TOWN OF JACKSONPORT BOARD MEETING
Tuesday, April 28, 2009 at 7 p.m. at the Town Hall

Chairman Aaron LeClair called the meeting to order at 7:06 p.m.

Pledge of Allegiance was lead by Ben Logerquist.

Present: Chairman Aaron LeClair, Supervisor Randall Halstead,
Supervisor Jeanne Majeski, Clerk Eileen Phetteplace. Treasurer Carol
Oram was absent.

Agenda. Motion (Aaron/Jeanne/Passed) to accept the agenda for the
April 28, 2009 meeting as presented.

Motion (Jeanne/Aaron/Passed) to accept the minutes of the Town Board
meeting of March 24, 2009, with one change. Add language “authorize
the Jacksonport Parks Committee to award the work,” to the motion to
award the park mowing/clean-up to Around the Yard.

Treasurer Report: Door County Tourism: January and February late
collections were $99.91.
February and March late collections were $97.44.
The town received from State of Wisconsin $61.00 for polling place
hours reimbursement.
We also received $1,320.51 for the County of Door for lottery credit
settlement.
Three town properties were taken out of MFL therefore the town
received a check from the State in the amount of $397.72.
Interest earned in the Sweep Account for the month of March, $110.53

(Jeanne/Aaron/Passed) to accept the treasurer’s report as presented.

Public Comment. Eric Wickstrom said the Schauer Park Feasibility Study
did not address environmental impact. He gave copies of a DNR report,
addressing dredging in Door County to town board members Aaron, Randy
and Jeanne.
LittleBit LeClair gave a report on the Door County Tourism Zone. Four
properties owners came in with late fees. Two property owners in Door
County are being taken to court for not collection/paying the room
tax.

No County Board report, Nancy Bemmann was absent.

The Town Board conducted a town road review on April 23, 2009. Motion
(Aaron/Randall/Passed) to publish request for bids on the following
roads.
Pulverize and Pave with Hot Mix Asphalt compacted to 2.5”
Jorns Rd 1.19 miles
Bagnall Rd 1.26 miles
Add 3” Gravel, Pulverize and Pave with Hot Mix Asphalt compacted to
2”
Schauer Rd and Clark Lake Ct 1.46 miles
Pulverize and Pave with Hot Mix Asphalt compacted to 2”
Trails End Ct .25 miles
Single Chip Seal
Division Rd .50 miles
Hillside Rd .60 miles

It was noted that the Parks Committee received and awarded the infield
work on the softball field to Meissner.

Motion (Randall/Aaron/Passed [Jeanne abstained from voting]) to
approve of the Jacksonport Area Business Association running a
Farmer’s Market at Lakeside Park. It will be held on Tuesday mornings
during the 2009 growing season from 8 a.m. – 12 noon.

A special Town Board meeting was scheduled for May 5, 2009 at 7:00 pm
to interview the two candidates that submitted resumes for the
position of Town Maintenance person.

Motion (Jeanne/Aaron/Passed) to mail a letter to the property owners
who were named by the Door County Sanitarian Department as needing
sanitary inspections. The letter was read and is attached to these
minutes.

Motion (Jeanne/Randall/Passed) to move ahead with ordering the Brush
Truck Chassis cab from Witt Peninsula and the Custom Fab and Body
Brush Truck from R.N.O.W., Inc.

Four copies of the Emergency Action Plan for the Town of Jacksonport
were signed, one copy for the Fire Chief. This is in regard to NIMS
compliance.

Per the recent Jacksonport Parks Committee meeting there was a
Committee Re-Organization: The committee chairman is now Jon Jarosh,
new committee members are Katie Hebal, Mike Bieri and Joe Jarosh.
Terms for Committee members are to be staggered so there is an annual
rotation. They will try to meet quarterly.

Aaron would like Town Committee reports to follow the Treasurer’s
report on the monthly agenda for Town Board meetings.

The 2010 Census count was discussed. The Federal Government uses
population data to allocate funds in a number of ways. An accurate
count is extremely important. They want us to help publicize how
important it is to count everyone.

Motion (Aaron/Jeanne/Passed) to approve the six month license for beer
and wine for the Town Hall Bakery.

Motion (Jeanne/Randall/Passed) to approve the temporary Class
“B”/”Class B” retailer’s license (Picnic license) for the Jacksonport
Advancement Corporation for Maifest during the time period from May 20
through May 24, 2009.

Motion (Aaron/Jeanne/Passed) to authorize the town clerk to issue
picnic, cigarette, soda and operator licenses as needed.

Reminder:
– Town recycling will be held on May 9th and May 30th due to Maifest
activities.

Correspondence was made available to the Town Board members.

Agenda items for next month.
- Town roads – opening of bids and award contracts
- Financing brush truck, and what to do with the old brush truck
- Maintenance person job description
- Town hall acoustics/solutions

Motion (Jeanne/Aaron/Passed) to accept and approve payment of the
invoices which had been submitted to the Town.

Motion (Jeanne/Aaron/Passed) to adjourn. Meeting adjourned at
approximately 8:35 p.m.

Dear Jacksonport Property Owner,

For the past several years, the Jacksonport Town Board has been
working in cooperation with the Door County Soil and Water
Conservation and Door County Health Departments to monitor, and seek
ways to improve, the quality of water at our beach in Lakeside Park.
A clean beach and safe, high quality drinking water are very important
to Jacksonport residents and visitors.

Potential sources of water contamination are our town’s older,
privately owned wastewater treatment systems. The Door County
Sanitarian Department has been working toward inspection of older
systems throughout the County. As a part of our efforts to identify
possible sources of beach water contamination, the Jacksonport Town
Board has asked to make the inspection of the older systems in the
core area of Jacksonport a top priority.

A public hearing was held on March 24, 2009 at which time Chris Olson
and Greg Thiede, of The Door County Sanitarian Department, explained
the purpose, potential cost, and benefits of the study. The reaction
of those in attendance was positive.

The cost of each sanitary inspection, of approximately $100, will be
billed to the owners of each property being inspected. Due to a
successful bidding process, we were able to keep expenses
significantly below the anticipated cost of $150-$200 per property
owner. You will have received a letter from the Door County
Sanitarian’s Office dated 3/27/09 with more detailed information
regarding the inspection process.

Thank you for your understanding of the importance of this survey to
the health and safety of Jacksonport residents and visitors. We
appreciate your cooperation and welcome your questions or comments.
