Re: Minutes from Parks Committee Meeting 8/14/08

The Parks Committee met at the Town Hall 8/14/08 at 6:00PM. Committee members present were: Tom Ash, Aaron LeClair, Jon Jarosh and Eric Wickstrom. Also present were: Terry Simon, Sue Jarosh, George Bagnall, Tom Maher, Joanne Kuhns and a reporter from the Advocate.

(01) The minutes were presented to the Committee members for review and approval.

(02) Under public comment; Sue Jarosh stated she was in favor of the purchase of the Ripptide property to add to Lakeside Park.

(03) Terry Simon started the meeting with an update on the Parks. Lakeside Park has been very busy and the grills have been used a lot. The partition is complete on the public toilets. The County cleans the toilets on Mondays and Thursdays during the summer. The broken gate post has been repaired and a dead tree limb has been taken down by Dave Burke. Terry passed a card to express our appreciation for Dave’s donation of time to do this. Terry fixed the light on the flag pole and removed a dead cormorant from the beach. Terry would like to try placing flower barrels under the Lakeside Park and Erskine Rest Area signs.

In the Erskine Rest Area, the new sign is up and Terry suggested placing some benches on the grounds near the sign.

Terry said he still is receiving compliments on the Ball Field. He has received several calls from Sevastopol parents. A broken lens has to be replaced, and the new trees are coming along fine with watering assistance from Dennis Brungraber. There is room for 18 new banners to be placed on the outfield fence. The J.A.C. will pay to replace the home plate and the field could use 2 loads of clay for the infield. The Committee discussed the possibility of soliciting Jacksonport businesses to purchase banners at $250 with a cost per banner of $112.50 to raise funds to help with maintenance costs at the Ball Field. Terry gave Eric a list and Eric will work on a letter to send out before next summer.

Tom Ash requested that Terry put together a list of needs and rank them for discussion at the next meeting.

(04) On August 21st the Town Board will hold a special meeting to discuss the purchase or sale of land. The Parks Committee had previously discussed the purchase of the Ripptide property. The Ripptide property is available for between $250,000 and $275,000. The Committee discussed possible uses for the Ripptide property. The front porch could provide a space for an information center. The property has a working well and septic system and a small garage for storage. The site could be used for parking and the existing lot in the park could be turned into park space. The property could provide space for a Town office and additional meeting space. The house on the property could be moved elsewhere. Sue Jarosh offered the suggestion the house could be used as a lending library or post office. The Committee was concerned about cost justifying this purchase. The Town has no funds budgeted for such a purchase and would have to take out a loan. Such a decision would need tax payer approval. If the Town Board would approve such a purchase then fund raising would be next. The last addition to the park was mentioned and Jon Jarosh agreed to do some research on how the fundraising was done. Jon made the motion to present the purchase of the Ripptide to the Town Board with additional backing through fund raising. Jon, Aaron, and Tom were in favor with Eric against the motion. The Committee also talked about seeking the “right of first refusal” on the Grovogel property adjacent to the park. Eric and Terry agreed to talk to George Grovogel when appropriate.

(04) The Storm water runoff project was tabled until the next meeting as more research was needed to make a decision. Tom Ash mentioned some elements that need follow-up.

(05) Memorial benches, etc. Eric suggested the Committee work on a policy regarding the acceptance of memorials within the park areas. Eric suggested the creation of a parks’ improvement fund which would be used to purchase items for the park areas. Donors who contribute to this fund would receive an acknowledgement and tax deduction receipt. Disbursements from this fund would be recommended by the Park Committee and approved by the Town Board. This policy would provide more thought and control over future park improvements. Jon agreed to look into bench styles and pricing and establishing a preset location for benches. The discussion was tabled until the next meeting.

The Park Committee meeting was adjourned at 7:05 PM.
