TOWN OF JACKSONPORT BOARD MEETING
Tuesday, August 22, 2006 at the Town Hall
The meeting was called to order at 7:02 p.m. by Chairman George Bagnall.
Pledge of Allegiance was lead by Ben Logerquist.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Treasurer Carol Oram, Clerk Eileen Phetteplace and Town Attorney Randy Nesbitt.
Agenda. Motion (Aaron/Jeanne/Passed) to accept the agenda for the August 22, 2006 meeting as presented.
Motion (Jeanne/Aaron/Passed) to accept the minutes of the regular Town Board meeting of July 25, 2006.
Treasurers Report: Carol reported that the bank balance as of July 31, 2006 was $370,118.73. Monies received; General Transportation Aids $21,855.20, July Shared Revenues $2,127.08, School Levy Property Tax Credit $174,813.76, The Ridges Sanctuary, Inc. $143.20 in lieu of Property Tax. Jacksonport received the July tax settlement in the amount of $90,110.09. Jacksonport received Managed Forest Crop payment of $100.09. Motion (Jeanne/Aaron/Passed) to accept the treasurer's report.
Meeting open to Public Comment: Joanne Kuhns asked if there was any place to take excess yard waste.
County Board report by Keri Anderson: The Door County Finance Committee is inviting citizens to participate in an online survey on the importance of the various programs and services provided by the County. The survey includes a comprehensive list of the range of County services, and participants are asked to rate each on a five point scale from ‘critical’ to ‘unnecessary’. All responses will be anonymous. A link to the survey is now available on the County’s website at www.co.door.wi.gov, by clicking on the quick link for ‘Citizen Survey’. It will run through September 13th.
Lakeview Cemetery: Aaron LeClair and Alvin Scharrig are looking into a memorial stone which would hold about 40 names. The proposed purpose of the stone is for people who have no other memorial, to be able to have their name on some type of permanent marker. The idea is that the Town would own the stone and sell the spaces.
Tom Jorns proposal. Clem Hedeen spoke for the Jorns family. They proposed the following; to provide a public access across their property to Lost Lake. To cover the costs for a public road to their property, to give a 30’ easement for the road, to provide an easement for a parking lot and turn around. They proposed working with the Wisconsin Department of Natural Resources and the Town of Jacksonport to install a boardwalk. They proposed the road would be located along the O’Conner property line. They also submitted a “Petition for Town Access to Lost Lake”, which read, “The undersigned, a resident of the Town of Jacksonport, WI, hereby requests the Town Board of Jacksonport to provide access to Lost Lake by laying a Town Road to Tom and Sandee Jorns landlocked property, for the purpose of providing PUBLIC ACCESS to Lost Lake.” The petition was signed by 52 people.
George pointed out WI Statues Chapter 30.133 Prohibition against conveyance of riparian rights. (1) Beginning on April 9, 1994, no owner of riparian land that abuts a navigable water may convey, by easement or by a similar conveyance, any riparian right in the land to another person, except for the right to cross the land in order to have access to the navigable water. This right to cross the land may not include the right to place any structure or material in the navigable water.
Vinni Chomeau from the Door County Soil and Water Conservation Department (SWCD) made a presentation on water quality/sampling at the storm sewer in Lakeside Park. Lakeside Park in Jacksonport fits the criteria for cost share incentive. The SWCD will cost share an estimated $4,500/beach and the cost to the municipality will be an estimated $1,500/beach. If the Town of Jacksonport is interested, it must sign-up by January 1, 2007.
Jacksonport Advancement Corporation (JAC) expressed their appreciation of the work Terry Simon is doing as the Town Maintenance person. JAC made the following contributions to the Town of Jacksonport in 2005-2006; Bathroom improvements $1,500, Fire Dept. rescue boat $3,000, First Responders $2,000, Ballpark fencing and improvements $9,650, and a copy machine for the Jacksonport Town Hall $600. Total donations equaled $16,750. JAC also requested that they be allowed to place two additional concrete pads at Lakeside Park. Motion (Aaron/Jeanne/Passed) to allow the construction of two concrete pads; replace the counter tops in the upper pavilion, permission to plant additional trees and to install a basketball hoop.
Town roads, Motion (Jeanne/Aaron/Passed) to hold a Special Town Meeting to discuss roads and borrowing money for town roads. Meeting will be held September 14, 2006.
Town of Jacksonport Budget Workday was set for October 19, 2006 at 6:00 p.m. and the Budget Hearing date was set for November 16, 2006 at 7:00 p.m.
Motion (George/Aaron/Passed) to accept the Wisconsin Department of Administration “Preliminary Estimate of January 1, 2006 Population” as 787.
Jacksonport Women’s Club asked if the Town would be interested in having an additional gazebo in Lakeside Park.

Invoices were submitted for approval.
