TOWN OF JACKSONPORT BOARD MEETING
Tuesday, August 24, 2004 at the Firestation

The meeting was called to order at 7:00 p.m. by Chairman Alvin Birnschein. Present: Chairman Alvin Birnschein, Supervisors George Bagnall and Jeanne Majeski, Clerk Eileen Phetteplace, Treasurer Carol Oram and Town Attorney Randall Nesbitt.

The minutes of the regular meeting of July 27, 2004, were contested by Jeanne Majeski. Jeanne and Eileen will review the tape made from the July 27 meeting prior to the next scheduled Town Board Meeting.

Treasurers Report: Treasurer Carol Oram reported as of July 30, 2004, a balance of $375,302.76. The Town received a check from The Ridges Sanctuary for $143.20, in lieu of 2002 property tax. Received July transportation aid, $21,420.93. July shared revenues, $2,127.89. The Town received from the Wisconsin Dept. of Revenue $183,439.08, the school levy property tax credit, which goes to the County. County will probably return about $92,000 of that to the Town. Motion (George/Jeanne/Passed) to accept the treasurer's report.

Chairman Alvin Birnschein would like to extend the Town Board's appreciation to the crew (Eric Wickstrom, Brad Bley, Al Scharrig, Ed Schmidt, Mike Heberli, George Bagnall and himself) who removed the sheet metal and did the cleaning prior to the remodeling project. Thanks to Lisa Bley, who furnished the lunch for the workers. They helped save the town approximately $2000. THANK YOU ALL FOR HELPING!

Chairman Alvin Birnschein had some reminders for people wishing to speak during the Public Comment portion of the Town Board Monthly Meeting. If you wish to speak, come forward, stand up, state your name and address. (Limit dicussion to three minutes maximum). Attorney Nesbitt was present to address any problems, because of the aftermath from the Towns last meeting. If we have any questions, he could answer them. For the record, Supervisor Jeanne Majeski did not think it necessary to have Attorney Nesbitt present.

Meeting open to Public Comment:

Tom Maher would submitted 36 letters, all objecting to item 7. c. Schauer Park Boat Launch. They unanimously do not want to see any boat launch study proceed.

Peters Evers would also like to oppose the possible boat launch.

Patrick Eaton stated that Cave Point County Park already causes a great deal of traffic. He feels a boat launch would increase that traffic.

Richard Knowles discussed the state of Lake Michigan. The smell is unpleasant, with slime often present. Last year the Town Board committed to seek advise of the Health and Water Department. Some studies suggest that a practical solution might be to pump the algae out of the Lake. Is it possible for a fire department pump truck? It is a serious problem. Regarding phragmites, please make sure you know your plants before digging out grasses.

Eric Wickstrom strongly opposed to the Schauer Park Boat Launch.

Tom Donovan agrees that the waterways need to be cleaned up.

Carolyn Stewart supports a weight limit and speed limit on Logerquist Road.

John Witteborg would like to institute speed limit restrictions and pedestrian signs on Logerquist Road, before we widen our Road. If the work is a done deal, recommends it only be completed between the Retreat House and the Rushes.

Morag Hornsby recommends as a first option looking at weight and speed limits.

County Board report presented by Keri Anderson. Highlights include:
- Judith Blazer of Sister Bay, donated $325,000 for a mobile command vehicle
- County H speed zone ordinance passed
- Right to Farm Responsibly, Soil and Water to manage manure storage. Cost share of 70% necessary
- Land Division Ordnance Passed unanimously, forces developers to put in roads that make sense
- Communication Tower passed
- She received 15 letters opposing a possible Schauer Park boat launch

Recreation Pavilion - Jeanne will be responsible for scheduling its use. Brad Bley will have keys made for Jeanne,
George, Alvin and Patrick.

Independent Inspections - Eileen to post a contact number for Brett Gillett for building inspections. Motion (George/Jeanne/Passed) to go forward to contact Town of Egg Harbor to consider sharing office space with them for the representative of Independent Inspections.

Schauer Park Boat Launch - Motion to not go ahead with the Feasibility Study (Jeanne/George/Passed)

Logerquist Road repairs/improvements - Alvin read a letter from the Door County Highway Department. Motion to proceed with the work as presented by the County (Al/George/In-favor) (Jeanne - opposed) - Passed.

Logerquist Road weight limits and speed limits - Alvin recommends considering having a speed survey study done.
Motion to table until further notice. (Al/George/In-favor) (Jeanne - opposed) - Passed.

Clark Lake Drive - Put off resurfacing until next Spring. Motion (Jeanne/George/Passed) to do the brushing and ditching. Alvin will get prices from the two Jacksonport vendors.

The Board concurs with the January 1, 2004 population estimate, no action is required.

Karen Raymore requested funds for bike routes. The request is made by the Door County Chamber of Commerce Trails Committee.

Jo Wahlen brought in a sample of phragmites. She asks people to control the weed by being diligent in removing it from our beaches and wetlands.

Motion (AL/GEORGE/PASSED) to adjourn the meeting. The meeting adjourned at 9:15 P.M.
