April 27, 2010 Town Board Meeting

TOWN OF JACKSONPORT BOARD MEETING
Tuesday, April 27, 2010 at 7 p.m. at the Town Hall

Acting Chairman Randy Halstead called the meeting to order at 7:00 p.m.

Pledge of Allegiance was lead by Al Scharrig.

Present: Supervisor and Acting Chairman Randy Halstead, Supervisor Jeanne Majeski, Clerk Eileen Phetteplace and Treasurer Carol Oram.

Agenda. Motion (Jeanne/Randy/Passed) to accept the agenda for the April 27, 2010 meeting as presented.

Motion (Jeanne/Randy/Passed) to accept the minutes of the Town Board meeting of March 23, 2010 as presented.

Treasurer Report: Town collections this month were:
We received from the State of Wisconsin $489.73 for managed land yield tax.
The County of Door sent our Lottery Credit Settlement in the amount of $1,287.49.
Door County Tourism Zone Commission sent the February collections in the amount of $209.10.
I have just recently made contact with one of the outstanding personal property tax businesses they stated they will be sending a check. DC Blasting has made a commitment to pay $250 or more a month, until the tax is paid.
I’ve left a message with the other business and am waiting to hear back.
- Presented by Treasurer, Carol Oram. Motion (Jeanne/Randy/Passed) to accept the treasurer’s report as presented.

Committee Reports. No reports

Motion (Jeanne/Randy/Passed) to accept and approve payment of the invoices which had been submitted to the Town.

Public Comment. Amy Zachariasen, Kari Anderson and Althea Logerquist each complimented Peil Construction for the snowplowing work they did for the town.
County Board report presented by Kari Anderson. She stated that Resolution No. 2010-38 Approval of Intergovernmental Agreement with Town of Jacksonport (Schauer Park) passed 20 (yes) – 1 (no).
Motion (Jeanne/Randy/Passed) to appoint Aaron LeClair to the Town of Jacksonport Cemetery Committee.
Motion (Jeanne/Randy/Passed) to appoint Lisa Bieri to the Town of Jacksonport Land Use Committee.
The date of May 20, 2010 at 9:00 a.m. was set for the date to conduct the town road review.
Eileen reported that both Jeanne Majeski and Alvin Birnschein had expressed in writing their interest to serve as the Chairperson for the Jacksonport Town Board. Jeanne excused herself from the discussion due to her interest in the appointment. Eileen and Randy asked questions of both Jeanne and Alvin. Eileen read both letters that had been submitted to the town board. Motion (Eileen/Randy/Passed) to appoint Jeanne Majeski to serve the remaining term, until April 2011 as Town Chairperson for the Town Board.
Jeanne filled the official oath of office and began her duties by chairing the remaining portion of the meeting.
Richard Burress, Director of Door County Emergency Services made a brief presentation, thanking the Town of Jacksonport First Responder group for their work. Door County has four ambulance stations and 11 First Responder groups. He stated that the county emergency services couldn’t do the work without them. A plaque would be delivered at a later date.
Jaime Forest, Representative of the Bureau of Endangered Resources Wisconsin DNR gave a presentation regarding public and private dune thistle management. She stated that Whitefish Dunes State Park has one of the largest populations of the dune thistle, and invited anyone interested to a 6:00 pm presentation on May 6th at the state park. One point she made was that if you think you have the dune thistle on your property, please photograph it and confirm with the DNR or an authority whether or not it is. Please protect them, do not destroy them. They are listed as threatened both by Wisconsin and the federal government.
Motion (Randy/Jeanne/Passed) to sign the DC Coastal Byway Council Intergovernmental Agreement. Motion (Jeanne/Randy/Passed) to appoint Sue Jarosh, and Eileen Roberts as alternate, to serve on the council.

Motion (Randy/Jeanne/Passed) to support the placement of a sign at Lakeside Park advertising the Jacksonport Farmer’s Market June – October Tuesdays, 9 a.m. to 1 p.m. The Jacksonport Business Association will pay for and secure the sign permits.

Motion (Randy/Jeanne/Passed) to have Larry DeMeuse take over the cleaning of the Jacksonport Town Hall. Jeanne will notify Kath Reeves that her cleaning services are no longer needed.

Motion (Randy/Jeanne/Passed) to have Peil Construction for the next winter season do the snowplowing for the Town of Jacksonport.

A road work bid was received from Northeast Asphalt and a not to exceed estimate was received from the Door County Highway Department. Motion (Randy/Jeanne/Passed) to accept Northeast Asphalt’s bid for the proposed work on W. Bagnall Road, option #1 and #2. The bid for these projects totaling $96,778.04. Clerk will so notify Northeast Asphalt.

Motion (Jeanne/Randy/Passed) to approve the Temporary Class “B”/”Class B” Retailer’s License (Picnic License) from the Jacksonport Advancement Corporation for Maifest.

Motion (Randy/Jeanne/Passed) to grant permission for clerk to issue picnic, cigarette, soda and operator licenses as needed.

Motion (Randy/Jeanne/Passed) to place a deaf child sign on N Cave Pt Drive and also look into Hidden Driveway signs. Randy will take care of ordering the signs.

Reminders: Town recycling will be held the second and fourth Saturday during April through October from 10:00 a.m. – 1:00 p.m. at the ball field

Board of Review – Saturday, June 5, 2010 from 9 – 11 am

Correspondence was made available to town board members.
