TOWN OF JACKSONPORT BOARD MEETING
Tuesday, April 24, 2007 at the Town Hall
The meeting was called to order at 6:00 p.m. by Chairman George Bagnall.
Pledge of Allegiance was recited.
Present: Chairman George Bagnall, Supervisor Aaron LeClair, Supervisor Jeanne Majeski, Treasurer Carol Oram (arrived late) and Clerk Eileen Phetteplace.
Agenda. Motion (Jeanne/Aaron/Passed) to accept the agenda for the April 24, 2007 meeting as presented.
Motion (Jeanne/Aaron/Passed) to accept the minutes of the regular Town Board meeting of March 27, 2007 as presented, with the correction of the name Newton.
Door County Soil & Water Conservation Department - Amanda Brown and Bill Schuster, with support from Miller Engineers & Scientists and GTK Consulting and Contracting presented the Town Board with a report “Storm Water and Bacteria Management at Lakeside Beach in Jacksonport, Wisconsin”. They also presented information on Lake Michigan – Beach Nourishment. In summary, their critical measures were:
- Implement Best Management Practices (BMPs)
- Beach nourishment
- Dune grass
- Hard surface removal
o Installation of rain garden at end of Lake Park Drive
- Additional rain garden in park area
Treasurers Report:
Received from Wisconsin Dept. of Revenue $17,354.60 for lottery credit payment.
Proper settlements must be sent to other taxing jurisdictions from these monies.
State of Wisconsin has reimbursed the Town $101.00 for increased polling place hours.
Jacksonport Advancement Association has paid $314.00 toward the pallet forks.
Bank Balance as of March 31, 2007 $265,194.60
Motion (George/Jeanne/Aaron) to accept the treasurer's report.
Russ Glime of Daar Engineering, Inc. presented the Town Board with a report, “Pavement Surface Evaluation, Town of Jacksonport, Door County, Wisconsin” The report provided:
- Executive Summary
o Purpose of the pavement surface evaluation
o Conclusions & recommendations
- Introduction
o Design criteria
o Analysis background
- Location
o Town road evaluation location
- Surface evaluation discussion
- Conclusions & recommendations
The Town Board decided to call a Special Town Board meeting on May, 2, 2007 at 7:15 pm. The agenda for the meeting would be town roads.
County Board report presented by Kari Anderson
Motion (Jeanne/Aaron/Passed) to amend Ordinance 01-05 “An Ordinance Establishing and Regulating Town Cemeteries” and replaces it with Ordinance No. 01-07.
Land Use committee – recommends looking at Goal 2, Item 5. The 2001 Land Use Plan addresses the need to obtain a Jacksonport-only amendment to the Door Count Zoning Ordinance which will apply more protective regulations to the Village Core Area for Multiple Occupancy Developments (MOD's or condominiums). The task has not been addressed to date, the Land Use Committee recommends the town boards attention to this matter.
Decision was made to register Aaron, George and Eileen for the May 9th Wisconsin Towns Association training for town officials.
Four bids were submitted for the Spring clean up, grass cutting, string trimming and Fall clean up work in Lakeside and Erskine Parks. The bids were submitted by:
- Around the Yard – Lawn & Home Maintenance, Paul Wiesner, owner
- Lawn & Landscape Specialists, Jason Krueger, owner
- Salzsieder Landscape Nursery, Thomas Salzseider, owner
- Total Lawn Care, Tim Bley, owner
Motion (Jeanne/George/Passed, Aaron abstained) to award the work to Around the Yard, Paul Wiesner.
Public comment: Kari Anderson supports paying first responders. She suggests earmarking some of the tourism tax dollars to pay the first responders.
Bob Geitner spoke of behalf of the Jacksonport Business Association. He made a request that the Town Board consider dedicating a portion of the funds received form the tourism tax dollars collected to the Jacksonport Business Association to be used for the production of their brochure and website maintenance. Discussion was tabled to a later date.
Motion (Jeanne/George/Passed, Aaron abstained) to begin paying the Town first responders as follows:
- $15/meeting
- $20/call
Motion (Aaron/Jeanne/Passed) to approve liquor licenses for Don Jervis, doing business as Town Hall Bakery. (A Class “B” license to sell fermented malt beverages for the six month period ending November 24, 2007 and a “Class C” wine license for the period ending June 30, 2008).
Motion (Aaron/Jeanne/Passed) to give the Town Clerk permission to issue picnic, cigarette, soda and operator licenses as needed for 2007/08.
Town residents were reminded that recycling will be held on May 12th and May 19th due to Maifest.
Motion (Aaron/George/Passed) to support the Petition for Grant of Variance (Applicant: Daniel Rehberg) – Tax Parcel No. 016-00-34292724L. Clerk will so notify the Door County Planning Dept.

Motion (Aaron/Jeanne/Passed) to adjourn the meeting. The meeting adjourned at 10:02 p.m.
