August 23, 2011 Town Board Meeting
TOWN OF JACKSONPORT BOARD MEETING
Tuesday, August 23, 2011 at 7:00 p.m. at the Town Hall
Chairman Alvin Birnschein called the meeting to order at 7:03 p.m.
Pledge of Allegiance was led by Alvin Birnschein.
Chairman Alvin Birnschein, Supervisor Randy Halstead, Supervisor Tom Wilson, Treasurer Carol Oram, and Clerk Elissa Taylor were present.
Motion(Alvin/Randy/Passed) to accept the agenda for the August 23, 2011 Town Board meeting.
Motion(Tom/Alvin/Passed) to accept the minutes of the Town Board meeting of July 26, 2011 as presented.
Treasurer’s Report: “Some of the August payments were Door County Tourism in the amount of $488.26 for May collections. We received a check in the amount of $61.00 from the State for April elections. Our general transportation aids were received in the amount of $24,848.28. The State sent a check for $22.00 for computer aids. We also received a check from the state for $1808.01 July shared revenues.
I received a check from the County of Door for our July tax settlement in the amount of $107,394.66 and a check from Door County Tourism for June collections and July late fees in the amount of $2,389.17.
We have received a check from Birnschein Lawn Cutting and Welding for personal property. Our only outstanding personal property tax bill is from D. C. Custom Drilling & Blasting, Inc.
I have not received any more monies from them since their last payment in mid July.”

Community Marketing Funds Committee – report as presented by Jo Jarosh is attached
Tourism Zone Commission – report as presented by Little Bit LeClair is attached
Fire Advisory Committee – Paul Ozburn summarized the committee meeting minutes of 7/11/2011, highlighting the fire department budget update, a proposed Knox Box Ordinance, a review of the current Driveway Ordinance and its enforcement, Mutual Aid Agreements and potential remuneration, and a redraft in the works of Ordinance 01-2009 (The Jacksonport Volunteer Fire Department). The minutes for this meeting will be forwarded to the Board after they are approved at the October Fire Advisory Committee meeting.
Motion(Randy/Tom/Passed) to approve payment of accounts
Public Comment: Little Bit LeClair thanked the Town Board and the Fire Department for their respective roles in supplying and installing the buoys to mark pilings for safety reasons.
Sue Jarosh informed the board that the Coastal Byways Committee request for grant money to fund the kiosk project is close to approval.
County Board Report : Highlights of Kari Anderson’s County Board Report included a state mandated 0% levy increase in taxes over the next two years, an unfunded federal mandate requiring a complete update to the 911 system that will cost the county approximately two million dollars to be in place by 2014, a proposed new Senior Resource Center. By 2025, Door County will be #1 when it comes to the oldest county wide population in Wisconsin. The county has the potential to borrow $363,000,000. The current debt load for the County is $17,000,000.
Motion(Tom/Alvin/Passed) to renew the Town’s insurance with Selective effective 09/01/2011 with current coverages and to continue the current deductibles of $2000 auto and $500 everything else. We are currently paying premiums of $8915.00. Our new premium for the renewal year will $9032.00.
Ball Parks: At the July Board meeting, Joe Jarosh estimated the cost of maintaining the ball park at approximately $1050.00 for a 14 week season. By his calculations, after subtracting the $600 annually that the town receives from teams using the park, the net cost to the town is @ $450. The town clerk was asked by Randy Halstead to research maintenance costs for the ballpark and found the estimated costs of maintaining the ballpark to be closer to $2300, or a net $1700 after the ball teams pay the $600 annual usage fees. Randy Halstead commented that the gap between cost and revenues needs to be narrowed. The Board agreed to table further discussions on the subject until the 2012 budget preparations begin in October.
Grievance Procedure Template: A template obtained from the WTA was provided the board members for review. Most specifically, a hearing officer (not an employee of the town) would need to be named and compensation would need to be determined. Alvin will look into the possibility of a number of town’s and villages combining to name one hearing officer to hear all grievances.
Motion(Alvin/Randy/Passed) to approve the Application for Conditional Use for the Robert Hults’ Bird Sanctuary on County I. The clerk is to notify the county of the board’s support.
Establishing a Budget Workday in October and a Budget Hearing Date in November was tabled until the September Board meeting.
The September Town Board Meeting will be held on 9/27/2011 as originally scheduled.
