to the Department of Natural Resources for the boat launch permit on Clark Lake Ct.

Motion (Randy/Tom/Passed) to remove the “No Dogs Allowed” signs at Lakeside Park and order a Pet Waste Station.

Motion (Tom/Randy/Passed) to accept Sue Jarosh (primary) and Eileen Roberts (alternate) resignation as committee members on the Door County Coastal Byway Board; and to appoint Jeanne Majeski as the Primary Committee member with Sue Jarosh as the alternate.

Motion (Tom/Randy/Passed) to donate $100 to the Door County Coastal Byway Council for use with interim costs.

Budget Workday was set for, October 19, 2010 6:30 pm at the Clerks home and Budget Hearing November 9, 2010 6:30 pm at the Town Hall.

Correspondence was made available to town board members.

- Fire Advisory approval to explore possibility of capital expenditure to 2011 instead of 2012 and 2013
- Fire Advisory Committee
- Control of garbage at Lakeside Park
- Park Committee 5 year plan/budget
- Door County Soil & Water – Amanda Surfus will present information on the Great Lakes Restoration Initiative (GLRI) Funding

Motion (Tom/Randy/Passed) to adjourn. Meeting adjourned at 8:30 p.m.
