TOWN OF JACKSONPORT BOARD MEETING
Tuesday, April 25, 2006 at the Town Hall

The meeting was called to order at 7:04 p.m. by Chairman George Bagnall.

Pledge of Allegiance was lead by Al Scharrig.

Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, and Clerk Eileen Phetteplace; Treasurer Carol Oram absent.

Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda, for the April 25, 2006 meeting as presented.

Motion (Jeanne/Aaron/Passed) to accept the minutes of the regular Town Board meeting of March 28, 2006 as distributed.

Treasurers Report: No report.

Meeting open to Public Comment: Tom Maher checked whether people would be able to comment when the Board discussed the Petition for zoning amendment – text, application by Stella Maris parish.

Eileen Roberts submitted and read the following:

“I am Eileen Roberts, 4768 Hwy 57, Chairman of the Jacksonport Historical Society Building Committee. For the record, my committee and the Jacksonport Historical Society Board members are here this evening to support Stella Maris in their request – of a permitted use for libraries/ museums in an SF20 district.

I am submitting these 216 signatures received in the last 14 days, from friends and members of the Jacksonport Historical Society representing our support of the change being asked for tonight.

Currently the Jacksonport piers are gone, very little commercial fishing is done and boarding houses are outdated. Farms are getting bigger and fewer. When you drive through town you can still see a few old buildings (as if it were yesterday); a combination of new and very old. Jacksonport is unique

By approving Stella Maris request you will be helping the Jacksonport Historical Society achieve one of its long awaited goals for eleven years of having a museum to display Jacksonport’s rich history.

Thank you.”

Mary Rohr asked how many signature cards were mailed out. Eileen Roberts replied that approximately 350 cards were mailed with 216 returned in support of the proposed museum.

Mona Orthober, President of Jacksonport Historical Society, requests the Boards support for the request for zoning amendment.
Sue Jarosh said the new web site www.jacksonport.net is up and running, with a link to www.jacksonport.org.

County Board report by Keri Anderson

Brilliant Cities / Charter Communications franchise – Motion (George/Aaron/Passed) – to table until May meeting.

Motion (Jeanne/Aaron/Passed) to support the petition for zoning amendment – text (Applicant: St. Michael’s Catholic Church) Section 2.05(3). The Town Board agreed that they would like to allow the libraries/museums use as a conditional use in the SF20 zoning district.12
Create footnote 12 to read: Allowed in the Town of Jacksonport. Clerk will so inform the Door County Planning Department.

Motion (Aaron/Jeanne/Passed) to create a Town Land Use Plan committee, initial members will include; Kari Anderson, JR Jarosh, Paul Osburn, Alvin Scharrig and Tom Wilson. Meetings will be posted.

Lakeview Cemetery – George looked into costs for a memorial stone, as suggested by Mary Herlache. The information will be turned over to the cemetery committee. Aaron will call a committee meeting, and report in May.

Title Company fees -- Motion (Jeanne/George/Passed) the Town will begin charging $15 per search, starting May 1, 2006. Clerk will so advise the companies that currently request that information.

Motion (Jeanne/Aaron/Passed) – to make the following adjustments to the Town budget; transfer $9,000 from E61 Recreation/Education/Planning and also $7,000 From E93 Reserved for Contingencies into E60 Parks

Motion (George/Jeanne/Passed) to approve liquor licenses for Don Jervis, doing business as Town Hall Bakery. (A Class “B” license to sell fermented malt beverages for the six month period ending November 18, 2006 and a “Class C” wine license for the period ending June 30, 2007).

Motion (Jeanne/George/Passed) to give the Town Clerk permission to issue picnic, cigarette, soda and operator licenses as needed for 2006/07.

Senate Bill 1 – Town Board agreed to send Senator Alan Lasee and Representative Garey Bies each a letter expressing their concerns regarding Senate Bill 1.

Bridge aid – The Town Board agreed to sign Resolution No. 1-06 Resolution Petition for County Aid in Construction of a Bridge”. The estimated cost still needed to be determined and added to the Resolution.

Clerk to post the recycling dates, May 13th and May 20th, which have been adjusted due to Maifest.

Road review summary included much discussion. Aaron had to leave at 9:45. Discussion continued with George and Jeanne. Motion (Jeanne/George /Passed) to write the bid requests as follows:
REQUEST FOR BIDS
The Town of Jacksonport is soliciting bids for the following work:
Memorial Drive: Add 4” of gravel, pulverize and resurface with 2 ½” average hot mix compacted surface and shoulder from intersection of Hillside Road ½ mile south, 20’ width.
Hillside Road: Add 4” of gravel, pulverize and resurface with 2 ½” average compacted hot or cold mix surface and shoulder .53 miles.
Bochek Road: Pulverize existing base, widen surface to 20’ and pave an average compacted 2” hot or cold mix surface and shoulder .22 miles. See Town Chairman for further specifications*.
Town Hall Parking Lot: Pulverize and pave with 2” average compacted hot mix surface. See Town Chairman for specific measurements*.
East Town Line Road: Chip seal 20’ wide .38 miles.
Sunnyslope Road: Wedge and chip seal 20’ wide 1 mile from Kiehnau Road east to County T.
Bids shall be submitted by 4 p.m. Tuesday, May 23, 2006, to Eileen Phetteplace, Town Clerk, 3733 Bagnall Road, Sturgeon Bay, WI 54235. A certificate of insurance will be required of the successful bidders. * For questions and further specifications noted above, contact Town Chairman George Bagnall, at 920-823-2024. The Town of Jacksonport reserves the right to reject any or all bids.

REQUEST FOR BIDS
Bids are required for a TRIP project 8913 on route N. Cave Point Dr. .81 mi, at route STH 57 toward Jorns Rd. Proposed improvement-reconstruction and place 4 inches of aggregate (1150 yd.) on existing surface, pulverize, widen to provide 22 ft. paved surface, compacted and place 2.5 inches compacted hot mix (app. 1500 tons) 2-11 ft. lanes and shoulder roadway.
